New Delhi: Prime Minister Narendra Modi on Wednesday welcomed the delegates of the Second Forum for India-Pacific Islands Cooperation (FIPIC) Summit to be held in Jaipur on August 21, saying he was "very optimistic" about the summit.


In tweets, Modi said: "I am very optimistic about FIPIC Summit. Am sure it will strengthen India's bond with the Pacific island nations."

Later, External Affairs Minister Sushma Swaraj welcomed the 14 leaders who arrived in India for the summit.

In an address to the FIPIC leaders, she said: "You may be far from us geographically but you have always had a special place in our hearts", according to tweets posted by external affairs ministry spokesperson Vikas Swarup.

"India & Pacific Island countries are at the forefront of facing consequences of the adverse impact of climate change," she said.

"We have been sharing r experience and expertise as well as intellectual, financial and technical resources with Pacific countries."

"I hope you are also able to see and feel some of the rich diversity of India during your visits to Agra and Jaipur," she said.

She thanked the Pacific family for their support for India's quest to become a permanent member in an expanded UN Security Council.

She also thanked the Pacific family for helping declare June 21 as International Day of Yoga and for celebrating it with enthusiasm, Swarup tweeted.

"India stands ready to share its expertise and technologies for mitigation and adaptation to climate change with the Pacific family," she said.

President of India to receive Heads of State/Government participating in 2nd FIPIC summit tomorrow

The President of India, Shri Pranab Mukherjee will receive the Heads of State/Government participating in 2nd Summit of Forum for India-Pacific Island Countries (FIPIC) at Rashtrapati Bhavan tomorrow (August 20, 2015).

The second FIPIC Summit will be held on August 21 2015 in Jaipur.

The first FIPIC summit was held in Suva, Fiji in November 2014 during Prime Minister Shri Narendra Modi’s visit. FIPIC has as its members India and 14 Pacific Island countries, namely Fiji, Cook Islands, Kiribati, Marshall Islands, Micronesia, Nauru, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu.

Excellencies,

I warmly welcome you all to India. It is indeed a pleasure and a privilege to receive you in the Rashtrapati Bhavan. Even though India is separated from the Pacific Island Countries by oceans and continents, we are proud to have a long tradition of close friendship with you. Our peoples are bound by our centuries-old trade and cultural linkages that have contributed to the trust and warmth in our relations. We particularly appreciate the way that your nations have made the Indian diaspora feel comfortable and secure in distant lands. Our Government attaches great importance to its relations with our friends in the Pacific Island Countries. We believe our economic linkages and co-operation with your countries are a key factor in India’s extended “Act East” Policy.

Excellencies,

India is delighted to host the 2nd Summit of the Forum for India- Pacific Islands Co-operation. The establishment of this Forum reflects the desire of all its member countries to build an enduring partnership between our nations and our peoples. I would like to thank you for the contribution of each of your governments to its success. Your reunion in New Delhi and Jaipur, less than a year after the first Summit in Fiji last November, is testimony to your commitment to the common objectives of the Forum.

I am happy to note that the programs announced by Prime Minister Narendra Modi at the First FIPIC Summit in Fiji only a few months ago are already bearing fruit. We propose to enhance our engagement in the sectors where our interests converge – such as human resource development, capacity building, healthcare, affordable, clean and renewable energy, adaptation measures for disaster management and infrastructure development. India is committed to partner with you in your efforts to achieve the developmental goals of your respective nations. Towards this end, India’s annual grant-in-aid to each Pacific Island Country has been enhanced from US$125,000 to US$ 200,000 last year. We hope this will support specific projects prioritised by you. We are glad that the Indian Technical and Economic Cooperation programme, the ICCR scholarships, the special training modules organized by Foreign Service Institute and other such schemes are being availed by your citizens. We believe that such exchanges between our peoples will go a long way in increasing their contacts and mutual understanding. I am convinced that our bilateral cooperation has much greater potential waiting to be realised. India has made considerable progress in the field of IT, health, solar energy, disaster mitigation and management, agriculture – particularly coconut and coir and oil and natural gas exploration. We are focused on skills development and innovation - with special emphasis on locally relevant technology. It is our earnest desire to share our knowledge and expertise with friendly countries like yours - especially where these can be adopted to promote sustainable development.

