This is confusing. By calling it "secular' dint the OP try to NOT inject religious angle to this ?

Alternative was to say that Hindus and muslims have been asked not to cook food during particular time.

Besides wasn't the parties that formed the Bihar govt. called the "grand Secular alliance" ? They are proud of being "Secular", the people who voted for them are proud of being "secular". I fail to understand your objection.

Not true, Hindus do Aarti and pooja using fire in the Temple. Also deepam is lit in the temple.

If all that was not enough, the Naivedyam given as prasad has to be freshly prepared.

So the trick for Hindu temples in bihar will be to do Aarti and Deepam without fire and learn to cook prasad without fire.
