Saudi Arabia plans to manufacture car parts by 2013 and to build two car models and assemble cars in about 10 years, said an official who is handling the development of country’s automotive industry.
“It’s a big challenge and that is why the government is involved in developing the automotive sector,” Azzam Shalabi, president of the government’s National Industrial Clusters Programme, said in an interview on Monday in the eastern coastal city of Dammam.
The kingdom, the world’s largest oil exporter, is trying to develop new conversion industries in areas around refineries and petrochemical plants that are being built by Saudi Arabian Oil Co and Saudi Basic Industries Corp.
The country is developing the clusters to diversify the economy and provide more jobs to its rapidly growing population. In those areas, Saudi Aramco and Sabic, as the companies are known, will provide petrochemical products to producers of finished goods used in making cars, solar-energy products, home appliances, and plastic and packaging products, Shalabi said.

The Sadara chemical joint venture of Saudi Aramco and the Dow Chemical Co will create a plastics-manufacturing park next to its complex, said Fayez al-Sharef, Aramco’s chemical project director. The park will create businesses valued at $2bn, he said in Dammam on Monday.
“We estimate that by developing a sustainable scale industry, the kingdom could create 100,000 direct jobs and add SR40bn ($11bn) to the GDP annually.” He said that a sustainable industry will be producing about 500,000 cars a year.
Saudi Arabia will be developing two car models, to be called the Ghazal and Assilah, he said. The Ghazal is being developed by King Saud University, and the Riyadh Techno Valley Co. is conducting a project-feasibility study for it. The Assilah will be developed by King Abdulaziz City of Science and Technology, he said.
Saudi Arabia is also trying to convince large automotive companies to assemble cars in the kingdom. Japan’s Isuzu Motors Ltd. has a plant to assemble heavy and medium-size trucks in Dammam, where it will start production in 2012 with the aim of producing 25,000 vehicles a year, Shalabi said.
To attract foreign auto investors, Saudi Arabia is developing an automotive-zone master plan that will allow manufacturers to share some production facilities and logistics operations.
“This zone concept is being discussed with auto companies to validate its feasibility and acceptability,” Shalabi said.
The government is also giving financial incentives to investors. The state-owned funds will provide 75 percent of the project cost as a soft loan for 20 years in underdeveloped areas of the country, such as Najran in the south and Tabuk in the north, while it will finance 50 percent of the project for 15 years in other areas of the country, he said.

Kind of depeessing I was hoping for it to happen sooner. But I guess late better than never.
 
Saudi Arabia has been claiming such things for a long time now. Big talks and no action. The reality is Saudi is not capable of even assembling seats of cars let alone manufacturing engine parts. Car industry is not a joke. Saudis might be able to buy some Knock Down Kits and assemble them in a shack but that is just it. Producing large amount of cars on a steady basis is beyond the capabilities of Saudi state. Not even a far date such as 2021 is hopeful. Even today, Vietnam and Morocco produce cars but Saudis can not. Turkey produces 1 million cars and Iran produces over 1.6 million each year. Saudis can just sell oil and buy food, cars, everything else in-between and import labour to work. Manufacturing cars, planes and locomotives are not what they are known for. Dude, we are a nuclear country, capable of building MRBM's, tanks, subs, ships and guess what cars. And we grow our own food too. What Saudis have done and are known for? Camel races and falcon assisted hunting? Those do not count buddy. When you do something, then come here and brag. Claiming to be able to assemble cars let alone manufacture then by 2021, is hardly something to brag about. And I can guarantee you there will be no cars manufactured serially in Saudis ever. Even if Saudis wanted to buy a production line for a cheap Chinese car, it wont happen. Because US will never allow it. Who is going to buy American cars if Saudis start producing their own? Saudi is the biggest car market for American gas guzzlers outside US. Americans know how to protect their interests and will even go to war for that.

Hey, careful there. If it was not for us Pakistanis there would be no Saudi Arabia. We run that country and your army is literally run by Pakistan army. So stop your bragging and come down to realities. All you are good at is to import female American soldiers to guard your male Saudis as it happened in 1990's. You think we have forgotten how every time Saudis needed protection they came running to Islamabad begging for force? Truth speaks for itself. Saudis are not currently capable of manufacturing any car. And they will never be. Not only that Americans will never allow them to be capable at all. I repeat again, we are a nuclear nation which builds MRBM's, subs, tanks and even cars. Also we grown our own food. By the way Israel is short of water too, but they grow their own food. So did our Prophet (PBUH). You on the other hand are importing everything. Furthermore Iran is not a nuclear nation as we are but they can launch satellites. Saudis can not do anything except for taking American orders. These truths hurt but nothing can be done since truth has to be made bare and shiny. Stop bragging next time when you come here.

If u really think that u.s will not allow them to be independent then ur whole statement should change to encouragment instead of insults don't worry if they don't manufacture a car or anything else it will not make a difference. they have done more then that. their forefathers brought to us religion and they destroyed kisra ( u know persian empire lol ) and his majosi empire and they wil do it coz they r the ppl who were trusted to have the final messenger from them.
