Russia will buy foreign and possibly U.S. arms because the domestic industry has failed to modernize, Russia's Defense Minister Anatoly Serdyukov has said.

In an interview with Russian Newsweek, Serdyukov said Moscow was forced to buy from companies abroad as it plans to spend more than $600 billion to modernize its armed forces.

"Our weapons often do not meet the required standards," he said. "We are acting as consumers in this situation ... our producers want to issue outdated models but we don't want to buy them."

Serdyukov in the interview even suggested that Russia might buy weapons from its former Cold War enemy United States but didn't go into detail.

The Kremlin wants to completely overhaul the Russian armed forces. Moscow plans to radically cut the number of officers and overall troops to create a more modern and mobile force and has vowed to replace its Soviet-era equipment.

However, Russian officials are unhappy with the domestic industry and have in the past urged firms to step up their product portfolio and internal procedures to become more competitive.

It has to be noted, however, that Russia still is the world's second-largest arms exporter behind the United States, with Russian-made tanks and helicopters among the best-sold products -- albeit mainly to developing and emerging countries.

In a first sign that Russia is increasingly looking abroad for major weapons deals, Moscow is locked in negotiations with France over one or several Mistral class helicopter carriers, with the price tag for one vessel reportedly at $380 million.

"There are the same issues with the Mistral," Serdyukov said. "The Russian military-industrial complex does not meet our standards. Therefore, we are talking about buying imported ships."

However, the purchase, which would be the first major one from a NATO member, has been delayed by wrangling over the price tag and technology sharing.

The costly overhaul of the Russian military comes as forces in Europe face severe budget cuts because of the recession.

Britain, France, Germany and Italy -- Europe's largest armed forces -- are all planning to cut their defense budgets, with personnel as well as equipment affected. Large multi-national arms projects, for example the delayed and costly Airbus A400M military freighter, the Eurofighter Typhoon jet, a British scheme to build two large carriers and the multipurpose NH90 helicopter face the downsize.

When it comes to military ventures, most countries defy all economic principals in their drive to build a self sufficient military empire. It is only logical as the world becomes more global, even large military powers will outsource some of their needs to outside contractors. It just doesnt make sense to develop everything in house...well unless its the Soviet Union, decimating its economy in the process. For a country to have a formidable military and still remain economically viable, it always smart to rely on international competition to gain the best and cheapest product.
As more countries get into the act, military contractors are having to compete on a global scale, being forced to produce better products to differentiate themselves from the group...as seen by the mrca competition in India. Still...Im sure the monopoly on military products will remain in the hands of preeminent military powers, even as they invest billions into an industry that provides them very little return, unless world war 3 breaks out.
The Israelis are the best with this, having focussed on and developed a competitive advantage in the field of electronics, they buy foreign aircraft and equip them with Israeli avionics and reap the benefits of a superior aircraft, that is also cheaper than if it were developed wholly by Israel.

If we argue from a philosophical point of view (perhaps all).
 
Behind the scenes... this may be a chance for Russia to connect with Europe more..
 
The U.S. is planning to buy Russian made M-17s helicopters to help the Afghan to take over more of the security mission when hand over is complete in 2014. The M-17 will be handed over to the Afghan and it is easy to use and rugged, especially consider that most of the current Afghan pilots are in their 40s and are used to flying Russian helicopters. Therefore in this case, it makes a lot of sense. Every country in the world buys different military equipment according to demands and mission specific requirements from others, so it's nothing new.

It is still shocking to think that how come your government actually thought of this. 20 years ago, it would have been considered outright blasphemy to actually think about it. You've got such a sound technological base and now you've got the funds to do it as well. Then why are some people in the Duma obsessed with getting foreign weapons? I was reading another article on RIA Novosti stating some Duma guy suggesting to buy FAMAS rather than continue with AK series of assault rifles just because it is "morally degrading" since terrorists use the older variant!! Then came along the Mistral case with France; now it is considering a total look into buying more than just a few systems here and there. What's going on man?

Why isn't your own supply chain within Russia unable to hold itself? What's happening to all those hundreds of graduates from renowned universities in Russia? What's happening? Soviets slogged so much to make you guys self sufficient (even if it meant they'd to impose communist madness on you folks). And now you're going to undo that with this.

As long as Russia maintain her scientists, engineers, and researchers to prevent more brain drain losses, she will be fine.:agree:

The main armament of Russia will make itself.
Possible purchase of certain spare parts for weapons and procurement of ancillary equipment. With compulsory licensed production in Russia. This is a prerequisite. If you consider who is the seller and who is a potential enemy.
All that said Serdyukov is intended for internal use. His statements are far from the real action. There is some fighting in the country's Inside (customer and manufacturers of weapons).

Not necessarily

Traditionally Russian arms development focus has been on weapons for large scale conflicts Ex:tanks, aircrafts , helicopters etc
But currently they only need arms for low intensity conflict,Chechnya
Hence , they procure from it from Israel .

Russia is looking for technologically advanced military weapons and platforms which their home grown industry is not able to produce... what's so strange in it ...

Even US buys weapons from abroad ...big deal

There are three main goals of large purchases of new weapons.
1. Re-equip the army new weapons.
2. Retool industry (new equipment, training of skilled workers, new shipyards).
3. Stimulation of scientific progress. The main condition is the purchase of weapons (the development of a new project).
