Sri Lanka: A Systematic Country Diagnostic

The Systematic Country Diagnostic is a comprehensive assessmentof constraints and drivers of progress towards the twin goals of ending poverty and boosting shared prosperity. It is an important input to how the World Bank Group engages with its client countries.

Findings

Sri Lanka is in many respects a development success story. Growth has averaged over 6 percent per year in the past decade and poverty declined from 22.7% in 2002 to 6.1% in 2012/13. Sri Lanka performed very well on the Millennium Development Goals and has ended its internal armed conflict. The country has ample opportunities to build on its success due to its enviable location for trade, relatively educated work force and remarkable natural assets.

In order to sustain its progress on the twin goals and fulfill its development potential, there are five challenges which need to be addressed.

1. The Fiscal Challenge. Sri Lanka has one of the lowest tax-to-GDP ratios in the world, with a tax and customs systems characterized by a large number of exemptions and weak administration. While the government has maintained solid fiscal discipline, the revenue squeeze undercuts its ability to invest in people and infrastructure.

2. The Challenge of Fostering Growth and Jobs for the Bottom 40 Percent. Sri Lanka’s industrial policy has been broadly market-oriented since liberalization in the 1970s, but the degree of outward orientation has wavered in the past decade. The introduction of para-tariffs has effectively doubled the protection rates, making the present import regime one of the most complex and protectionist in the world. Foreign direct investment (remains below 2 percent of GDP, far lower than the levels of FDI in other middle-income countries, particularly in Southeast Asia. Sri Lanka also suffers from a skills mismatch, a result of the education system not equipping people with the abilities that businesses want.

3. The Social Inclusion Challenge. The highest numbers of people living in poverty and the bottom 40 percent are located within the multi-city agglomeration areas of Colombo, Kandy and Galle-Matara. A critical means to end poverty and achieve greater shared prosperity is to harness urbanization for inclusive growth. There are also pockets of high rates of poverty in the Northern and Eastern Provinces, in Moneragala, and within the estate sector. The high poverty rates in these areas are characterized by weaker access to services and poor links to the labor market. Women can play a stronger role in Sri Lanka’s development. Females made up 53 percent of the working-age population in 2012 but only 34 percent of the employed population, a figure that has remained static for decades.

4. The Governance Challenge. Ineffective governance critically impedes the ability of the state to mobilize revenues and spend effectively. Governance issues are integral to problems with regulation that have resulted in restrictive land and labor markets and inefficient subsidies. An additional issue is the 50 percent increase in the size of the public sector in the last decade and the continuing large state presence in key economic sectors, including banking.

5. The Sustainability Challenge. Over the longer term, the country will need to provide for a durable framework for reconciliation to address grievances which fueled past conflict, carry through with institutional reforms, proactively manage the challenge of an aging population as Sri Lanka moves past its demographic peak, and preserve its natural assets and provide for resilience to climate change.

Effective leadership will be needed to steer Sri Lanka forward on a path that will continue its strong progress in ending poverty and promoting shared prosperity, The World Bank Group stands ready to partner with the country to take on these challenges.

Sri Lanka don't need IMF loans. Sri Lanka should look towards China. Atleast we will have something constructive rather than loans on human development or in agriculture.

Second it does not mention about taking loans, On the contrary it talks about ways to consolidate fiscal reforms for sustainable growth to reach it's potential

Reversing decades of irresponsible government policies (All parties) and corruption has led to a situation of high fiscal instability

Sri Lanka needs to be on sound monetary footing to be able to pay back the massive loans it has already taken from China as it matures in the coming years, Chinese are steadfast allies but they're also in out there to do business not charity.. As the report rightly stated the last decade or so the growth was shown in massive infrastructure projects undertaken with FDI's coming in, But these need to be payed back in interest unlike FDI's of manufacturing and services where revenue is generated

At the same time successive governments have totally neglected the internal revenue and Import /Export sector of the country, totally relying on foreign loans.. The pinch of these warped economic policies will be felt in a year or two when the loan repayment period comes in

IMF and World bank. They are both same in what they do. No developing country should welcome them into their countries. And oh yes the ADB too.

