Look at this map, those missiles could easily have been targeting Taif or Jeddah themselves, see no reason why we assume they were targeting Makkah or Madinah, considering both Jeddah and Taif were about 90km away from Makkah and Madinah is about 300-350km away.

The trajectory was intercepted over the skies of Taif so we can assume that there is a slight possibility it was targeted for something beyond. The nearest cities are Jeddah & Makkah. Madina is not mentioned anywhere to be the target.
