Americans already had S-300, now they have HQ-9.

It's a difficult question to answer, which will depend on the year HQ-9 was produced. The thing is when China produce a weapon system, every new batch has minor upgrades compared to the last one. For example, J-10A produced in 2013 is a lot more advanced than J-10A from 2006, eventhough both are the "A" variant. So the HQ-9 Turkey is getting will be the latest one, and I have no doubt it will surpass the S-300PMU2 in performance. However, the earlier HQ-9 may not have the same performance.
