You misunderstood him, what he says is that the notion 'stealth aircraft' is a scam and he's correct because they can be detected by any radar but from relatively shorter distances compared to other planes - RCS <> range. Another thing, what he said about radars doesn't only include Russian's but any radar including those were produced in WW2.

F-22 has a smaller RCS, but by no means is it invisible. Russian radars can track F-22 at about 200 km out. 43,000+ lb of metal is going to be pretty hard to hide.
