ISLAMABAD: With the trough in Pakistan-US ties experiencing an extended run this year, Islamabad and Moscow have quietly been busy in trying to reinvent their relations. The two are currently readying to hold the second session of their inter-governmental commission, constituted to promote bilateral cooperation.

The minister-level commission is expected to meet in November in Islamabad for the second consecutive year, indicating that the two countries are attaching considerable importance to the initiative.

The focus of the meeting will be on economic cooperation, but both sides also want to forge a strategic partnership.

Recent regional developments have forced Pakistan and Russia to cosy up to each other. Russia wants to get more involved in regional affairs as it is wary of the growing influence of the US and Nato in the region. It also knows that Pakistan can play a key role in the Afghan endgame.

Better relations with Moscow suit Islamabad’s long-term strategic interests as it seeks to diversify resources needed for meeting its economic, energy and defence requirements, particularly in view of continuing problems with Washington that has hitherto been its biggest supplier.

“Both Pakistan and Russia want to seize the window of opportunity and make a new beginning in their relations,” a senior Pakistani diplomat told Dawn.

Russia has offered Pakistan a wide range of counter-terrorism equipment. The package on offer includes 10 MI-17 helicopters of unarmed configuration.

Mindful of reluctance in Moscow to sell arms to it, Pakistan is said to be considering the offer for helicopters even though it is not too interested in the unarmed transport version.

When Russian military chief Col-Gen Alexander Postnikov visited Pakistan in May he discussed with Army Chief Gen Ashfaq Parvez Kayani the possibility of expanding defence ties by holding joint military exercises, exchanging trainees and trainers and selling and buying weapons. The Russians have also offered to sell Sukhoi Superjet 100, a modern aircraft with a capacity of up to 95 passengers. Pakistan, which has traditionally been purchasing Boeing and Airbus aircraft, may purchase a couple of the Russian jets on an experimental basis.

Moscow has shown special interest in energy projects. A working group of both countries met last month to explore cooperation in this sector.

A source privy to the discussions said Russia had agreed to invest $500 million in CASA-1,000 (Central Asia-South Asia) electricity transmission project.

At the same time, details for upgradation of Pakistan Steel Mills in two phases by Russia are being finalised. The upgradation would increase PSM’s production capacity from 1.1 million tons to 3 million tons per year. Pakistan has also sought import concessions for 200 tariff lines.

This is for counter terrorism and supply planes and rescue mission , we have Cobras for attack role but MI17 is still a great addition 10 more in our inventory would help with rescue and supply mission
 
The 10 Super Sukhoi 1000 jets would also make wonderful addition for PIA that operates older planes that eat more fuel etc
looks like a very capable passenger plane
 
Of all the russian weapons

their N sub and their SAM systems like s-300 and s-400 are my fav

i hope the relation become so strong that we demand the s-400 from russia :)

Well the best thing russia offers is their help in engineering I think the big news in the above article is their help with Pakistan steeles Mills increasing capacity by 140% !! that is a big input increase

Similarly they have vast experience in gas and coal sector and that can be crucial together with China Pakistan can build a long lasting partnership

What separates Russians from Americans is that they help your infrastructure , us just gives you aid for short term goals 1-2 years no long term planning

Russia + China + Pakistan + Iran + Turkey

And I really do see whole Africa and Middle East the real one as secondary states forming a new United Nation like group

Is the new Silk route from Asia to Europe

They Russian input can help us with the Gas and now confirmed OIL projects as well from Iran
help in energy sector is tremendous help for Pakistan

But back to the topic

MI-17 Helps improve our capabilities and special forces and also Anti terrorism operations
It would be wonderful addition to add 10 more helicopters

They are not using us just providing help on anti terror matters we do need helicopters

They would be using us if they asked us to go into a war , in which we have no role in that is more in line of a nation that uses you , remind me of one General Mullen who was recently fired for his comments

Obviously such helicopters can take 10-12 troops for special missions but we really need them more for rescue and search missions currently

As we have no interest to fight someone else's war in our back yard we need to focus on Pakistan's national interest
 
We have already screwed up PSM, I think first we need to rehabilitate it and then go for its expansion.
 
Well, we already have a good base for Mi-17, around 80 are currently in service.

But dont we buy them from Ukraine?
 
Hi, to answer the question has Pakistan bought Mi-17s from Ukraine. The answer is no, all of them have been via Russia, built at the Kazan plant. The PAF has bought Il-76/78 transport/tankers from Ukraine and 320 T-80UD MBTs, but not helicopters. Ukraine has a lot of Mi-17s and Mi-26s, but they are the older versions, and would have to be upgraded and refurbished.

Pakistan urgently needs to buy more transport helicopters helicopter gunships, as they are very weak in the air mobility side and armoured side. These machines would greatly help in the WOT. China recently unveiled a large helicopter also.
