1) This isn't an order of grocery items or shoes, its a high dollar item and has military sensitivities involved. No one has choppers sitting in a shop like Candy that you can buy, fly off and do missions. There are terms and it'll take time. The order has been placed and obviously, it'll be confirmed later when they are about to execute it and actually ship choppers.
2) Conspiracy theories much in the second paragraph??? Who's Pakistan's desired "customer"? Pakistan is the buyer and they have been wanting Russian choppers for a while.....so conspiracy theories can be put to rest please.
Actually, it is the other way round.Why not make your own ? Fighter jets are more complicated if Pakistan can make those why not Helicopters ?

We definitely need Helicopters and it was pretty clear during the floods in Kashmir and during other disasters. It appears to me an issue of setting priorities rather than the need. Whats the harm if we could establish a manufacturing facility with the help of China for medium lift helicopters such as Mi-17? Azerbaijani army use many Mi-35. probably Pakistan have tested it or see it and recieved our real experience reviews thanks to our good relationship..Well we were taking about Mi-35 attack helicopters first.
Regarding transport helicopter (in relief operations, a dedicated transport helicopter will make more sense compared to an attach/medium lift helo like Mi-35) yes the requirement is relatively larger then the attack helos but still we are not going to inducts hundreds of these. Production line make sense when the required number is large and also there is export potential (further increasing the potential number of systems that will be built). In our case, we wont be exporting many since Russians will like to sell it themselves first and secondly currently Pakistan is not as reliable an arms supplier as Russia or China. These things will take time.
Since we were actually discussing attack helicopters, so on topic, what makes more sense is that we BUY it directly and then set up a maintenance line with the one for Mi-17. This will give good know how to our engineers and also will decrease the operational costs. Also if Pakistan army go for the Russian Mi-35 (that will be a perfect option specially for anti insurgency operations) army should (i guess would) also go for a more high end platform in years to come in shape of Z-10 (more likely) or T-129

Read Arsalan's post again. We don't need an assembly line just depot level maintenance which is already there.India has a fleet of 200+ Mi-17 helicopters. I do not think Russians have allowed India to assemble these choppers.
