‘Significant’ troops withdrawal in J&K

The Centre announced on Wednesday its intention to draw down a “significant number of battalions” from Jammu & Kashmir and reiterated its commitment to hold “quiet talks with all Kashmiri groups” far away from the media.

Speaking on two occasions in the Rajya Sabha, once while replying to a short duration discussion on internal security and earlier during Question Hour, Union Home Minister P. Chidamabaram said he would not specify the number of battalions that would be pulled out from the State.

Increasingly, the Central police forces were transferring the task of maintaining law and order to the J&K police, which reflected the changing atmosphere in the State. Noting the success in neutralising infiltrating cadres and its commanders in J&K, the Home Minister said that the incidence of violence, both against civilians and security forces, was the lowest in 2009. However, as infiltration continued, vigil could not be lowered.

On Jammu & Kashmir, Mr. Chidambaram declined to go into the specifics of his proposal to hold talks with every shade of political opinion. “When I had an opportunity to explain the scope of the talks, I said that these will be quiet talks, quiet diplomacy, far away from the glare of the media. We stand by that statement and I can only tell this House that there are encouraging responses,” he observed.

Asked why he was holding talks with separatists and not with the Maoists, Mr. Chidambaram said a new generation of leaders had taken over many of the Kashmiri groups and he did not think the government should shy away from talking to them just because they had phrased a demand in a particular manner. On recent observations by J&K Chief Minister Omar Abdullah, Mr. Chidambaram did not think “we should take one sentence of a speech or one statement made here and there and say that is a policy declaration. I have met with Mr. Abdullah several times. I can assure the House and the Leader of the Opposition that we are on the same page.”

Good News for our Kashmiri Brethren.

Good step I should say, if peace prevails then take army out of City.

Wow...Finally we have some news on Kashmir at which both Pakistani's and Indian's seems to be happy :)

This is a ray of hope, otherwise the situation was like nothing is going to happen before the day of judgement.

A couple of years back at an airshow, I met a guy who was trying to sell micro-uavs to the army. He had mentioned that induction of certain systems in J&K had actually resulted in soldiers/security personnel becoming redundant for certain tasks and for certain sectors. I couldn't quite digest the concept then, but I suspect that the troop withdrawals we are witnessing now could partly be a result of that. Anyway, great development for Kashmir if something good comes out of this.

Well may be that is one part...However as per my thoughts the significant reduction in terrorists attacks in the valley complemented with lot of hue and cry against para-military forces by locals is one of the prime reasons...Not only that Omar Abdullah(current CM) is also one of the prime forces behind such a move...

As far as i am concerned if this step can make the common people more secure then i welcome it....However we need to ensure(which i am sure it been well accounted for) that our borders are not left vulnerable....

Good news for our Kashmiri brethren too!

I hope India can quell all the insurgencies within the next five years so we can focus on what's really important, i.e the economy. Good news, step in the right direction.

Hopefully Pundits will also start returning to the valley......

Ummm...not sure...Its been decades since they have settled in different parts of India(most north India)..but that would be a great step if they choose to do so...However you know its not easy to leave your home then settle somewhere else and then go back to the same place....Also Kashmir is comparatively less volatile that does not mean the issue of terrorism has been rooted out completely...
