Russia Seeks Several Military Bases Abroad – Defense Minister

MOSCOW, February 26 (RIA Novosti) – Russia is planning to expand its permanent military presence outside its borders by placing military bases in a number of foreign countries, Defense Minister Sergei Shoigu said Wednesday.

Shoigu said the list includes Vietnam, Cuba, Venezuela, Nicaragua, the Seychelles, Singapore and several other countries.

“The talks are under way, and we are close to signing the relevant documents,” Shoigu told reporters in Moscow.

The minister added that the negotiations cover not only military bases but also visits to ports in such countries on favorable conditions as well as the opening of refueling sites for Russian strategic bombers on patrol.

Moscow currently has only one naval base outside the former Soviet Union – in Tartus, Syria, but the fate of this naval facility is uncertain because of the ongoing civil war in that country.

Post-Soviet Russia closed a large naval base in Vietnam and a radar base in Cuba in 2002 due to financial constraints.

However, Russia has started reviving its navy and strategic aviation since mid-2000s, seeing them as a tool to project the Russian image abroad and to protect its national interests around the globe.

Now, Moscow needs to place such military assets in strategically important regions of the world to make them work effectively toward the goal of expanding Russia’s global influence.

I think it's better that you be friend with Russia, seeing all the scandals with JEW USA: Monsanto, bankrupts, toxic credits, speculation, creation of Al Qaeda, wars everywhere and betrayal of their allies

Except the fact that there's a great vietnamese community in USA and hot weather

Vietnam should be friendly to all superpowers and all wannabe, be America or Russia or China.

The Russians want to return to Cam Ranh bay. Don´t know what they put on the table?
some billions USD for VN are not bad for the beginning. The Russian government has allocated some $730 billion for an ambitious armed forces rearmament program through 2020.

Not all, you must choose one. You can be friend with China and Russia
But if you choose USA, they will exclude everybody else

LOL...Yes, as I said previously Vietnam should be friendly to all superpower and wannabe. But at present only Russia is the true friend, ally and a guarantee for VN national security.

Russia can return to Vietnam. China is relatively hostile to Vietnam, while America keeps arms embargo.

If Russia leaves its home, then it's fleet will be extremely vulnerable as the only chance it has is a combined effort at this point.

For now yes, but they have plans for new super carriers and new nuclear submarines(Both SSNs and SSBNs).
PS: they are inducting 3-4 Mistral LHDs too.

Russia is spending $730bn in the next 6 years. They can build a lot of carriers, destroyers and submarines for the money.

And the irony is that the great US of A has decided to cut its forces from the present strength to just about 470,000 due to financial constraints!! They have decided to cut a whole lot of bases too from all over the world.

But seeing Russia's expansionist policy, they may now put this decision on the block.

No, the news was published by RIA Novosti, a Russian state agency.

The article (edit The Diplomat article) states it is more likely they will simply have port/refueling access versus actually building bases.
