The Navy is yet to recover from the loss of its frontline submarine INS Sindhurakshak, which sank after a series of explosions inside the berthed vessel in August last year.

In fact, it was a double blow for the Navy as, along with a battle-ready vessel, it lost 18 of its men.

The possible cause of the tragedy is still unknown as the submarine continues to rest at the bottom of the sea in Mumbai harbour, but questions are being raised over the Navy's faltering adherence to the standard operating procedures that are crucial for professional conduct.

A series of incidents involving Naval warships, after the Sindhurakshak disaster, have been projected as if something has gravely gone amiss with the Navy's performance at sea.

It would be a travesty if all the incidents are clubbed together to paint a misleading picture of the force.

Each incident has to be taken up independently and placed in the context of the larger environment to draw any adverse conclusion.

On the night of December 23 last year, stealth frigate INS Talwar collided with an unlit fishing boat near Ratnagiri.

The incident was grave as a large number of fishermen had to be rescued and the collision of two vessels is absolutely an unacceptable situation whatever may have been the conditions.

The Navy filed an FIR against the owner of the boat and acted against the captain of the warship by removing him from the position despite the fact that it was a freak accident.

More recently, trouble during the berthing of submarine INS Sindhughosh raised concerns after it hit the ground having been caught in the receding tide in Mumbai harbour.

The Navy explained that congestion in Mumbai harbour and the silting delayed the submarine's entry into the harbour.

The captain of the submarine decided to hold the position of boat instead of moving forward. The boat was berthed safely at the next high tide.

The cause of hairline fracture in frigate INS Betwa's sonar dome is still unknown. It was detected after the warship returned from operational deployment and traces of saltwater were discovered.

The inspections were on to determine what caused the damage.

The leak in a section of missile corvette INS Vipul was a maintenance issue and the accidental firing from an Indian Coast Guard ship Samrat damaging a Naval building in Mumbai happened during the refit of the vessel.

It has to be taken into account that the Navy operates more than 150 warships ranging from small patrol boats to aircraft carrier.

The area of operations also stretches from guarding the coastlines to overseas deployment.

To say that the Navy has lost the way as it is poised to grow in size and dimension will be a simplistic account of the events.
