Your logic fails for many reasons, firstly Israel is known to built some of the most advanced military systems in the world, in fact they were first to have airborne AESA. Sorry you will never find Israel highly ranked in the Top 500 supercomputers which is everyone's foolish criteria on judging a countries technical knowhow in computing. Israel's military complex is a well guarded secret. They do not flaunt their stuff in public.
Likewise, having the most advanced semiconductors in the world means nothing. Computer programers alone can not built a radar, they needs experts from many different disciplines. Those experts need to be visionaries and have creativity, just as important those experts need to have industry experience. Not to mention countries like Israel as well as Russia are know to have agents working in the silicon valley that pass on and sell information. Cyber spying is also used as is recruiting people in actual defence projects.
So? Again you bring up nothing that supports your claim, just empty speculation. By that token Israel with its little PPP should, according to your logic, not be able to built anything more then mud huts. Yet the reality is completely different. People argue, and they have good reason, that Israel has better systems then the US, China, Russia, Germany, ect. Yet according to your criteria this is simply impossible.
