Ladies and Gentlemen,
Members of the Media,

I am delighted to welcome President Almazbek Atambaev on his first state visit to India. Excellency, the warmth of your hospitality and welcome during my visit to the Kyrgyz Republic in July last year is still fresh in my mind. Your visit this time helps us to carry forward the momentum of our cooperation and high level contacts. The relationship between India and the Kyrgyz Republic is filled with goodwill from centuries of shared historical links. Our societies share a sense of warmth that permeates our contacts with Central Asia, including the Kyrgyz Republic. We are also bound by a common belief in democratic values and traditions. Much credit goes to President Atambaev for nurturing and building strong foundations of democracy in Kyrgyz Republic.

Friends,

President Atambaev and I held extensive discussions on the full range of our bilateral engagement. We focused on our common priority of diversifying and deepening bilateral engagement. We also discussed how we could work together to secure our youth and society against the common challenges of terrorism, extremism, and radicalism. We agreed on the need to coordinate and work closely in addressing and overcoming these challenges for our common benefit. We regard Kyrgyz Republic as a valuable partner in our common pursuit of making Central Asia a region of sustainable peace, stability and prosperity. The Shanghai Cooperation Organization will also give us a valuable framework to work together on these issues.

Friends,

President Atambaev and I reviewed our cooperative engagement in the defence field. The Kyrgyz-India Mountain Bio-Medical Research Center is an excellent example of successful collaboration. It has proved to be a rewarding research initiative, which we need to build on. We have commenced work on a Kyrgyz-India Joint Military Training Center in Kyrgyz Republic. Our joint military exercises on counter-terrorism are now an annual feature. The next edition has been planned for first quarter of next year in Kyrgyz Republic.

Friends,

President Atambaev and I agreed on the need to connect our economies more deeply. To this end, we will work to strengthen bilateral trade and economic linkages, and facilitate greater people-to-people exchanges. We will encourage industry and business on both sides to play a leading role in exploiting opportunities in healthcare, tourism, information technology, agriculture, mining and energy. We have decided to build on our development cooperation including in capacity building and training. People have been at the center of such initiatives. We shall give special emphasis to youth exchanges in our technical and economic cooperation programme with Kyrgyz Republic. The understandings concluded today will support our thrust in these directions. In a first with the Central Asian region, we had initiated tele-medicine links with Kyrgyz Republic last year. We are taking steps to expand this project to other regions of the Kyrgyz Republic.

Friends,

India and the Kyrgyz Republic will be marking the 25th anniversary of establishment of diplomatic ties between the two countries in March 2017. As we approach this milestone, President Atambaev’s visit to India will drive the process and our efforts of deepening our partnership. It will also help consolidate the recent gains in our engagement and reinforce our ties in the months and years ahead. I wish President Atambaev a memorable and productive visit in India.

New Delhi: Maintaining that India and Kyrgyzstan share a common pursuit of making Central Asia a region of sustainable peace, stability and prosperity, Prime Minister Narendra Modi on Tuesday called on President Almazbek Atambaev to work together to safeguard people against the common challenges of terrorism, extremism, and radicalism.

"President Atambaev and I held extensive discussions on the full range of our bilateral engagement. We focused on our common priority of diversifying and deepening bilateral engagement. We also discussed how we could work together to secure our youth and society against the common challenges of terrorism, extremism, and radicalism," he said.

Prime Minister Modi said the Shanghai Cooperation Organization (SCO) will also give a valuable framework the both countries to work together on these issues.

President Atambaev and Prime Minister Modi also reviewed their cooperative engagement in the defence field.

"The Kyrgyz-India Mountain Bio-Medical Research Center is an excellent example of successful collaboration. It has proved to be a rewarding research initiative, which we need to build on. In an effort to connect India and Kirgizstan`s economies, both the countries pledged to strengthen bilateral trade and economic linkages, and facilitate greater people-to-people exchanges.

2. It is my privilege to receive you on your first State Visit to India. On behalf of our Government and people, I extend a warm welcome to you, Madame Raisa Atambaeva and the distinguished members of your delegation.

