Hyderabad, March 18:

Four defence organisations, which are setting up nine units in Andhra Pradesh with an outlay of Rs 7,000 crore, will create 10,000 jobs. The units, which are in various stages of completion, would also provide 25,000 indirect jobs, according to Mr N. Kiran Kumar Reddy, Andhra Pradesh Chief Minister.

He was addressing a gathering after laying foundation stone for Surface-to-Air Missile Defence Project here on Sunday, along with the Minister of State for Defence, Mr Pallam Raju.

The Chief Minister said Bharat Dynamics Ltd was setting up three units — Bharat Electronics Ltd (3 units); Electronics Corporation of India Ltd (2 units); while Mishra Dhatu Nigam will establish one unit in the State.

Calling for efforts to equipping the youth with various job skills, he said Rajiv Yuva Kiranalu had been conceived to align skill development with education. “The programme is being implemented with the cooperation of the industries. Efforts are on to coordinate with the public sector undertakings that are setting up defence units in the State to get more jobs for local youth,” he said.

The programme is being implemented with a view to providing five lakh jobs every year. A mission had been set up with nine ministers and nine principal secretaries to Government to guide the programme.

“Just under four months, we could create one lakh jobs in various private sector enterprises,” he said, while asking professional colleges to start courses that provide employability skills.

On the business environment in the State, he said the Centre had expressed doubts whether the State could make Partnership Summit a success. “Contrary to such views, the State could make it a big success. The State received investment proposals worth Rs 6.50 lakh crore as 234 business entities signed various agreements. Of this, Rs 1.25 lakh crore would come in the form of Foreign Direct Investments,” he pointed out.

Mr Pallam Raju said Bharat Dynamics Ltd was ready with proposals worth Rs 34,000 crore during 12th and 13th Five Year Plans. “Jobs in Defence establishments are offered through nationwide competitive examinations,” he said.

He asked engineering colleges to provide training to their students to help them compete in such examinations.

He hoped that BDL would achieve a turnover of Rs 5,000 crore in the next four to five years. “Missile units are being set up in Medak, Vishakapatnam and Ibhrahimpatnam. The production of missiles will begin once acceptance tests are completed by the Army, Navy and Air Force at various levels. We are seeking help from two countries for technology transfer,” the Minister said.

Is this excluding the defence budget or including?

excluding: setting up new organization is not part of a defence budget

Its a company wise expansion program. These expansions are being paid by the companies and depends on the projects like Akash. Infact one of this expansion each from BEL and BDL is for Akash missile and one unit that is coming is for ATGM missiles (40k-50k will purchased).

In short its excluding defence budget. Its just like what will happen if Tata is being asked to make armored vehicles. Now MOD will simply buy them, the facility that will make those vehicles will be entirely from the Tata's money.