What Sri Lanka need is an injection to the economy to kick start the already halted engine. MR realise this and took loans from China to develop harbors and airports and later the port city. But the current ruling class doesn't understand the importance of them so they use it as a political tool to mock MR.

I think you need to realize that not all the loans are obtained by MR. Sure he has obtained loans to fight the war and infrastructure development. But we need to realize that MT too took over a country which was burdaned with loans of previous governments with no way of repaying them.

That is a position that country that can holds it's own economically can do.. Not countries with foreign debts amounting to billions of dollars.. All these self hyping is good for political stages not in reality.. Every single government has had to obtain funding from multi lateral agencies at one time or the other

Some of the biggest IMF loans to date was taken in 2012/13 period, When failed hedging deals, Some of the biggest corruption deals in Asian history in the GST tax fraud and buying Greek bonds amounting to billions of dollars being lost to the Lankan economy dragged it in to the depths.. If not for those loans the country would have been in a more precarious situation than Greece today

Some of those Air ports, Massive convention centers, stadiums and highways were white elephants built middle of nowhere, Just to wet the ego of a despot, Loans that the country is burdened with now.. Even the port which was envisaged for centuries was hurriedly opened because of some loony beliefs of a tin pot dictator on horoscopes rather than common sense, Ending up loosing billions of revenue due to the non removal of the bed rock that prevented larger ships entering, In a rush to open it under his name.. Thus incurring further expense to the tax payers until it had to removed

Have to admit though.. This government may have been a bit too eager in correcting those wrongs focusing too much in to projects thus alienating China, That need to be corrected.. Cant loose a close ally like China in terms of regional interests but that does not mean the country have to solely rely on them while alienating others especially the West who are by a considerable margin the biggest export markets for goods and services.. It's not China that pay us but the US and the EU.. Only frogs in the well pseudo patriots will not see this reality

Most of Sri Lanka's poor in urban areas: poverty report | Economynext

ECONOMYNEXT - Most of Sri Lanka's poor are in cities or near cities, though poverty has fallen in recent years helped by the end of a war, urbanization, higher produce prices and a move from farming to industry and services.

Though the official poverty rate is 7 percent about 40 percent of the population earned were 'near poor' sustained on less than 225 rupees a day. Those close to the poverty line could slip back into poverty, a report by the World Bank said.

"There are pockets of serious poverty, and inequality has risen," David Newhouse, Senior Economist World Bank said presenting a report on Poverty and Welfare Trends in Sri Lanka.

Critics however say acting on measures of inequality, such as those devised Benito Mussolini's statistics man Corrado Gini, which fires envy and hate, may lead to state interventions and growth of a bureaucracy which undermine markets and choices of the poor.

Steep reductions in poverty in countries like China and Vietnam in recent years have came from allowing markets to work, forcing producers to compete and provide cheaper goods, and reducing or abandoning state planning and collectivism which led to uniform levels of absolute poverty.

A World Bank report in 2004, which showed output differences between the Western Province and other provinces, was used by rural nationalists to de-stabilize state finances, boost subsidies and protectionism.

He said while the consumption of the 'near poor's was slightly higher, in terms of asset ownership, such households were similar to the defined poor.

Pockets of poverty included in the North and East and Moneragala in the South, had high rates of poverty, though the numbers themselves were low.

Many of the poor was in Colombo and Gampaha districts.

Poverty fell with increase in labour income, the report said.

The report said higher economic growth and the end of a war were believed to be key drivers of lower poverty.

"Two other factors were Increasing urbanization as people moved out of rural areas to urban areas and a movement of out of agriculture to services and industry," Newhouse said.

Newhouse said all over the world when subsistence farmers moved out of agriculture into industry and services they were able to pull themselves out of poverty.

With higher agricultural prices incomes of farmers had also gone up with tea and rice. But this may not continue with tea and other prices falling, officials said.

Urban authorities had to be ready to accommodate the movement of people from rural areas with good quality services, officials said.

