Well the pictures are that of IPC-228 «Bashkortostan» - small antisubmarine ship project 1331M of Russian Baltic Fleet. PARCHIM II CLASS CORVETTE

The best that the google translates the reason of fire as to
February 7, 2007 on board the ship in Baltiisk explosion of compressed air. Fire extinguished the highest category of 13 fire engines and fire-boat of the Baltic Fleet. As a result of fire damaged wheelhouse of the ship, the middle part of the deck, galley and arsenal.