Excellencies, India, like the Pacific Island Countries, has chains of islands and is also experiencing the negative impact of climate change. Like you, we are confronted with serious challenges in preserving our fragile ecosystems while stimulating growth. We believe that the sharing of best practices and eco-friendly technologies among our countries will greatly help us all to collaborate in obtaining finances and technology transfers required to combat the impact of climate change. India has launched a number of domestic measures including carbon pricing, incentivizing afforestation, expanding the use of low carbon and renewable technologies and improving energy efficiency in all sectors. We would be happy to work with you in these areas - to help preserve your environment and conserve your precious resources.

The Pacific Island Countries are generously endowed with natural resources. We would be happy to work with you in harnessing your mineral, marine and hydrocarbon resources. Our Government and private sector are keen to strengthen and diversify our bilateral trade and encourage investments in fisheries, agriculture, oil and natural gas, mining and water desalination. It would be in the interest of all FIPIC members to identify our complementarities so that we can focus our efforts on those.

Excellencies, we greatly appreciate the support we have received from you for our candidature for permanent membership of an expanded UN Security Council. This year marks the 70th anniversary of the United Nations. UNSC reform and expansion will be discussed and concrete proposals are expected to be considered in the forthcoming UNGA session next month. An intergovernmental negotiating text is already on the table, for which we need your support. Our nations share a common commitment to the reform of institutions of global governance – so that they better reflect the aspirations of developing countries. We believe that it is vital for us to work together to push for these long awaited reforms in the forthcoming session of the UNGA.

I am confident that your deliberations tomorrow and the work of the Forum will result in concrete proposals for our enhanced cooperation in the years ahead. I look forward to increased exchanges between our Governments and our peoples on regional and global issues of our common concern.

On a personal note, I am delighted that some of you are accompanied by your gracious spouses. I hope you all enjoy your visit and that the programmes of the Forum bring you to India regularly.

Pacific Island countries are a key factor in India’s extended “Act East” policy, says President

Speaking on the occasion, the President welcomed all the Heads of State/Government of Pacific Island Countriesto India. Text of PM’s closing remarks at Forum for India Pacific Island Countries (FIPIC) Summit, Jaipur


Excellencies,

Thank you very much for your thoughts and recommendations on our global challenges and our bilateral cooperation. Your perspectives are very important to us.

Let me reassure you that we will remain very sensitive to your concerns in international forums. We would also like to shape our bilateral cooperation in accordance with your needs and priorities.

Let me share my thoughts with you on a few global issues and propose a few initiatives for our cooperation.

Climate change is clearly a pressing concern for all. Combating it is India’s national priority. We make this choice with the natural instinct of our heritage and culture. But, we also do this in our enlightened self-interest and with a commitment to the future of our planet.

That is why we have set a target of additional capacity of 175 GW of renewable energy by 2022. National action will succeed only through a strong international partnership. As much as we speak of goals and emission reductions, we should focus equally on access to affordable technology and adequate finance that makes transition to clean energy natural and easy. Otherwise, experience shows that targets will remain difficult dreams. We must equally seek a global commitment to support adaptation to the growing impact of climate change on our lives and economy.

India will work with you and others for a comprehensive, balanced and fair outcome at COP 21 in Paris.

Your interests will have the strength of our voice.

Excellencies,

As I mentioned in my opening remarks, reforms of the UN Security Council is in global interest and vital for a more inclusive and equitable world.

As I said before, we should quickly adopt the draft presented by the President of the General Assembly as the negotiating text and conclude negotiations during the 70th Session of the General Assembly. Excellencies,

As I said, you are large ocean states. We look forward to working with you to realise the full potential of our oceans in a sustainable manner.

We would be pleased to establish an Institute for Sustainable Coastal and Ocean Research in the region and a network of marine biology research stations in various island nations. We could begin immediately with research collaboration and capacity building with institutions in India.

We also propose to hold an International Conference on “Ocean economy and Pacific Island Countries” in New Delhi in 2016. We will be delighted to host officials and independent experts of all 14 Pacific Island Countries.

