The contract for the five Saudi corvettes being built at the San Fernando shipyard may have an extension or, rather, an extension. The Government of Riyadh is interested in the purchase of two amphibious ships for the transport of troops and with the capacity to deploy armored vehicles, helicopters and landing craft. The new initiative of the Saudi Navy was announced in a very timid way last spring, but what was a wish has now become a reality that is beginning to take shape.

Saudi authorities expect to receive a firm offer on this new naval project shortly. LA VOZ has learned that the engineering section of Navantia has been working overtime for months in the design and development of two amphibious ships that adapt to customer needs. Thus, Navantia engineers have taken as reference the two amphibious ships (LPD) of the Spanish Navy and, on them, are making the modifications. These are the ‘Galicia’ and ‘Castilla’ ships, both based in Rota, and built between 1995 and 1998 in the Ferrol shipyard by the former Izar. These are two ships with a hangar for four helicopters and the possibility of transporting up to 600 troops, in addition to battle tanks. They also have a hospital inside.

The Ambassador of Arabia in Spain, His Highness Prince Mansour Bin Khalid Al Farhan Al-Saud, visited last week the island plant to check the development of the corvettes work and also visited the Puerto Real shipyard, where he checked 'in situ 'the potential of its cranes and the dock for a work like that of amphibious ships.

It should be remembered that Navantia plans to deliver to Arabia in early 2022 the last of the five corvettes that it builds in the island factory and it is not unreasonable, therefore, that the naval agreement between Spain and Arabia, signed in July 2018, continues with a new order.

However, this new contract has to go through the Council of Ministers of the new Government. Its approval seems complicated if we take into account that the PSOE governs in coalition with Podemos, which has already had some problems with the corvettes' contract.

The signing of this military contract would be key to the future of Navantia, since, at the moment, it has nothing tied in the medium term in the field of defense. The company lost between 2018 and 2019 two important military contests with Australia and Canada due to the effects of Brexit.

The governments of Australia and Canada closed ranks in favor of British companies despite the fact that Navantia was the favorite for the construction of nine frigates for the Australian Navy and fifteen frigates for the Canadian Navy., The British BAE Systems took the cat to the water and took the two mega contracts from the Spanish company. This setback forced the Navantia management to accelerate the diversification of its naval business and look even more strongly at the offshore alternative that it had started with Iberdrola.

This shift has allowed him contracts such as the one signed with the Norwegian Equinor Energy for the construction at the Puerto Real plant of an electrical substation that will serve the Johan Severdrup oil complex in the North Sea.

Furthermore, this same shipyard builds the 20 ‘upper’ jackets for the Moray Firth Offshore East wind farm, awarded by the Belgian contractor Smulders. The third wind contract that is developed in the Puerto Rican plant is the construction of floating jackets. This contract is carried out at the Galician shipyard in Fene (A Coruña). The five units are destined for the Kinkardine field, located 15 kilometers from Aberdeen (United Kingdom), but Navantia diverted the work of one of them to Puerto Real to guarantee delivery times.
Afloat thanks to offshore

Navantia has continued to bet on offshore and the last contract was signed last August with Iberdrola The Fene shipyard and the Asturian company Windar Renovables will manufacture the 62 jackets - large steel structures that support the wind turbines at sea - for the Saint Park Brieuc, which will build Iberdrola in French Brittany. In Puerto Real it is expected that Iberdrola will shortly award the work for the substation that will carry this wind-offshore complex.

Therefore, the possibility that now opens with Arabia is vital to continue with the shipbuilding. In this case it is not an international contest. Arabia finger-assigns its contracts based on its interests.

It should be remembered that the only shipbuilding expectations that Navantia has left up its sleeve depend on the Spanish Government and its Ministry of Defense. The company included in 2018 in its industrial plan three naval projects for the Spanish Navy that have not yet seen the light due to lack of budget. It is the construction of the seventh BAM, destined to logistical support of submarines, and the contract for the launch of two ferries for military transport. These three units are waiting for the Spanish government to approve their budgets and include them in the Defense items.

Ferrol or Puerto Real?

The second issue that opens the possible agreement with Arabia is the construction site of the two amphibious ships. Ferrol or Puerto Real? The Galician shipyard eagerly awaits the sheet metal cutting of the first of the five frigates of the F-110 series, the most modern and versatile on the market, which has been commissioned by the Spanish Navy and which has the blessing of Defense. This project continues in the engineering offices awaiting its phase of entry to workshops.

