That is more due to intransigence of Russia than anything else. Russia chooses to spend and splurge on its military beyond its budget, when its people suffer.

Do you really think, Japan or Germany couldn't develop Russian capabilities if they wanted to?

Japan is among the most advanced nations on Earth, it can go nuclear within a year if it wanted to.

Also, Japan and Germany are firmly tied into the American security apparatus, which means that they share resources.

India are far from indigenizing any military weapon. Most (70%) sub component are imported and only the hull or casing is india made. May I ask you what gas turbine are India making? What diesel engines, what main gun, what VLS system, what ship surface SAM,what radar? What turbofan and turboshaft can be claimed as made in India?

Nukes are the technology of the 60s. And ISS is one valid point of Russian power when it comes to space, where it is number two.

But overall power has to do much beyond only these few things.

Perhaps you would want to check Russia's economy. What is it? Half of Japan?
