What are the specs and how will it compare with, let's say S-400 and PAC3 ?
Intended date is end of 2021 ,this should be telling that the system is largely ready.

In the description, it is emphasized that SIPER system will have the capability of BMD. In other words, it is separated from the existing HISAR program and the systems that will be purchasing already..

Some sources point to the possibility that this system might be a forward derivative of the SAMP-T but with a focus on the BMD. Details will be revealed soon.

Siper(Aegis): (I suppose)Aster-30 Block-1NT base design, Turkish electronics, seeker, fuel, guidance, ground control, radar and national software.
Siper will be effective against not only air breathing threats, but also medum range ballistic missiles.

Hisar-U: Continuation of Hisar-A/O/O+/N/G with longer range variant(maybe with booster). It will be effective against all threats excluding ballistic missiles. It will be more or less Barak-8 equivalent.

Both missiles will be integrated on Naval ships.

I hope Pakistan will look into this system for it's naval fleet and ground forces .

There is not much information, but there are clues to follow. There is expectation that there will be a system similar to THAAD in the public opinion. What could be delivered in such a short time is that all the interface and management system, including the radar, could be mentioned as a joint installation with a joint/foreign missile.

Last year a protocol was signed with the Eurosam group. A joint working group was established for a project to develop a new generation of BMD system and to explore joint production.

Hypothetically:
S400 system as a stop-gap solution. (2019, detached)
HISAR-U, domestic solution against air-breathing targets (2024, NATO network compatible)
SIPER, for both AAW frigates and land-based BMD solution (2021, NATO network compatible). Maybe with Aster 30 Block 1NT joint production?

But this is not a definite.

Turkey discusses to open an effective naval base in Cyprus in those days. Integration of Siper + Hisar-U/O/A + Long range radar complex into likely base will totally close almost all East Mediterranean against hostile units to protect our national benefits inside EEZ.
 
A great development!!! It also means a great leap frog for the Turkish EW systems like KORAL!!! Now, you have the means to produce both the germ agents and antidotes for the same disease!!! I hope the EW part would be indigenous and packaged for exports!!! Standard EW products against the standard AD products...

I am pretty sure some "IIT" folks will come up with a couple of A4 pages of rebuttals!!! And, the bottom line is invariably like - India has money to buy expensive staffs, while Pak doesn't have!!! However, they conveniently forget that Pak has some "broad minded" friends that they lack....

Essentially Turkey is being the front for European systems that cannot be sold directly for political reasons; so yet we can look into it without worry.
But, Turkey does have considerable inputs from its own resources...

I think people are confusing the new missile with HISAR-U, HISAR-U is indigenous project of Turkish companies and SIPER is a collaboration with foreigner companies like MBDA. The most important parts like the Search Radar and Targetin Radar with Software is Turkish design. The part what we are not able to design for now is the missile.

SIPER is for 75% Turkish:-).
