Shahbaz to open Rs 1.9b enrollment campaign

Lahore—Punjab government has decided to release immediately a huge amount of Rs 1.9 billion regarding practical preparation for admission of children in schools in large numbers during ‘Enrollment Emergency Campaign’ to be continued for 3 months from August 14 to October 21. This amount will be spent for providing missing facilities in government schools while the concerned DCOs have been directed to provide the amount issued during the last fiscal year which could not be used at the district level for construction of new rooms, boundary walls, provision of electricity and clean drinking water in government schools and these amounts would not be lapsed.

This was decided in a meeting of Commissioners, District Coordination Officers and educationists of the province presided over by Provincial Minister for Education Rana Mashhood Ahmad Khan at Civil Secretariat. Chief Secretary Punjab Javed Aslam, Secretary Information & Culture Momin Agha, Secretary Higher Education Farhan Aziz Khawaja, Secretary Schools Education Abdul Jabbar Shaheen, Secretary Environment Anwar Rasheed, Vice Chancellor LCW University Dr. Sabiha, Vice Chancellor University of Gujrat Dr. Nizam ud Din, Principal Queen Marry College Lahore Dr. Irfana Maryam, Chairman Punjab Examination Commission Dr. Zafar Iqbal Qureshi and other concerned senior officials presented their proposals for making Punjab Enrollment Emergency Campaign a success.

Rana Mashhood Ahmed Khan disclosed that Punjab Chief Minister Muhammad Shahbaz Sharif will inaugurate Punjab Enrollment Emergency Campaign on August 14 during a colourful function of the students at Hazoori Bagh. Divisional commissioners, vice chancellors of the universities or principals of big government colleges situated in the divisions will also attend the function. Similarly, DCOs along with all elected representatives of people of the districts will launch this campaign. At tehsil level, concerned Assistant Commissioners along with officers of Education Department, headmasters of schools and principals of colleges will hold gatherings of students, boy scouts and girl guides and will inaugurate this campaign.

Master trainers will impart training to all schoolteachers on August 15 and 16 in each district in this regard and after it, various teams will visit each mohallah and village till October 21 to motivate the parents to send their children to school continuously. Informative brochures and pamphlets have been published with the cooperation of UNICEF, which will be distributed at every house.

Provincial Education Minister Rana Mashood Ahmed Khan has announced that as many as 3.5 million students will be given admission to schools during August 14 to 21 October in Punjab under ‘Universal Primary Enrollment Campaign’.
Addressing a press conference on Tuesday at Directorate General of Public Relations Punjab, he said that special survey committees will visit public sector as well as private schools every month to review that how many students continue their studies and in which schools the students number has reduced. He said that an action will be initiated against the head master and concerned teachers of the school where students number recorded lower than previous one.
He said that the CM will inaugurate the campaign today at Aiwan-e-Iqbal during flag hoisting ceremony which was scheduled at Hazori Bagh earlier . The campaign will be continued during next two years to ensure that no child is deprived of primary education during the next three years.
He said that zonal committees comprising teachers, students, social workers, youth groups, boy scouts and girl guides have been formed at district, tehsil, mohallah and street level which will motivate the parents of their respective areas to send their children to schools. He said that a monthly stipend of Rs 200 is already being given to each girl child which is studying in backward districts of the province.
SHAHBAZ FOR FOREIGNERS’ SECURITY: Punjab chief minister on Tuesday said that a special force to protect foreigners would be constituted.
Punjab Police Inspector General Aftab Sultan briefed the CM on the current provincial security situation. Shahbaz asked the police and law enforcement agencies to remain alert in case of any untoward incident. In light of the recent rise in terrorism, Shahbaz ordered the recruitment of 4,000 constables in the police force.
This order follows a recent attack on foreign climbers in Pakistan that caused international uproar and led the federal government to suspend expeditions on Nanga Parbat until the security situation could be brought under control.
Furthermore, the CM stressed on fool-proof security measures, including the strict implementation of the ban on one-wheeling for August 14.

The government on Wednesday launched its Emergency Enrolment Campaign to combat illiteracy in the province. It will target 3.5 million four-to-16 years-old out-of-school children (OOSC).
The campaign was officially launched by Chief Minister Shahbaz Sharif. The government says this is one of many initiatives taken to address the “education emergency” in the country. The campaign’s tag line is Freedom from Illiteracy (jahalat say azaadi).
The Independence Day was selected for the launch on account of its symbolic value, Schools Additional Secretary Ahsan Bhutta told The Express Tribune. The campaign launch was a part of the Independence Day festivities.
The chief minister inaugurated the enrolment campaign after the flag hoisting ceremony at the Aiwan-i-Iqbal on Wednesday by signing enrolment forms of some of the new students.
The campaign aims to achieve 100 per cent enrolment of children of school going age in the province. Action plans were issued to all district coordination officers and executive district officers. The campaign was divided into two parts- a survey of OOSC and enrolment of the OOSC identified. Government school teachers were employed for both phases.

The School Education Department says 3.5 million children aged four to 16 years have been identified. Out of those, almost two million children are aged four to 9 years. Bhutta said the second phase, which commenced from Wednesday, will focus on the enrolment of OOSC till end of October. “Our primary focus, however, is on retention,” he explained, “But first we need to enrol the children.”
The government has mobilised several departments for the campaign. The SED will head the campaign. Literacy and Non Formal Basic Education, Higher Education, Special Education, Auqaf and Social Welfare Departments are also part of the campaign, Bhutta said.
The enrolment drive will be monitored by a steering committee chaired by Education Minister Rana Mashood Ahmed Khan. A statement issued by the minister on Tuesday said 2.8 million children were enrolled in schools each year. The enrolment campaign targeting four to nine year olds will continue for two more years, it said. Khan has also issued orders for the formation of vigilance committees to monitor the retention of the enrolled children. Strict action will be taken against schools and teachers who fail to retain their students, the notification reads.
Teachers vs SED
However, an ongoing rift between the SED and government school teachers may impede the campaign’s progress. As many as 30,000 teachers in the province have been deployed as part of the campaign. 1,000 teachers have been assigned responsibilities in Lahore alone.
Last month, teachers protested the show cause notices issued to them for ‘failing to produce good results’.
Punjab Teachers’ Union General Secretary Rana Liaquat Ali told The Express Tribune that they would carry on with the campaign despite reservations. “Teachers were told to attend the campaign’s inauguration,” he said, “Even though they had refused to attend rehearsals for the event.” The school heads were told to ensure attendance of all teachers at the inauguration, otherwise action would be taken against them, Ali said.
“The teachers are not happy…we are being issued notices, fined and even sacked,” he said, “Still we have to carry out the campaign.”
Ali said that negotiations between the PTU and the government had been scheduled for August 15. A provincial meeting of the PTU has been scheduled for August 25.
The second phase of the enrolment drive will continue till October 21.
