দ্বিতীয় বিশ্বযুদ্ধ চলাকালের পরিত্যক্ত লালমনিরহাট বিমানঘাঁটি ও এয়ারস্ট্রিপকে (ছোট পরিসরের রানওয়ে) ঘিরে এ অঞ্চলের উড়োজাহাজ মেরামত ও রক্ষণাবেক্ষণের কেন্দ্র গড়ে তুলতে চায় সৌদি আরব। এই লক্ষ্যে সমরাস্ত্র নির্মাতা ও রক্ষণাবেক্ষণ প্রতিষ্ঠান সৌদি এরাবিয়ান মিলিটারি ইন্ডাস্ট্রিজ (সামি) শুরুতে বাংলাদেশে অন্তত ৫০০ কোটি ডলার বিনিয়োগের পরিকল্পনা করছে।
ঢাকা ও রিয়াদের কূটনৈতিক সূত্রগুলো প্রথম আলোকে জানিয়েছে, সামির প্রস্তাব নিয়ে আলোচনা শুরুর ব্যাপারে ইতিবাচক মনোভাব প্রকাশ করে গত সপ্তাহে সৌদি আরবকে চিঠি দিয়েছে বাংলাদেশ।
চলতি মাসের শুরুতে রিয়াদের একটি কূটনৈতিক সূত্র জানায়, এপ্রিলে বিমানবাহিনী প্রধান এয়ার চিফ মার্শাল মসিহুজ্জামানের সৌদি আরব সফরের সময় বিষয়টি নিয়ে আলোচনা হয়। ওই সময় তিনি সেখানকার শীর্ষস্থানীয় প্রতিরক্ষা কর্মকর্তাদের সঙ্গে বৈঠকের পাশাপাশি আসসালাম এরোস্পেস ইন্ডাস্ট্রিজ পরিদর্শনে যান।
জানতে চাইলে সৌদি আরবে নিযুক্ত বাংলাদেশের রাষ্ট্রদূত গোলাম মসিহ প্রথম আলোকে বলেন, বিমানবাহিনী প্রধানের সাম্প্রতিক রিয়াদ সফরের সময় দুই দেশের বিমানবাহিনীর সহযোগিতা বাড়ানোর বিষয়ে আলোচনা হয়েছে। এ সময় সৌদি কর্তৃপক্ষ লালমনিরহাট বিমানঘাঁটিকে কেন্দ্র করে কারখানা প্রতিষ্ঠার প্রস্তাব দিয়েছে।
আন্তঃবাহিনী জনসংযোগ পরিদপ্তর (আইএসপিআর) গত ১১ এপ্রিল এক বিজ্ঞপ্তিতে জানায়, বিমানবাহিনী প্রধান মসিহুজ্জামান সৌদি সফরের সময় রাজকীয় সৌদি সশস্ত্র বাহিনীর চিফ অব জেনারেল স্টাফ জেনারেল ফায়িদা বিন হামাদ আর-রোয়াইলি, রাজকীয় সৌদি বিমানবাহিনীর কমান্ডার লেফটেন্যান্ট জেনারেল তুরকি বিন বানদার বিন আবদুলআজিজের সঙ্গে সৌজন্য সাক্ষাৎ করেন। তিনি রাজকীয় সৌদি বিমানবাহিনীর পরিচালনাকেন্দ্র, বাদশাহ ফয়সাল বিমান একাডেমি ও আল সালাম এরোস্পেস পরিদর্শন করেন।
মধ্যপ্রাচ্যের বিভিন্ন ওয়েবসাইট ও প্রতিরক্ষাবিষয়ক সাময়িকী থেকে জানা গেছে, সব ধরনের সামরিক উড়োজাহাজ, জেট, হেলিকপ্টারের পাশাপাশি সরকারি–বেসরকারি উড়োজাহাজ মেরামত ও রক্ষণাবেক্ষণের জন্য ১৯৮৮ সালে আসসালাম এরোস্পেস ইন্ডাস্ট্রিজের যাত্রা শুরু হয়। আর সামরিক ও বেসামরিক উড়োজাহাজ নির্মাণ ও মেরামত এবং সমরাস্ত্রের বৈশ্বিক বাজার ধরতে সৌদি সরকার ২০১৭ সালে গড়ে তুলেছে সামি। যুক্তরাষ্ট্রে নিবন্ধিত সৌদি সরকারের এই প্রতিষ্ঠান ২০৩০ সালের মধ্যে সমরাস্ত্রের বৈশ্বিক বাজারে সরবরাহকারী দেশের তালিকায় নেতৃত্ব দেওয়ার লক্ষ্য সামনে রেখে এগিয়ে চলেছে।
