The World Anti-Doping Agency (WADA) has imposed a four-year ban on Russia from all global sport, including the 2020 Olympics and the 2022 World Cup finals.

WADA's executive committee took the decision after concluding Moscow had tampered with laboratory data.

The agency found Russia planted fake evidence and deleted files linked to positive doping tests that could have helped identify drug cheats.

Russia has 21 days to appeal the decision through the Court of Arbitration for Sport.

Sky's sports correspondent Martha Kelner has said the country is expected to appeal.

Individual Russian athletes untainted by the scandal will still be able to compete in competitions independently under a neutral flag.

It is unclear whether those who play team sports such as football will be able to play under a neutral flag.

Jonathan Taylor QC, chair of the compliance review committee (CRC), said: "There will be no Russian flag at the events that are covered (by the ban).

"There will not be a Russian flag and the athletes will not be participating as representatives of Russia.

"The details from sport to sport will have to differ because some are team sports, some are individual sports, so there is going to have to be a case by case basis."

WADA said its decision was unanimous and its president Sir Craig Reedie accused Russia of choosing "deception and denial" rather than getting its house in order.

Sir Craig said: "The ExCo's (executive committee) strong decision today shows WADA's determination to act resolutely in the face of the Russian doping crisis, thanks to the agency's robust investigatory capability, the vision of the CRC, and WADA's recently acquired ability to recommend meaningful sanctions via the compliance standard which entered into effect in April 2018.

"Combined, these strengths have enabled the ExCo to make the right decisions at the right time.

"For too long, Russian doping has detracted from clean sport. The blatant breach by the Russian authorities of the Russian Anti-Doping Agency's (RUSADA) reinstatement conditions, approved by the ExCo in September 2018, demanded a robust response.

"That is exactly what has been delivered today. Russia was afforded every opportunity to get its house in order and rejoin the global anti-doping community for the good of its athletes and of the integrity of sport, but it chose instead to continue in its stance of deception and denial."

Russia has been hit with the ban after agreeing to allow WADA investigators into its laboratory in Moscow.

The investigators found that data there had been manipulated.

Russia will still be able to compete at the Euro 2020 football tournament next summer, which it has qualified for and is a tournament host with games due to be played at St Petersburg.

European football's governing body does not fall under the definition of a "major events organisation" under the international compliance code.

Russia has been banned from competing as a nation in athletics since 2015 when it was first declared non-compliant.

UK Anti-Doping (UKAD) welcomed the ban on Russia in a statement by saying it was the "only possible outcome".

UKAD chief executive Nicole Sapstead said: "We welcome today's decision to declare RUSADA non-compliant, and the decisive action by WADA's executive committee to impose four-year sanctions on Russian athletes and support personnel.

"This was the only possible outcome that the WADA ExCo could take to reassure athletes and the public and continue the task of seeking justice for those cheated by Russian athletes.

"We know however that this is not necessarily the end of the matter. If RUSADA choose to appeal this decision to CAS, this must be carried out with minimal delay, especially in light of the upcoming Olympic and Paralympic Games in Tokyo.

"We welcome the clear and detailed communication from WADA today which is vital in helping to maintain confidence in the global anti-doping system."

The ban includes the 2022 Winter Olympics.

I don’t feel the ban is strong enough. Should have been a blanket ban on Russian athletes over a ten year period. The level to which Russia has corrupted sports and then obstructed and manipulated it after they were caught is incredible.

What is the point of winning when you have cheated all the way through ......

In Western countries, anti-doping agencies try to avoid athletes from steroids or similiar dopings. In the Eastern countries, anti-doping institutions conduct studies on how athletes can use doping without being caught in the doping test.

Theres a fantastic documentary called 'Icarus' about Russian doping, its not just anti-doping institutions its the government and apparently at one point used to be under the KGB.

Interesting. I think pretty soon, the "civilized world" will endup having their own "world cups", while rest of the world will move on.

I think an Olympics where only the steroid user athletes participate in it needs to be organized to settle this issue on permanent basis. So there should be two Olympics one for steroid user athletes and the other for non-steroid user athletes.

.
China should get a similar ban. China has a state-sponsored doping program that does far worse doping but WADA is too cowardly to punish China.

US and Australia should be banned totally, Russians rank far below them

China has cheated on trade, intellectual property theft, currency manipulation, stealing land and territory from its neighbours, arresting foreigners and denying them access to a lawyer, bribing officials to buy up ports and other strategic assets, etc.

They cheat at every area but we’re supposed to believe China plays fair at sports. Come on folks, let’s get real with these guys. They are the biggest cheaters. WADA knows China has a state-sponsored doping program but refuses to punish them. This is why our hero Mack Horton stood up to a drugs cheat like Sun Yang because Mack knew the authorities would be too cowardly to ban China’s drugs cheats.

You just make everyone laugh, China really keeps you up at night, so happy that someone is so scared of us.

Australia exports a lot to China — about 38 per cent of its exports. This is far more than to Japan, Australia’s second-largest export destination at around 16 per cent. At roughly AU$144 billion (US$99 billion) a year, exports to China contribute 8 per cent of Australia’s GDP.
Cut ties with China first and US may follow you, would you? Your life now is in the hands of China, not America.

. .
The so called USA is a superpower when it comes to cheating:

Those medications were approved for legitimate therapeutic use. Any athlete from any country can apply for medications that treat legitimate medical conditions.

Lance Armstrong was taken down by the USADA. Your whataboutism simply doesn’t work.

Russia meanwhile ran a massive state sponsored doping program intended to corrupt the sporting world to its core. Then it was caught. When Russia was given the opportunity to reform, it instead decided to obstruct, manipulate, lie, and corrupt the investigation process. Russia deserves the worst punishment for its offenses and corruption.

TUE’s – How Americans Dope and get away with it

TUE’s – Therapeutic Use Exemptions – are almost exclusively granted by the US dominated IOC, to – not surprisingly – American (and friends) athletes.

Methylphenidate is used to treat ADD/ADHD Treatments for ADD/ADHD – itself a highly questionable ‘ailment’ – which are related to amphetamines and are by any definition, a performance enhancer. See the word ‘meth’ in there? Think ‘meth’, indeed.

Prednisone is a cloaking agent which eliminates otherwise trace agents of actual performance enhancers.

Alexander Shcherbakov: The World Anti-Doping Agency (WADA) authorized American tennis players Serene and Venus Williams to use banned drugs. The corresponding documents were published by the hacking group Fancy Bear ( https://fancybear.net/ ).

According to the documents, in 2010, 2014 and 2015, Serene Williams was allowed to use prohibited drugs: oxycodone, hydromorphone, prednisone, prednisolone and methylprednisolone. Her older sister Venus in 2010, 2011, 2012 and 2013 received permission to use prednisone, prednisolone, triamcinolone and formoterol.

It is also mentioned that the American gymnast Simon Biles in 2016 passed a positive doping test for methylphenidate (psychostimulant), but avoided disqualification. At the Olympic Games in Rio 2016 Biles won four gold medals. The antidoping agency confirmed the authenticity of the documents.

Once again, any athlete from any country can apply for medications that treat legitimate medical conditions.

And using “Fortruss” as a news source is absolutely laughable.