3. Your State Visit, Excellency, is the first State Visit to India by a President of your country after a gap of 13 years. It is also taking place at an important juncture - as we approach the 25th anniversary of the establishment of our diplomatic relations. I have no doubt, Your Excellency, that the discussions held today and the agreements that have been concluded will mark the start of a new chapter in the history of our relationship.

4. At the outset, I would like to state that we have always considered the Kyrgyz Republic to be an important part of our extended neighbourhood. Bishkek is closer to New Delhi than many major cities of India; and New Delhi is the closest world capital to Bishkek.

5. Our proximity is not only geographical but also historical and civilisational. We have a shared past, reflected in many elements of our culture. The Buddhist themes of engravings and statues found in Kyrgyzstan bear testimony to our age-old linkages. Our friendship flourished during the Soviet era and our Parliamentarians and leaders have maintained regular contacts since then. After Kyrgyzstan became an independent state, it was but natural for India to continue - and, in fact - strengthen our long standing co-operative relationship.

6. We are happy to see that Kyrgyzstan has progressed so well in the last twenty five years. One of its finest achievements is its steadfast preference for - and adherence to democracy. The credit for this is due to Your Excellency’s vision and leadership. We, in India, believe that a democratic system represents much more than just the periodic exercise of voting in elections. It stands for continuous nourishment of the institutions of democracy. Building these institutions is not an easy task, it demands personal as well as collective sacrifices. We share your satisfaction that Kyrgyzstan, under your leadership, has succeeded in this effort.

7. Another commonality which binds us is our commitment to secularism. Both our nations, being pluralistic societies, share the view that harmonious co-existence of citizens of diverse faiths and ethnicities is vital for a nation’s progress and growth.

8. Excellency, for India, inclusive development has been a key priority. With our growing population of 1.25 billion people and our resource constraints, our choices have led us to prioritise our abundant human capital. We have given emphasis to innovation and the development of indigenous, appropriate and cost effective solutions to address the challenges that we face as we pursue our developmental goals. Capacity building is one aspect of our experience that we have been glad to share with friends like Kyrgyzstan.

9. India values our co-operation with Kyrgyzstan in regional and international fora. In this context, Excellency, I take this opportunity to reiterate India’s appreciation for Kyrgyzstan’s unambiguous support to India’s candidature for permanent membership of the UN Security Council. We are also happy to have received your support for our endeavors towards India’s full membership of the Shanghai Cooperation Organization.

10. The success of our mutually beneficial partnership in diverse sectors of our common interest demonstrates the power of friendship between nations - summed up in an old Kyrgyz proverb which, translated into English suggests, “Friendship between two persons helps to overcome one obstacle; Friendship between two peoples helps to overcome a thousand.” (Эки эрдин достугу бир белден ашырат, Эки элдин достугу мин белден ашырат).

11. I am, therefore, confident that working together, India and Kyrgyzstan can achieve much for the betterment of not only our two peoples and our region but also of the world.

12. With these words, Excellency, I welcome you once again and wish you and Madame Raisa Atambaeva, a comfortable stay - and a very fruitful visit to India.

India and Kyrgyzstan share common concerns on the threat of terrorism, extremism and drug trafficking, says President

The President of India, Shri Pranab Mukherjee yesterday (December 20, 2016) received His Excellency Mr. Almazbek Sharshenovich Atambaev, the President of Kyrgyz Republic and Mrs. Raisa Atambaeva at Rashtrapati Bhavan. He also hosted a banquet in their honour.


Welcoming the Kyrgyz President to India, the President complimented him on the successful conduct of the parliamentary elections in October 2015 and for successfully steering a referendum on constitutional amendments earlier this month.


The President said India values its longstanding friendly relations with Kyrgyzstan. India has had civilizational ties with Central Asia, especially countries which were part of the ancient Silk Route, including Kyrgyzstan. Political ties with the Kyrgyzstan have been traditionally warm and friendly. Next year India and Kyrgyzstan will celebrate the 25th anniversary of establishment of diplomatic relations.


The President said India and Kyrgyzstan share common concerns on the threat of terrorism, extremism and drug-trafficking. He expressed confidence that the Kyrgyz President’s visit would give a fillip to the efforts to enhance the multi-faceted relations between the two countries.

