India was in deal for watered down version of SU-57 called FGFA. It pulled out out of that deal after the US put pressure on India to buy F-16s instead. Hope it is clear for you now.

Generally IAF prepares ASQRs copying the details from various brochures. In case of this deal, Russia declined to provide zero information including brochures which meant that IAF could not complete their ASQR. Now they could not go to the Ministry of Defense with no ASQR. So they claimed that the product is no meeting their requirements to save their faces.

No country operates F-117. It retired after shot down in Serbia by 1960s SAM.

Yes but the US has put a condition that it would sell F-35 to India after 2030 only if India buys 200+ F-16s immediately. Hence India pulled out of the FGFA deal. Hope it is clear now.
