It's bound to happen with anything they try, if you have less funding for R&D, there's bound to be more failure. It's just an obvious result of the state of economy they have. I don't think they are short of funds. Economically they are not comparable with the west and Chinese but they have enough funds for anything space and military related because that's their priority no 1.

Google tells me their defence budget is around 60-62 billion USD, which is simply too low compared to US/China. On top they are spending more than 4% of their GDP in defence, which means they don't have much scope to increase this further.

The US dollar is simply inflated and the US defense making companies are profit making corporations who price too much. On the other hand thanks to Russia,s communist past still most of its defence equipment companies are state owned.
1 billion in US is not the same in Russia. In Russia they can produce much more in the same budget. Plus Russians are known for targeting effectiveness and simplicity and not spending much on other aspects like the west.

It is wounded and the pace has slackened after the end of USSR.

Roscosmos has little money to work with, and what does get allocated gets ravaged by corruption.