Indian Navy has provided direct support and capacity building to island states in Indian Ocean, especially for coastal surveillance and hydrographic surveys. This has helped them get a better understanding of their maritime zone and strengthen security of their EEZs. We would be prepared to extend this assistance to our Pacific Island partners.

We also look forward to goodwill visits by Indian Navy to Pacific Islands. The ships could also extend support in areas like healthcare through medical camps on the islands.

Not only is our future closely linked to Space and Oceans, there is also a close relationship between the two.

Space assets and technology can help us in inventory of land and water resources; fish zoning; forest resources management; coastal and ocean studies; weather and climate change; and, disaster management support.

We can assist in establishing a ‘Space Technology Applications Centre’ in any one of the Pacific Island Countries for the entire region and enhance our support for training in space applications, including through customized courses.

Fiji’s support was invaluable for our Mars Mission. We hope to continue receiving support from Pacific Islands for Telemetry, Tracking and Command for our missions in the future.

We are all increasingly vulnerable to natural disasters, but we can reduce their human impact.

India will be pleased to create capacity in Island States to deal with natural disasters, including through human resource development and application of space technology for early warning system and incident response.

Human resource development has been a key area of cooperation. There is no other form of cooperation that is as effective in building a nation’s future.

For the Indian Technical and Economic Cooperation training programme, Fiji will get 110 slots, and the number of slots for the other 13 countries will be doubled from 119 to 238.

In addition, we will offer two scholarships for college education in India to each of the 13 countries that do not receive them yet, while continuing with the 33 scholarships presently offered to Fiji.

We will expand our training courses for Pacific Island diplomats and, in addition, offer a two-week business management course at the globally renowned Indian Institute of Management in Bengaluru.

During the last three years, India has trained 43 rural women from 8 island countries as solar engineers. We now commit to train 70 women solar engineers and to provide solar electrification to 2,800 houses - 200 houses in each Pacific Island Country. This will save kerosene worth about a million US dollars and provide livelihood to women.

I am pleased to announce that we will establish at least one information technology laboratory in each Pacific Island country. This will not only improve local IT infrastructure, it will enable us to fulfill our commitment to provide tele-medicine and tele-education to the people.

We are prepared to do more to strengthen our trade. In addition to the FIPIC Trade Office in New Delhi, we can support the development of micro, small and medium enterprises and will extend support for purchase of machinery for coconut processing and enhancing rice and sugarcane yields.

We will also improve market access for Small Islands Developing States. We will focus on developing capacity for health services in your countries.

Supply of generic drugs from India is presently routed through third countries and are, therefore, very expensive. We are ready to set up a pharmaceutical manufacturing plant and distribution centre in the Pacific Island region and are pleased to offer a Line of Credit for this project.

Human bonds are the strongest foundation for enduring relations between nations.

Last year, we had announced electronic visas for Pacific Island countries. I am pleased to announce that we have decided to provide gratis visa to the nationals of Pacific Island countries.

Prasar Bharti, India’s national broadcaster is happy to gift television and radio programmes on culture, entertainment, news, education, etc., in English and Hindi to your countries. Prasar Bharati also proposes to organise a specialised training programme over the next few months for broadcasters from the Pacific Island Countries.

We will also support creation of India Centres through e-libraries and supply books to libraries at universities in your countries.

Excellencies,

In the short time together, we have made concrete progress. Together, we are highlighting the value of relationships, based on goodwill, respect and concern for each other. This partnership demonstrates that geography is no barrier to productive partnerships of convergent interests and shared challenges. This partnership will be of great relevance to all of us in the 21st century.

Your support to this partnership means a lot to India. We see this as a partnership of equals, driven by similar aspirations, in which we will all be more successful by being together.

It stems from our belief in VasudhaivaKutumbakam – the world is one– and from the conviction that in sharing what we have, we enrich each other and make this world a better place.

It is a great honour to have you with us. I hope you have had an enjoyable visit to India. We hope that this would inspire you to visit us more often.