New Delhi: Deepening their ties, India and Kyrgyztan on Tuesday finalised broad contours of a bilateral investment treaty and inked six other pacts covering a range of areas besides resolving to work closely to combat challenge of terrorism, extremism and radicalism.


Prime Minister Narendra Modi and Kyrgyz President Almazbek Atambayev held comprehensive talks and agreed to step up engagement in key areas of defence, security and trade with specific focus on mining, IT, agriculture and energy.

"We discussed how we could work together to secure our youth and society against common challenges of terrorism, extremism, and radicalism. We agreed on the need to coordinate and work closely in addressing and overcoming these challenges for our common benefit," Modi said in a media statement.

The Central Asian nation bordering China is strategically important for India and both countries have been steadily ramping up defence collaboration.

Modi had visited Kyrgyztan in July last year during which a pact for boosting defence cooperation was inked.

A joint statement issued after the talks said the two leaders noted the challenges posed by terrorism and extremism globally as well as in the Asian continent, and emphasised the importance of ensuring a stable and secure environment for peaceful economic development.

"In this context, they also called for the adoption by the United Nations of the draft Comprehensive Convention on Combating International Terrorism," it said.

Aiming to broaden economic engagement, the two countries initialled a bilateral investment treaty which will provide protection to investors in each other's country apart from creating enabling environment for trade to grow.

The six MoUs will provide for deeper cooperation in areas of agriculture, tourism, culture, broadcasting and youth affairs.

In his comments, Atambayev said he was not happy over the current volume of bilateral trade as there was huge untapped potential for its expansion and called for removing bottlenecks in transportation of goods between the two countries through Iran.

Denouncing terrorism and extremism, he said both countries were binded by historical links and fundamental values such as freedom, democracy, human rights, and the rule of law. He also mentioned about popularity of Bollywood legend Raj Kapoor in his country.

To ramp up economic engagement, both sides, during the talks, directed the ministries concerned to develop a comprehensive road-map for a five-year timeframe.

The two leaders also reviewed the "cooperative engagement" in defence with Modi calling the Kyrgyz-India Mountain Bio-Medical Research Center as an excellent example of successful collaboration.

Union Home Minister to visit the Kyrgyz Republic

The Union Home Minister Shri Rajnath Singh is leading a delegation today to the Kyrgyz Republic to attend the 9th Meeting of Heads of Governments of Shanghai Cooperation Organization (SCO) Member states to be held on August 24-25, 2017, dealing with the prevention and elimination of emergency situations. The Indian delegation includes senior officers from the Ministry of Home Affairs, the National Disaster Management Authority (NDMA) and the Ministry of External Affairs.

India got the full membership of SCO this year and the Prime Minister Shri Narendra Modi attended Shanghai Cooperation Organization’s annual Summit meeting held in Astana, Kazakhstan in June, 2017. The participation of India as SCO Member will open the additional opportunities for giving new impetus to the development of international cooperation in the field of protecting the population and territories from emergency situations within the framework of the SCO and will bring it qualitatively new positions in regional and global formats.

Meeting of Heads of Government authorities of Shanghai Cooperation Organization Member states will consider and approve the draft Action Plan for 2018-2019 for the implementation of the agreement between the governments of the SCO Member States on cooperation in providing assistance in the elimination of emergency situations.

During the visit, the Home Minister is likely to have bilateral meetings with the Ministers of some of the SCO Member States.

Cabinet approves the protocol amending the Agreement between India and Kyrgyz for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its approval for the protocol amending the Agreement between India and Kyrgyz Republic for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income.

The Protocol amending Double Taxation Avoidance Agreement (DTAA) aims to update Article 26 (Exchange of Information) of the DTAA to international standards. The updated Article provides for exchange of information to the widest possible extent. The new paragraphs 4 and 5 being inserted into the existing Article 26 of the DTAA provide that the State from which information is requested cannot deny information on the ground that it has no domestic tax interest in that information or that the information requested is held by a bank or a financial institution, etc. The Protocol further empowers India to use information received under the DTAA to be used for other law enforcement purposes on the supplying State authorizing such use.

Background:

The existing DTAA between India and Kyrgyz Republic was notified on 7/02/2001 and the same was in force since 10/01/2001. A Protocol amending DTAA between India and Kyrgyz Republic for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income has been agreed to be signed between the two countries.