On the other hand, there is the Puerto Real shipyard, which continues to float offshore orders but which, despite everything, are small projects for a shipyard of this category.

The rivalry between shipyards in the north with those in the south is well known in terms of workload. The Galician naval had already made a move in 2019 when the news of the two Arab ships came out and said that they must be built in Ferrol to cover the gap in the dock until the project for the Spanish frigates is launched.

However, in the Bay of Cádiz they do not want to miss this opportunity and they have already positioned themselves for the possible contract of Arabia to be executed in the Puerto Real shipyard.

THE VOICE has learned that the execution of the two amphibious vessels now demanded by Arabia would be imminent. Arabia and Spain, as a result of the corvettes contract, formed a joint company for the development of defense projects. In this way SAMI (Saudi Arabian Military Industries) was born. SAMI-Arabia owns 51%, while Navantia accounts for the remaining 49%.

Navantia signed in July 2018 with Saudi Arabia a contract for the construction of five corvettes, an operation that reaches 1.8 billion euros and represents the largest in the history of public shipyards with a foreign client. The work started in January 2019.

Currently, Spain has in service the two Galicia-class assault ships: one baptized with the same name and the other as 'Castilla'. They were designed to carry an infantry battalion of 400 soldiers, plus 33 battle tanks or 170 armored vehicles. But in the end they have also been assigned to humanitarian missions: from the floods of Hurricane Mitch to the cleaning of the contamination caused by the Prestige.

In Ferrol there is a clamor to obtain a bridge contract before the F-110 and now it is the Bay of Cádiz that is requesting this work. However, the unions from Cádiz and the business district of the Bay are in favor of a balanced distribution of the workload in the centers of Navantia.

I seriously doubt that. Egypt with economy of less than USD 300 billion getting rafale, ka-52 attack helo, France frigate and LHD.

Unless they totally forsake public spending. That military expenditure are impossible to finance.

Spain and Saudi Arabia to market electronic warfare equipment

ABU DHABI, 25th February, 2015 (WAM) -- Spanish firm DAS Photonics and Saudi Arabia's Advanced Electronics Company, AEC, have announced the signing of a Memorandum of Understanding covering electronic warfare equipment, at IDEX 2015.

Under the terms of the agreement, DAS will work with AEC to design, develop, manufacture, test, and market electronic warfare systems for use by Saudi Arabia and other Gulf Co-operation Council countries.

In a statement, AEC said that it is looking to promote indigenous development of Saudi equipment through partnering with the Spanish firm.

DAS Photonics manufactures photonic systems used in radio frequency and electronic systems, as well as designing and developing mechanical systems capable of operating under extreme conditions.

RIYADH: State-owned Saudi Arabian Military Industries (SAMI) signed an agreement with Spain’s Navantia to set up a joint venture in the Kingdom to build five warships, the state news agency SPA reported on Thursday.
The deal is part of a wider framework agreed in April by Spain and Saudi Arabia for Spanish state-owned shipbuilder Navantia to supply warships to the Gulf Arab state under a deal estimated to be worth around 1.8 billion euros ($2.2 billion).

SPA said the agreement between SAMI and Navantia was for the design and construction of five Avante 2200 Corvettes under a program that would start this autumn, with the last unit due to be delivered by 2022. It gave no value for the deal.
In line with the contract, SAMI said the joint venture would “localize more than 60 percent of ships combat systems works,” including installation and integration in the Saudi market, perfectly aligned with the Kingdom’s Vision 2030, by localizing 50% of total military spending by 2030.
The contract will generate 6,000 direct and indirect jobs for five years, as follows: 1,100 direct jobs, more than 1,800 from the auxiliary industry, and more than 3,000 indirect jobs generated by other suppliers.
In this respect, the JV will focus on program management and combat system integration and installation, system engineering, system architecture, hardware design, software development, testing and verification, prototyping, simulation, modelling, and through-life support.
Ahmed Al-Khateeb, Chairman of Saudi Arabian Military Industries, said: “SAMI remains committed to being a key enabler of the Saudi Vision 2030, and the establishment of this Joint Venture with Navantia will localize more than 60% of ship combat systems work including, installation, and integration, which contribute to the Kingdom’s objective to be at the forefront of shaping the local military industries ecosystem. For the Avante 2200 contract, the JV will be responsible, among others, of supplying the Combat System of all five ships. Corvettes 4th and 5th will be finalized and delivered to the Kingdom of Saudi Arabia, where the JV will do the installation, integration and test of the complete Combat System.