PM's bilateral meetings on the sidelines of Second FIPIC Summit


Hon’ble Prime Minister Narendra Modi held bilateral meetings this afternoon at the Rambagh Palace, Jaipur with Prime Minister of Republic of Fiji H.E. Josaia V. Bainimarama, Prime Minister of Independent State of Papua New Guinea H.E. Peter O’ Neill, Prime Minister of Republic of Vanuatu H.E. Sato Kilman, and President of Republic of Nauru H.E. Baron Divavesi Waqa. The meetings were held before the Second FIPIC (Forum for India- Pacific Islands Cooperation) Summit in Jaipur today.

All the above-mentioned dignitaries expressed strong support for UN reforms and India’s candidature for the permanent membership of a reformed UN Security Council. Prime Minister Modi gave his assurance on working together with the Pacific Island countries towards adaptation of technologies to combat the effects of climate change and promised India’s full support for disaster mitigation.

The Prime Minister of Fiji raised the issue of cooperation in setting up a medical centre in Fiji, which could act as hub for the region, in collaboration with an Indian healthcare major with participation and involvement of both governments. He also expressed his desire to set up a pharmaceutical plant in Fiji with Indian collaboration and for investment in the tourism sector. Both sides agreed to expand cooperation in field of defence and security, for which the relevant delegations will meet shortly in Fiji. India will also collaborate with Fiji in the agriculture and dairy sectors, and help in building capacity for resilience against disasters. It was agreed that Indian trade delegations should visit Fiji in the near future to look at trade opportunities, especially in the construction sector.

India will also support Papua New Guinea in developing the infrastructure sector, especially roads, highways and airports. PNG expressed its desire to obtain $ 100 mn as loan from Exim Bank of India for this purpose, which will be considered favourably. Both sides also agreed to enhance cooperation in Defence, Capacity Building, Public Administration, Health, Education and the Oil and Gas sectors. PNG expressed the hope that collaboration with ONGC Videsh will be taken forward in the near future. India will send a trade delegation to PNG shortly.

The Prime Minister of Vanuatu and PM Modi discussed UN Reforms and capacity building in Vanuatu. They agreed that provision of grants had to be meant for the purpose intended by the recipient country and needed to be focused on indentified needs. In this context, Vanuatu thanked India for its cash assistance of US $ 250,000 in wake of cyclone Pam, which was timely.

Nauru expressed its appreciation for Indian help in building sea walls to combat rising sea levels. Both sides agreed to take this development cooperation forward, build capacity in Nauru for disaster management and response to the adverse impact of Climate Change. India will also ask its experts to work with Nauru in repairing the mooring to ensure that the docking of ships at the harbor can take place in an effortless manner.

Govt approves pact with Seychelles to check black money - The Hindu

Minister says it will stimulate information exchange between two nations for tax purposes.
Adding one more to the list of countries that have joined India in the fight against black money, the Union Cabinet approved on Thursday the signing and ratification of an agreement between India and the Seychelles for exchange of information on taxes.

“This is part of the ongoing initiative of the Government of India to unearth black money,” Communications and Information Technology Minister Ravi Shankar Prasad said.

The agreement would stimulate information exchange between India and the Seychelles for tax purposes to help curb tax evasion and avoidance, he added.

India has already signed an inter-governmental agreement with the U.S. to implement the Foreign Account Tax Compliance Act (FATCA), a significant step towards curbing overseas tax evasion and black money.

Prior to that, India joined 59 countries in the Multilateral Competent Authority Agreement on the Automatic Exchange of Financial Account Information in May. This agreement obliges signatories to exchange periodically and automatically a wide range of financial information among themselves.

Regarding the agreement with the Seychelles, Mr. Prasad said, “Any abuse of land of India or the Seychelles for money transaction in an unauthorised manner regardless of the fact that the person is resident or not is amenable to prosecution.”

All types of taxes imposed by India or the Seychelles, irrespective of the manner in which they are levied, are covered, the Minister added.

Air services pact

The Cabinet announced its approval for the signing of a revised Air Services Agreement with the Seychelles to modernise and update the pact signed in 1978. Under the new agreement, the number of flights between the two countries will be increased from three a week to seven.

The Cabinet approved the signing of a memorandum of understanding with Australia regarding cooperation in the fields of education, training and research.

“The MoU will help intensify existing partnerships between India and Australia in higher education and research, including technical and professional education, schools, vocational education and training and will open up new and innovative areas of cooperation,” the government said in a release.
