Saraswat, who retired on Friday, contended that the DRDO had to start from the “scratch” to indigenously develop the fighter aircraft as the manufacturing base in the country was non-existent.

Facing flak for time slippages in Light Combat Aircraft (LCA) Tejas programme, DRDO chief VK Saraswat on Friday attributed the delay to “setbacks” caused by international sanctions and inadequate development of aerospace industry in the country.

Saraswat, who retired on Friday, contended that the DRDO had to start from the “scratch” to indigenously develop the fighter aircraft as the manufacturing base in the country was non-existent.

He said these issues have now been addressed to a large extent and other versions of the combat aircraft can be developed in a short time.

“We had to go through the rigours of development from the scratch where we had to develop the whole range of products. This is not a problem in foreign countries where everything is available whereas we had to develop everything,” he told PTI in an interview here.

The DRDO chief said this when asked to explain the delay in the LCA programme which has not fructified even nearly three decades after it was initiated.

His comments came two days after Defence Minister AK Antony criticised the “time slippages” in the project.

Saraswat noted that the project to develop a Light Combat Aircraft was initiated in early 1980s but soon after Missile Transfer Control Regime (MTCR) came into effect in 1988.

“All suppliers cancelled their agreements and European firms also stopped cooperation. When such a situation occurred, we had to do everything ourselves. This was a major setback,” said Saraswat, who also held the post of Scientific Advisor to the Defence Minister.

This situation continued from 1980 till 2000 when the first aircraft was rolled out, he said.

“Time was taken to overcome the blocks created by MTCR. This is the reason for the longer time taken,” he said.

The DRDO chief said LCA was the first programme wherein a fighter plane had to be completely designed and developed indigenously in the country, a departure from the practice of manufacturing fighters of other countries under licence.

“We did not have any industrial base for avionics, for material. When we wanted to do LCA, there was a lacuna in the whole system,” Saraswat said.

He said this was because indigenous development of a fighter aircraft was never under consideration till 1980 and as a result of which the manufacturing base could not be created unlike other countries.

Saraswat noted the policy pursued till then was to buy fighters off the shelf or manufacture them under licence from countries like USSR.

After the collapse of USSR, India faced tremendous problems in getting spare parts.

Talking about the LCA project, he said, “We have built all the systems for the LCA today but that resulted in extra money and extra time. That is not the inefficiency of the scientists or the management failure. It is basically bridging the technology gap and learning how large systems are done.”

He said the DRDO and the HAL have addressed a number of problems found in the aircraft during its Initial Operational Clearance-I at Bangalore in 2001 and expressed hope that the aircraft would get its IOC-II by the end of this year.

The LCA is expected to cost around Rs 200 crore per piece, which will still be much less than a foreign fighter of the same class, Saraswat said.

He said a big push was given under his tenure for the large scale production of the aircraft at the HAL facilities in Bangalore.

LCA cost 200 crore = 35.3 million Dollars =27.2 million Euros.

I am fully ok with the delay in LCA till it get IOC-1 in Jan,2011. But I wanna ask Dr. Saraswat why even after more than two years of it LCA has yet not get IOC-II and timeline extended till end of this year.

forget about the technicalities for a moment. Why didn't the journalist asked that loud mouth that is he indirectly implying that a country wasnot able to indigenously develop a tech in 35 years ???

I would say that multitude of techs were needed to be developed. Sanctions and economic crisis of early 90s definitely hampered the development of various techs related to LCA. So, cut some slack for DRDO. thanks.

Typical propaganda against the DRDO/LCA project that I've tried to dispel again and again. 35 years???!! Really?! So you think the LCA project was started in 1978?! Please. The project team wasn't formed and funding weren't released until the mid-1990s with the first flight occurring not many years later- not bad really. Now if you look at the time from project initiation to operational service (2014/15) we are only talking about 20-25 years when you factor in India started from ZERO expertise and with no technical base, incredible paucity of funding, little outside help and sanctions on top of all this, India has done a VERY good job to set up a broad and capable base on which to build on.


These delays everyone harps on about are only considered delays because the time exceeded some arbritaey timeline some DRDO managers came up with in the early 90s who could not foresee the impending sanctions and the scale of the mountain of work that lay in front of the project. Going by any other industry timeline the LCA's is just about average. Look up how long it took to design,devlop and operationalise the EFT, Rafale, F-22, T-50 etc etc


The LCA may not be the F-22, but for a first try it is very impressive and features many ingenious and innovative design characteristics.


The trajectory is only skyward from here!!

all I want is for DRDO to just shut the fff up and do it's duties then.. This outgoing chap was a worthless duddo at the helm. !

By the way, all techs needed were not super critical. Engine might be an exception. Even if we just forget about it, what about the other tech ? Why the hell is LCA still to get IOC-II ???

I fully understand all of this but FFS this machine is yet to get IOC -II ?? Isn't that appalling ?

Lol during the sanction period do you think the US helped one bit? It was there sanctions that led to the grounding of the LCA test flight program as the engine was from GE!! The sanctions also led to effectively zero funding for this project for a good 4-5 years from the late 90s to early 00s s India couldn't afford to call in the French or Russians.
 
Sanctions from US is for Indian 1998 nuclear test, and stoped now, only a temporary sanction, but compared with other countries, India is the only country face with lest sanctions; Even a well position than US, Russia and EU, something they never sell to each other, but will all sell to India, If India want then can buy anything from the world

How many top companies of world put hand on LCA??
British BAE , French Dassault, the German MBB, US Lear Siegler, Bendix, Northrop,Ericsson,。。。。
