Salafist patrol sparks new debate on Islam in Germany
Eleven young Salafists in bright orange vests with the words Sharia Police written on the back patrolled the city of Wuppertal last week. Germans are outraged - and wonder how to react.


Was it a harmless joke or a provocative threat?

Last Wednesday, a group of young men marched up to young people at the doors of Turkish discotheques, cafes and amusement arcades and told them to refrain from drinking alcohol and playing games for money. The self-proclaimed guardians of public morals are Salafists, the fastest growing group of radical Muslims in Germany. The head of the Wuppertal group is German convert Sven Lau, alias Abu Adam.

Real police officers intervened, and took down the Salafists' personal data. Ever since, a debate has raged in Germany. "Sharia is not tolerated on German soil," Interior Minister Thomas de Maizière said, and Justice Minister Heiko Maas warned Germany would not tolerate any form of illegal parallel justice.

"Minimal effort, maximum attention – these fellows really achieved what they set out to do," said Mathias Rohe.

"They anticipated the outrage," the Islam expert from the southern city of Erlangen told DW. Lau openly rejoiced on his Facebook page, presenting German media coverage ranging from tabloids to conservative papers – including appreciative comments from his supporters.

Quite obviously, the small group of Salafists successfully played with Germans' widespread fear of Islam.

"The majority of the population isn't skeptical of Muslims who live here," Rohe points out. "They're wary of Islam as such." People feel an "abstract threat" that takes on a concrete form in terrorist groups, like the Islamic State in Syria and Iraq, he added.


Society must respond, Rohe says

The word Sharia sets off alarm bells - "no matter whether it's about awful things like hacking off hands or about banning alcohol and gambling."

Islam's Sharia law is the fundamental religious concept of Islam, and addresses religious duties and legal codes. The Arab term, which means "way to the watering place", is found in the Koran.

Developed by Islamic legal experts in the 8th and 9th centuries, Sharia is the legal framework that determines many aspects in day-to-day individual and public life. In theory, it also applies to non-Muslims.

Liberal society

Society should respond to the incident in Wuppertal on three levels, the Erlangen scholar suggested. Apart from prosecuting the crime, society must make it abundantly clear that "we live in a liberal society that we want to defend", he said, adding that third, Muslims and Muslim organizations must take a stance and say, very decidedly, "That doesn't suit us!" The debate among Muslims should be evident in the media, too, he said. "Muslims are constantly commenting in public, but often enough, that's not conveyed," he argued.

As in this case, German Muslim organizations regularly dissociate themselves from extremist incidents. "Assuming police work is inacceptable," Ali Kizilkaya of the Cologne-based national Muslim Coordination Council (KRK) declared. It harms Muslim reputation, even if the majority of Muslims don't identify with such acts in the first place, he told Deutsche Welle. In German society, everyone can live according to their faith, Kizilkaya added - annoyed by the amount of attention actions by such a small group get.

The "PR gag by a group of young hooligans" has blurred the "clear definition between extremism and religion," warned Aiman Mazyek, the head of the Central Council of Muslims in Germany (ZMD). The activists are doing all Muslims in Germany a disservice, he said, adding that many young extremists had long bowed out of Muslim society.

"They say, this is a mollycoddled Islam, we want to go the hard way," Mazyek said - and suggested fighting Islamism with Islam.

Strengthen the mainstream and support Muslim organizations, he urged. "Unfortunately, the current political climate doesn't indicate that that has been understood," the ZMD's Secretary General told DW. "Instead, we're being marginalized, which in turn strengthens the radical fringes."

On September 19, Muslims across Germany have the opportunity to demonstrate for peace and against extremism. Under the motto "Muslims stand up against hatred and injustice", the four leading German Islam organizations are calling for solemn vigils and peace demonstrations in seven German cities.

Police throw book at Shariah vigilantes

Authorities in Wuppertal are cracking down on conservative young Islamists who have mounted 'police' patrols by drinking and gambling venues in the Ruhr city, officials said on Friday.

Charges of unlawful assembly and use of uniform in public were brought against 11 members of a group trying to enforce aspects of strict Islamic Sharia law in the North Rhine-Westphalia city, a spokeswoman for the Wuppertal police told The Local.

Officers stopped the 11-man group on the street on Wednesday. Some were wearing orange vests bearing the words 'Shariah Police', in violation of federal German law, the spokeswoman said.

The group has been stopping young people at local drinking and gambling establishments and urging them to abstain from activities deemed to be ungodly according to Islam.

The Wednesday incident was the first time they had directly violated the law, and no formal complaints had been made against them.

"There is no evidence that they have intimated anybody," the spokeswoman said, adding that talks were under way between integration authorities and local mosque leaders to address the situation.

Wednesday was also the day the group created its Facebook account, which by Friday had been 'Liked' by more than 1,500 visitors.
"Can a vest and a name really cause such a headache?" the group posted on its page after the encounter with police.

"What have all the grumblers now coming out of the woodwork done for wayward youth?" it also asked. "Do you realize how many are buying and consuming drugs? If you are so honest and good, where is your shrieking and outrage?"

Don't cross the line, warn police

Meanwhile, the Wuppertal police on Friday released a statement pledging to crack down on anyone seeking to take the law into their own hands, especially with any use of intimidation or force.

"The state has an exclusive monopoly on the use of force," reminded local police chief Birgitta Radermacher. "Any conduct that intimidates, provokes or makes people insecure will not be tolerated. These 'Sharia Police' have no legitimacy," she added.

There had been repeated attempts, especially at night time, by members of the Salafi Islamist community to influence and recruit young people, the statement said.

Police presence in the city centre had been strengthened and citizens were urged to report sightings of the group, which has said it will expand its activities in other towns.

The group reportedly identifies itself with the Salafi movement, an ultra-conservative sub-group within Islam with a strong following in the Middle East. Most of the world's Salafis are from Qatar, UAE and Saudi Arabia.

Authorities in North Rhine-Westphalia have expressed concern at the implications of ad hoc community 'patrols' by its members here.
"In this way they are demonstrating that they do not recognized our law-based state," an interior ministry spokesperson told the Rheinischer Post newspaper.

The head of the local CDU branch and security expert for the Christian Democrats in the state, Peter Biesenbach, described the situation as an "alarm signal".

Honestly speaking I was never brought up with these words so I am not really sure what they mean....

The only thing I was thought was the 4 imams (Hanafi, Shafii, Hambali and Maliki)...apart from that I was also exposed to deobandi and brailvi coz we see them on tv and we know about Shia (though not too much details about each school of thought like 12-er and so on but just a general concept)

Anything different from that is as new to me as to anyone who isnt a Muslim :ashamed:

Then don't play victim card...show the world what real Islam is.

Only condemnation will not work here. Instead of saying that " They are not muslims, this is not islam ", the ideology behind it has to be eliminated. And Mullahs who are supporting this ideology should be punished in Islamic country. Then only people will say " Yes, these terrorists are not muslim". Action by muslims are required rather than statements. Actions should be dealt with action, not statements.