প্রাথমিকভাবে সৌদি প্রতিষ্ঠানটি ধারণা দিয়েছে, বাংলাদেশ বিমানবাহিনীর সঙ্গে সরকারি পর্যায়ে যৌথ বিনিয়োগের একটি চুক্তি সই হবে। এরপর বাণিজ্যিকভাবে তারা কর্মকাণ্ড পরিচালনা করবে। গত সপ্তাহে রিয়াদের বাংলাদেশ দূতাবাস বিষয়টি নিয়ে আলোচনার ব্যাপারে সরকারের সম্মতি জানিয়ে সৌদি পররাষ্ট্র মন্ত্রণালয়ে চিঠি দিয়েছে।
প্রসঙ্গত, ২০১৮ সালের জুলাইয়ে প্রধানমন্ত্রী শেখ হাসিনা লালমনিরহাট বিমানঘাঁটিতে বিমান কারখানা নির্মাণের ঘোষণা দিয়েছিলেন।
বিমানবাহিনীর সঙ্গে যৌথ প্রকল্পের প্রস্তাব
শুরুতে ৫০০ কোটি ডলার বিনিয়োগের পরিকল্পনা
প্রস্তাব নিয়ে আলোচনার ব্যাপারে ইতিবাচক মনোভাব
সৌদি প্রস্তাব সম্পর্কে জানতে চাইলে গবেষণা প্রতিষ্ঠান বাংলাদেশ ইনস্টিটিউট অফ পিস অ্যান্ড স্ট্র্যাটেজিক স্টাডিজের প্রেসিডেন্ট মেজর জেনারেল (অব.) আ ন ম মুনীরুজ্জামান প্রথম আলোকে বলেন, বন্ধু দেশ হিসেবে সৌদি আরবের সঙ্গে সহযোগিতা হতেই পারে। তা ছাড়া যেকোনো বিদেশি বিনিয়োগকে বাংলাদেশ স্বাগত জানায়। তবে নিরাপত্তা সহযোগিতার উপাদান আছে এমন বিনিয়োগের সময় কোনো দেশের নিজস্ব ও আঞ্চলিক দ্বন্দ্বে যাতে বাংলাদেশ জড়িয়ে না পড়ে, সে ব্যাপারে সতর্ক থাকা বাঞ্ছনীয়।
সাবেক ওই জ্যেষ্ঠ প্রতিরক্ষা কর্মকর্তার মতে, সৌদি আরবের বিনিয়োগের প্রস্তাব শুধু অর্থনৈতিক প্রেক্ষাপট থেকে দেখলে ঠিক আছে। কিন্তু এর সঙ্গে সামরিক উপাদান যুক্ত হলে তা নিয়ে সজাগ থাকতে হবে।
প্রতিরক্ষা চুক্তির বাস্তবায়ন কোন পথে
দুই দেশের মধ্যে সামরিক সহযোগিতা জোরদারের জন্য এ বছরের ফেব্রুয়ারিতে একটি প্রতিরক্ষা চুক্তি সই হয়। মূলত রূপরেখা চুক্তিটি বাস্তবায়নের জন্য পরিচালনা পর্যায়ে বেশ কয়েকটি সম্পূরক চুক্তি সইয়ের কথা রয়েছে। এর মধ্যে একটি হচ্ছে, সৌদি–ইয়েমেন সীমান্তে মাইন অপসারণের জন্য জনবল নিয়োগ এবং অন্যটি সৌদি সীমান্ত ব্যবস্থাপনা ও সামরিক, বেসামরিক অবকাঠামো নির্মাণ ও উন্নয়নকাজ।
