Russia to invest $2 bn to build 1,100-km pipeline in Pakistan | Business Line

ISLAMABAD, APRIL 18:
Russia will invest $2 billion in Pakistan to build a 1,100-kilometre pipeline from southern port city of Karachi to Lahore to transport liquefied natural gas.

“Pakistan and Russia have finalised an LNG pipeline deal in a recent meeting in Moscow and the two countries will sign a government-to-government basis deal next month,” Petroleum Minister Shahid Khaqan Abbasi was quoted as saying by The Express Tribune.

Abbasi said that in return for the investment, Russian companies will be awarded the contract to build the pipeline.

“Russia will start its first LNG exports in 2016 and has also offered to sell gas to Pakistan,” he said.

The formal agreement between the two sides is expected to be signed next month, following which Pakistan will also sign a commercial agreement with a Russian firm that Moscow will identify as its preferred contractor to build the pipeline.

According to the agreement, the contract will be awarded without any formal bidding process. Financing for the LNG pipeline comes as a prelude to Russia’s offer to sell LNG to Pakistan.

Russia is the second-largest producer of natural gas in the world, and is seeking to diversify its export markets after a spat last year with the European Union, its main buyer, over Ukraine.

Russia has promised to make investment after relations between the two Cold War rivals increased in recent years.

Several years ago, former Soviet Union had financed the construction of the state-owned Pakistan Steel Mills in Karachi.(Which is still the only Steel Mill in Pakistan) The Soviets had also provided oil drilling equipment for the state-owned Oil and Gas Development Company.

Pakistan is working on two pipelines to transport re-gassified LNG from Karachi to the northern parts of the country. The first pipeline will connect Gwadar Port to the main natural gas pipeline hub in Nawabshah, while the second will connect Karachi to Lahore.

Russians exploring possibilities every where to improve the economy badly hit due to reduced fuel prices. Good to see pak Russian increasing cooperation in field of defence and economy.

If all this investment news is true, we should be seeing huge jumps in the next investment statistics for the coming years. News like this was around back around 2010 too, but FDI year-on-year remained well very low, in fact, not even half of that for some time.

However, the recent investment proposals do seem more authentic. @WishLivePak thoughts?

Why am I thinking of that me n specially gulf moving out from pak?

Pak should try to work on developing plan to shift pakistanis from gulf to west

Investments will be paid back through contract. This isn't really investment.

Bottom line is, nawaz knows that is gas load shedding is completely removed and electricity greatly (both thanks to gas), nawaz can win another 5 years with even more heavy mandate.

It'd be really stupid to miss this opportunity. Pakistan can go to hell, but if people get gas and bijli, they'll elect him.

Most People don't love Pakistan. People love their self interest.

This is putting eggs in two different baskets. Iran gas pipeline will be the main gas supplier to Pakistan and LNG from Qatar another viable option. Competition will keep the prices low else Iran or Qatar will ask the market price for their gas now both have to offer us discount. Both LNG and Iran gas pipeline are needed.

First you must understand what sort of jobs majority of Pakistanis in Middle East are doing. They are mostly pathan laborers, they won't get many oppurtunities in the West. But it is amazing that we have turned unskilled manpower into a major source of money in our foreign reserves.

Okie. Got it. So this type of labor might not be moving out at all.

So who is investing in Pakistan-Turkeministan Oil and Gas Pipeline which would be used to supply Oil and Gas to Northern India and China too.

Also, who is working on Pak-Iran Oil and Gas pipeline; and similarly this would be going to Souther India too. I am sure that Iran & Turkeministan would be happy to make up a deal on very low price for longer term or may be forever too.
