He is is absolutely right in his description. Rawalpindi tragedy is a failure of administration. Didn't they know the Muharram procession was going to pass through this sensitive area? And if they did n't know, then why?

Sheikh Rasheed is a much needed political mouth piece thats Pakistanis needed to speak behalf of them.

Unfortunately that voice doesn't seem to have much power.