কূটনৈতিক সূত্রে জানা গেছে, সীমান্তে মাইন অপসারণের জন্য সৌদি-ইয়েমেন সীমান্তের দক্ষিণাঞ্চলের নাজরান ও জিজানে সেনা মোতায়েনের প্রস্তাব দিয়েছে সৌদি আরব। ২০১৫ সালে হুতি বিদ্রোহীদের বিরুদ্ধে সৌদি নেতৃত্বে সামরিক অভিযান শুরুর পর থেকেই ওই সব এলাকায় দুই পক্ষের মধ্যে সংঘাত চলছে। আগামী কয়েক মাসের মধ্যে এ নিয়ে আলোচনার পর থেকেই বাংলাদেশ সেনাবাহিনীর সদস্যদের সৌদি ভূখণ্ডে মোতায়েন করা হবে। ধারণা করা হয়, বাংলাদেশ সেনাবাহিনীর প্রায় ১ হাজার ৮০০ সদস্যকে মাইন অপসারণে নিয়োগ দেওয়া হবে। এ ছাড়া বাংলাদেশ বর্ডার গার্ড (বিজিবি) সৌদি আরব-ইয়েমেন সীমান্তে ব্যবস্থাপনার কাজ করবে। এর পাশাপাশি সামরিক, বেসামরিক অবকাঠামো নির্মাণ এবং উন্নয়নকাজও করবে বিজিবি।
রেলের বড় দুই প্রকল্প
চলতি বছরের মার্চে একটি প্রভাবশালী ব্যবসায়ী প্রতিনিধিদল নিয়ে বাংলাদেশ সফর করেন সৌদি আরবের বাণিজ্য ও বিনিয়োগবিষয়ক মন্ত্রী মাজিদ বিন আবদুল্লাহ আল কাসাভি এবং অর্থ ও পরিকল্পনামন্ত্রী মোহাম্মদ বিন মাজিদ আল–তাওজরি। ওই সফরের সময় বাংলাদেশের বিদ্যুৎ ও জ্বালানি ছাড়াও বিমান চলাচল, ডাক ও টেলিযোগাযোগ এবং রেলওয়ে খাতে বিনিয়োগের আগ্রহ দেখান।
এ নিয়ে জানতে চাইলে রিয়াদের একটি সূত্র এই প্রতিবেদককে জানিয়েছে, রেলের দুটি প্রকল্পে সৌদি আরব দুই হাজার কোটি ডলারের বিনিয়োগের আগ্রহ দেখিয়েছে সৌদি আরব। এর মধ্যে ঢাকা থেকে চট্টগ্রাম হয়ে কক্সবাজারে বুলেট ট্রেন চালুর জন্য প্রায় ১ হাজার ৬০০ কোটি ডলার এবং ঢাকা থেকে বরিশাল হয়ে পায়রা বন্দর পর্যন্ত হাইস্পিড ট্রেনের জন্য ৪০০ কোটি ডলারের কথা বিবেচনায় আছে।

Saudi Arabia wants to build aircraft repair and maintenance centers around the abandoned Lalmonirhat Airport and Airstrip (short range runways) during World War II. এ নিয়ে জানতে চাইলে রিয়াদের একটি সূত্র এই প্রতিবেদককে জানিয়েছে, রেলের দুটি প্রকল্পে সৌদি আরব দুই হাজার কোটি ডলারের বিনিয়োগের আগ্রহ দেখিয়েছে সৌদি আরব। এর মধ্যে ঢাকা থেকে চট্টগ্রাম হয়ে কক্সবাজারে বুলেট ট্রেন চালুর জন্য প্রায় ১ হাজার ৬০০ কোটি ডলার এবং ঢাকা থেকে বরিশাল হয়ে পায়রা বন্দর পর্যন্ত হাইস্পিড ট্রেনের জন্য ৪০০ কোটি ডলারের কথা বিবেচনায় আছে।