A World Bank official said they had not studied in depth the effect of higher food prices like rice, on the urban poor, most of whom were food consumers, but it could have transferred wealth from non-farm workers near cities to farmers and farm workers.

In Sri Lanka the price of rice is artificially kept up with import duties and buy back prices, unlike in East Asian countries like Vietnam, where prices were globally competitive and yields were high. Farmers also got fertilizer subsidies.

The spread of electrification had also lifted living standards. More people owned motor cycles than before. In countries like Vietnam, where poverty collapsed, women in particular are mobile with scooters. In Sri Lanka however the state taxes motorcycles also with other vehicles heavily.

Officials said inflation was also low, but the report did not go deep into how lower inflation and currency stability may have helped reduce poverty.

Analyst say without steady annual currency depreciation and inflation, governments lose their most powerful tool to destroy real wages to lower living standards and generate poverty

Well, though MR took loans from the IMF he made sure that IMF didn't have a say over Sri Lankan internal matters. AFAIK; IMF purposefully delayed granting some loans during the final phase of the civil war in order to bring MR to the heel.

What my point here is about not taking loans. Rather neglecting China and going after the IMF and WB as the sole saviors of our economy. That kind of backward thinking must be changed.

BTW I don't think GST tax fraud has anything to do with MR's economic policies our governance. The culprits behind the scam is now behind bars.

Debt based GDP growth is a very big lie. It will inflate growth and creates the illusion of prosperity like in Greece. The return of investment must be reasonable when compared to the interest rates. High interest loans for low ROI projects will be a major disaster but several projects had close to no ROI .Most institutions would avoid giving loans for projects without proving feasibility but China didn't really care and pumped a lot of money as loans. It's a very good thing however when SL is ruled by a egomaniac that ignores logic that's the problem.
The Mattala airport has no Return of Investment and is making major losses and forcing UL and Mihin to use it resulted in our two loss making air lines making even more losses. People like HeinzG gives no damn about the burden on the country as his dear king named it after himself and thus it's like a temple for him to worship his beloved God. What happens in the end is the taxpayer having to carry the burden of both those white elephants and the losses of the airlines.
But then another issue comes. SL's low tax revenue makes the situation worse. With low revenue the government cannot afford to spend on both paying back loans and development.
The eventual result is obvious. Greece is the best modern example. Austerity measures has to been taken if SL is going to avoid the same fate. Only an idiotic frog in the well would insist that SL cut all ties with everyone else and only concentrate on one country alone but as you have noticed we have those kind of idiots.

The current govt should be more aggressive on economic reforms, liberalisation and planned privatization as certain backward politicians are desperately trying to stop them and cause usual fear mongering. Some are already trying to stop any privatization plans

This is a pretty derogatory statement that defames the engineers both Chinese and Sri Lankan who have worked in those projects. Not even Chinese spend their money on projects that are built without planning or feasibility studies. Even so those projects were continued without proper planning or feasibility studies, the local engineers involved would've exposed it instantly.

Greece has got into the whole debt mess because of their uncontrolled spending habits and not doing any ROI projects. Where's in Sri Lanka MR invested money in free ways, ports and harbors. Which creates ROI if used properly. There is a Greater H'tota project that needs to be further developed to see it's full potential. I don't think that there morons who are in power would ever put that project on the run just because of their hatred towards MR.

Yes, Sri Lanka need economic reforms but that should not be achieved with the costs. Sri Lanka essentially is a mixed economy. We enjoy both the comforts of socialism and capitalism. Therefore the planned economic reforms should not damage it with so called planned privatization.

It will be done as a long term step by step project and not dropping random buildings using loans.

Plans for Trinco ,Kandy and South are underway with Trinco being done by Surbana.

There is no one in aviation sector that is against Mattala other than the ones who are politically biased. Mattala is built on the best spot to cater the air lines. The megapolis plan is a pure nonsense. It may be look good on paper but it has no practicality. Colombo is now already developed and standardized. Changing what is already there will be a nightmare. I won't think UNP would ever undertake such a project. There fore don't get fooled by the words.