Saudi Arabia’s top sovereign wealth fund, the Public Investment Fund (PIF), launched SAMI last year as part of a government plan to diversify the economy, reduce reliance on oil export revenues and create jobs.
SAMI aims to contribute more than 14 billion riyals ($3.7 billion) to the country’s gross domestic product by 2030, according to SPA.

El Gobierno de Arabia Saudí ha firmado el contrato para la construcción de cinco corbetas, una operación que alcanza un importe de 1.800 millones de euros y que representa la mayor de la historia de los astilleros públicos españoles con un cliente extranjero. Este contrato fortalece el futuro inmediato de NAVANTIA y beneficiará a todos los astilleros de la compañía.

La firma de este contrato con Arabia va a beneficiar a toda la plantilla de NAVANTIA, a la industria local con la que colabora y, en especial, a toda la Bahía de Cádiz, lo que explica que haya recibido apoyos desde todos los ámbitos de la Administración. Esta importante operación pone también en valor la presencia internacional de la compañía ya que la sitúa en un área fundamental para el desarrollo de nuevos programas.

NAVANTIA es una compañía estratégica ya que cuenta con capacidades, instalaciones y áreas de conocimiento que son considerados esenciales para la Defensa y la Seguridad Nacional. Se trata de aspectos que están siendo considerados en el nuevo Plan Estratégico, que son compartidos también por los representantes de los trabajadores y que, además, van a ayudar a impulsar los proyectos de innovación y transformación digital orientados a reforzar la competitividad.

Este contrato, que se ha estado negociando con el reino de Arabia Saudí desde el año 2015, supondrá una carga de trabajo global de alrededor de siete millones de horas para los astilleros de Bahía de Cádiz, Ría de Ferrol y Cartagena y su industria auxiliar. Es, por lo tanto, un contrato clave para garantizar la actividad de trabajo de Navantia, principalmente para sus astilleros de Bahía de Cádiz. El programa arrancará a finales de 2018 y el último buque deberá entregarse en el 2022. Además, NAVANTIA será responsable del Apoyo al Ciclo de Vida durante cinco años, desde la entrega del primer buque, con opción a otros cinco años adicionales.

En cuanto a su impacto en empleo, se calcula que durante 5 años se generarán anualmente cerca de 6.000 ocupados directos e indirectos. De ellos, más de 1.100 serán empleados directos, más de 1.800 empleados de la Industria Auxiliar de Navantia y más de 3.000 empleados indirectos generados por otros suministradores.

Además, consolida internacionalmente a la Compañía y en especial a este producto con un sistema de combate propio, que puede satisfacer las necesidades de otros potenciales clientes en la región y en otros mercados de interés.

Suministro completo e integral

Las corbetas estarán basadas en el Avante 2200 y adaptadas a los requisitos de la Marina de Arabia Saudí, ofreciendo avanzadas prestaciones, entre las que destacan un excelente comportamiento en la mar, alta capacidad de supervivencia y capacidad de operación a temperaturas extremas de la zona del Golfo, todo ello con un coste de ciclo de vida óptimo.

El diseño de las corbetas es de última generación, maximizando a la vez la participación de Navantia incorporando productos propios como el sistema de combate CATIZ, el sistema de comunicaciones integradas HERMESYS, la dirección de tiro DORNA, el Sistema Integrado de Control de Plataforma, el puente integrado MINERVA y los motores y las cajas reductoras.

Por otro lado, el contrato también incluye el suministro de varios servicios tales como, apoyo logístico integrado, adiestramiento operacional y de mantenimiento, suministro de Centros de Formación y Adiestramiento para el Sistema de Combate y Sistema de Control de Plataforma de los buques, Apoyo al Ciclo de Vida, y los sistemas para el mantenimiento de los buques en la Base Naval.

Creación de una Joint Venture con SAMI

Además del contrato de corbetas, Navantia ha acordado con la empresa estatal saudí SAMI (Saudi Arabian Military Industries) la creación de una Joint Venture (JV) en Arabia Saudí.

