I live in the US & the title is misleading.

It has been recognized since few years that many of the medical guidance are based on empirical observation on Caucasian population. There has been concerted efforts in last few years to have different standards based on different "body types" or "ancestral origins".
This change is not something that can happen immediately, so by it's nature takes a long time. e.g. BMI calculation is still generally inaccurate for Asian body types.

The headline is misleading.

The opioid crisis on the other hand has impacted low income strata quite heavily, at least in USA. There is a recognition of that and work is being done on that front.
