Speaking to The Hindu on the sidelines of the Raisina Dialogue in New Delhi, Field Marshal Sarath Fonseka, Colombo’s Minister of Regional Development, said that the decision on offering the port to India will be taken soon.

“Talks are at present going on between India and Sri Lanka and we hope to offer the Trincomalee port, which is one of the best deep sea ports in the world, to India,” said Mr. Fonseka speaking to The Hindu on the sidelines of the Raisina Dialogue. Trincomalee has been on the table for sometime as Sri Lanka wants to maintain a neutral stand and provide equal access to its ports to both China and India.

Sri Lanka’s experience with the Chinese, who carried out major infrastructural work at the Hambantota port in southern coast of the island nation, has put a heavy burden on the country, said Mr Fonseka.

“Our experience [with the Chinese] on Hambantota has not been very beneficial as we are facing a heavy debt burden due to the work done in that port. The problems and corruption in the project prompted us to review our policy on infrastructural development. We have currently given the port to a private entity so that some of the more immediate issues are resolved. This arrangement will also address India’s security concerns,” said Mr. Fonseka, indicating that Sri Lanka is willing to address India’s concerns on the visit of Chinese nuclear submarines to Sri Lanka.

The port of Hambantota was conceived as a major Sri Lanka-China project during the presidency of Mahinda Rajapakse, but the controversy around the debt burden has slowed down the project.

Speaking at the Raisina Dialogue, Mr. Fonseka, who led the Sri Lankan defence forces during the 2009 Eelam war against Tamil rebels, said that Colombo is aware of its responsibilities in the Indian Ocean region, and is committed to freedom of navigation.

Field Marshal Sarath Fonseka said that Sri Lanka will remain committed to the fight against terrorism and extremist violence in the region and beyond.

Recollecting the fight against the Tamil Tigers, he said that insurgency often receives extra-territorial support, and pointed at the support for the Tamil Tigers from India.

“Some political parties and leaders from the southern part of India, extended support to the Tamil rebels at the time of the war due to narrow political interests,” he said. -

NEW DELHI: Seeking to assuage India's unease over the Chinese presence in the Indian Ocean, Sri Lanka today said it would ensure that New Delhi's concerns were "not jeopardised" and that talks were on the development of the Trincomalee port.
Speaking at the Raisina Dialogue 2017, Sarath Fonseka, Sri Lankan Minister for Regional Development, said Trincomalee is the deepest harbour in South Asia and "things are being finalised" with India to develop the port.
He said that after China constructed the Hambantotoa port, it was not making any profit and became a burden to repay the money back. Total estimated construction cost of the Phase 1 of the project is USD 361 million and is largely funded by the EXIM Bank of the People's Republic of China.
He said since it was becoming a "huge burden" on the economy to repay the Chinese, Sri Lanka started looking after investors that can take the harbour on lease and give a helping hand to cut down payments of debts.
"So finally with the Chinese company (China Merchants Ports Holding Company)...they were the best bidders, we decided to give it on lease. But this was mainly for commercial purpose.
"There won't be any security threat (to India) and it even won't upset the Indian sentiments. At the same time, India should not get worried over it because there are preparations being done for India to develop the Trincomalee harbour. We are trying to convert it harbour as a naval base and a commercial base," Fonseka said.
Reacting to protests against the Hambantotoa port, he said some "disgruntled political elements" are behind it.
He said that the presence of Chinese submarines and naval ships in Sri Lankan waters is a matter of concern for India.
"They have the right to be concerned being a regional power. So, sometimes for training purpose we have had our defence forces communicating with other militaries in the world. So this presence of submarines and warships is for training purpose and not for any defence activity.
"We will ensure that their presence will only be for training purpose and that Indian security concerns are not jeopardised," Fonseka said.
Fonseka said there was "no way" Sri Lanka wanted to upset Indian sentiments. He, however, maintained that its intention was to stay neutral and not get involved in power struggle between India and China.
"India is our neighbour and there is no way we will upset the Indian sentiments. We want to maintain highest relationship with India. At the same time, we also have a historical relationship with China. Our intention is to remain neutral without getting into clashes of the big powers," he said.

Indian gov did not accept it because of its hatred for Tamils but went a secret agreement with SL to exclude US from Trinco in exchange to send Indian People Killing Force (IPKF) to destroy Tamil freedom fighters. Unable to do so, IPKF left SL in shame in 1990. Immediately SL allowed Chinese ships into Trinc.

Asking for developing port from the lowest bidder India for a comparatively small lease is better than getting indebted by China and nearly selling the country on the name of Hambantotoa Port or CPEC etc..

People can't offer the Trinco port or anything to anyone.It was SL that offered Trinco Port to US but later President J.R agreed that facilities in Trinco specially the Oil tanks will only be developed jointly with India. There are no "freedom fighters" ALL of them are terrorists regardless how they justify their actions. The LTTE and Prabhakaran was offered to join mainstream politics and even to become a political party in a federal SL and they rejected all of them

There is no such deal. The Minister mistook Surbana Jurong as an Indian company because they were involved in Mumbai development. PM asked Surbana to plan Trinco area for development because of their highly succesful Western Region Megapolis plan which is currently going in full speed.

Indian Petronet is currently in talks to develop LNG facilities in the Western Province

As regards development plans for the Trincomalee harbor, Sri Lankan Prime Minister Ranil Wickremesinghe has already given the basic contours and India is not in the picture.

Speaking in Singapore on July 18, 2016, Wickremesinghe said that Trincomalee harbor will be turned into a modern one by the Singapore-based company, Surbana Jurong.

With 40 years’ experience in infrastructure development, Surbana Jurong will prepare a Master Plan for Trincomalee harbor and its environs, which will include shipping, manufacturing, and tourism, he said.

“An area of 175 sq km south of Trincomalee will be developed as a high end tourist resort area ,” he added.

Surbana Jurong was the master planner, engineering consultant and project manager for Jurong port in Singapore. Jurong Port serves over 7,000 vessels of up to 150,000 deadweight tones every year, with 23 berths that can accommodate vessels with drafts of up to 16 meters and is equipped with super post-panamax quay cranes and gantry cranes to handle containerized cargo.

Surbana Jurong is also preparing a concept paper on Mumbai’s development.

This raises some grave concerns. A reputed government minister is talking nonsense with out proper consultation of the subject he's talking on. Who is he trying to fool? Indians or his voters?

In this regard, how can we trust this government? Even the prime minister is reputed to lie outright to public.

On the side note. No one has seen the western region magapolis project is going at full steam. Would you mind elaborating a little bit about it.

India does not give us loans to develop our country on our own accords. China does so. That's why we turn to China for infrastructure loans. Plus China don't impose unnecessary conditions on us.

The current cock up is all thanks to the present government's stupidity. China nor Rajapaksha has nothing to do with it. Anyhow, this will change to better when this government falls within this year.

The same wanker contested to become the President of Sri Lanka no more than 7 years ago. Current prime minister was behind the campaign to make him president. Do we need any other example of Ranil W's wisdom? God save the 6.2 million Yahapalana voters.

Anyone that knows about Trinco knows that it cannot be leased and leasing it is a financial nightmare for India.
Trinco is large and even the inner harbour is larger than H'tota but revenue is far smaller. When I saw the news, I was thinking how they are actually going to do it. :yay:
