Scotland govt expresses interest in small hydle dams

This was part of Pakistan's first energy policy 2002.
We need to build barrages on rivers and canals at regular intervals and exploit every possible geography.
Power policy shall also be liberalize, govt. shall identify the project and allow locals to invest and sell electrify the local villages, with small profit.

tell me how much they done practically…
everyday countries just expressing interest and nothing (comparing to expressions) really on board.
