ISLAMABAD:

Pakistan and China are set to sign an operational agreement for handing over control of Gwadar Port to the latter within a month, which may deal a big blow to the United States and India who fiercely oppose Chinese presence in the region.

Prime Minister Nawaz Sharif will take up this issue during his upcoming visit to Beijing and the two sides will sign a final agreement following negotiations on a profit-sharing formula.

Talking to The Express Tribune, Federal Ports and Shipping Minister Kamran Michael said a draft agreement was being finalised about the functions of Gwadar Port and the issue would come up for discussion with Chinese authorities during the premier’s trip starting from July 4.

“The previous government signed a memorandum of understanding with China in 2012, however, final agreement is yet to be reached,” he said.

The port will be the property of the government of Pakistan whereas China will be the operator on a profit-sharing basis.

Earlier, Pakistan had handed over control of Gwadar Port to Singapore Port Authority which later sold its rights to a Chinese company.

According to Michael, China will make investments to make the port functional and turn Pakistan into a regional trade hub. China will invest in construction of berths to handle cargo ships.

“We have to finalise terms and conditions and I along with my team will head to Beijing to negotiate the agreement,” he said, adding the port operator would be the shareholder in the port.

He also welcomed any investment from neighbouring countries including Iran and Russia in Gwadar Port. Road infrastructure for the port will also be constructed and it will be linked with China through a railway link.

Stressing that the PML-N government wants ‘trade not aid’, Michael expressed the hope that if the port started operating it would not only attract investment, but also enhance trade with neighbouring countries.

An official alleged that the previous government invested billions of rupees in dredging work at the port, but it turned out to be a mega scandal as investment was shown on papers only and even ships could not arrive at the port.

Recently, a Chinese ship also could not reach the port because of heavy silt in the sea. The official expects the new government to take action soon and expose the people involved in the alleged scandal.

The eau-de-stink of excreta-of-bull is strong with this story.

How does Chinese management of a port deal a big blow to USA and India? How does start of operations turn Pakistan into a regional trade hub?

Absolute crock-o-sh1t.

The straight of Hormuz contributes about 20% of the world's petroleum, and about 35% of the petroleum traded by sea, passes through the strait making it a highly important strategic location for international trade. Gwadar will ensure the Chinese that their Oil transportation costs are cut in half. Also when we link Road and Rail lines, it will ensure our development in the South West and their development in the West. The article points out that they will invest and Our Shipping Ports Minister has asked more investments to be made, specifically from Iran and Russia also

Not a rocket science here. The United States has a problem because they fear China would add depth to superpower qualities. Currently China ranks as the world's 2nd biggest economy so it has already become a traditional rival. Do keep in mind also that US Aircraft Carriers are stationed very near Baluchistan. China having Gwadar also means keeping an eye on U.S Bases in Middle East for their interests, which will automatically help us solve our concerns. These are signs of physical moods.

India has a problem with it as their government has been very vocal.

Let me quote you this:

"It is a matter of concern to us," Antony told reporters when asked about Chinese control of the port"

"It will enable (China) to deploy military capability in the region," said Jay Ranade, of the Centre for Air Power Studies and a former additional secretary in the government. "Having control of Gwadar, China is basically getting an entry into the Arabian Sea and the Gulf."

They won't mention one other thing. But lets be clear here. They also want to ensure that their rule and investment over Chahbahar doesn't go out to be a waste.

Okay, please tell me just HOW does Gawadar reduce Chinese oil transportation costs in half? WHEN we link road and rail to China is far far off in the future, if ever. KKH remains a two season road with a 16 mile chunk submerged. There is no rail link. And our Shipping Ports Minister is simply begging and BSing us all. Iran and Russia have not committed to anything.

All of that paragraph above is simply flights of fantasy with no substance in fact, except the size of the Chinese economy.

India will proceed with Chahbahar regardless of Gawadar because it offers them a route to access Afghanistan. It is Gawadar that will suffer, not Chahbahar, because Afghanistan is more likely to prefer that route over ours.

To take a median approach on this I do believe NS will look to link gwadar with kashgar as one of his top most priorities. If he can pull this off and he will likely ask the Chinese to fund this silk route then Gwadar can be seen in a whole different light.

To my fellow Pakistani skeptics and optimists alike, you will know where this is headed within a year.

The answer is NOWHERE, within a year, or five, or even ten. No Where.