Esta alianza beneficia a NAVANTIA y permite potenciar los programas de defensa en Arabia Saudí reforzando su economía en línea con la Visión 2030 promovida por el Gobierno de este país.

Esta Joint Venture supone una oportunidad excepcional para posicionar los sistemas integrados y soluciones tecnológicamente avanzadas de Navantia en el mercado de Arabia y su área de influencia, y está alineada con la estrategia de internacionalización de la compañía.

Saudi Arabian Military Industries (SAMI) announced signing a Joint Venture (JV) agreement for the design and construction of five AVANTE 2200 corvettes with Spain’s state-owned shipbuilding company Navantia. The programme will begin in late 2018 at the company’s San Fernando shipyard in Cadiz and the final vessel will be delivered in 2022. Navantia will be responsible for supporting the ships for five years, with an option for another five years.

The AVANTE 2200 corvette is a multi-role vessel designed specifically for surveillance and maritime control, search and rescue, providing assistance to other vessels and other missions. It has an impressive capability to protect strategic assets, intelligence gathering, as well as anti-submarine, anti-air, anti-surface and electronic warfare, according to a report published by Saudi Press Agency (SPA).

In line with the contract, Navantia and SAMI have agreed on the establishment of a JV in Saudi Arabia, which will provide an exceptional opportunity to consolidate the position of the integrated systems and technologically advanced solutions provided by Navantia in the Saudi market and area of influence, perfectly aligned with the Kingdom of Saudi Arabia’s Vision 2030 by localizing 50% of the total military spending by 2030.

The report also detailed the positive impact of the contract on the Saudi job market, with an expected generation of 6,000 direct and indirect jobs for five years, as follows: 1,100 direct jobs, more than 1,800 from the auxiliary industry, and more than 3,000 indirect jobs generated by other suppliers.

The JV will contribute to boosting the Royal Saudi Navy forces capabilities to encounter potential threats, maintaining the readiness of their fleets. In addition, the agreement will create approximately 1,000 jobs and training opportunities for Saudi engineers in the Kingdom and augment the participation of Saudi youth in the industry, contributing towards the objectives of the Kingdom's comprehensive Vision 2030 plan.

In reference to the AVANTE 2200 design, the corvettes have been adapted to the RSNF requirements, providing high-end performances, including excellent seaworthiness, high survivability, as well as the capability to operate in the extreme temperatures of the region, all within an optimized lifecycle cost.

The innovative design maximizes Navantia’s participation in the program by means of incorporating its own products such as the CATIZ combat management system, HERMESYS integrated communications system, DORNA gun fire-control system, Integrated Platform Management System, MINERVA integrated bridge, as well as the engines and reduction gears.

Finally, yet importantly, the contract includes other services into the scope of supply as integrated logistics support, operational and maintenance training, delivery of a training center for the ships’ combat management system and Integrated Platform Management System, through-life support, and the combat systems maintenance program.

Saudi Arabian Military Industries (SAMI) is a state-owned military industries company working under the directives outlined in the Saudi Vision 2030. Aiming to be among the top 25 military industries companies in the world by 2030, SAMI is expected to play a key role in localizing 50% of the Kingdom’s total government military spending.

Egypt has had an impressive annual growth rate in the past few years. It was 5.8% last year (2019) if I recall. Moreover those familiar with the Egyptian economy and Egyptian military will know that the Egyptian military either directly or indirectly controls most of the profitable Egyptian conglomerates as well as a huge percentage of the overall Egyptian economy as I wrote initially.

Lastly Egypt, until its recent "spending spree" was not spending much money on the military for quite some time. Much of the previous arsenal needs replacement hence the spending spree.

Favorable loans with a low interest rate is not the same thing as "given billions of USD" for "free". When we talk about such big numbers there is nothing for "free".

How do you know?
Egypt did not spend on weapons for over 30 years..make the math..
Besides that the GCC might provide loan guarantee the facilitate the Egyptian procurements..and loans and investments in the civilian sector..Egypt can pay on its own and it has proved it..

Egypt also getting 50 MIG-29M2 Fighter Jets , 500 T-90 Tanks , S300VM and IRIS-T Air Defense Systems , 4 Type209 class Submarines , 4 GOWIND class Corvettes also 2 BERGAMINI and 4 MEKO-A200 class Frigates , 24 Eurofighter Jets and many more

making Egypt the second largest non-NATO recipient of the US military aid after Israel
