Iran's parliament declared its dissatisfaction with President Hassan Rouhani on Tuesday, voting to reject his answers after grilling him over the deteriorating economy.

It was the first time Rouhani had been summoned by parliament in his five years in power, and MPs demanded answers on unemployment, rising prices and the sharp depreciation of the rial, which has lost more than half of its value since April.

The lawmakers, who have already impeached his labour and economy ministers this month, were unimpressed.

In votes at the end of the session, they expressed dissatisfaction with Rouhani's responses to four of their five questions on the economy.

In the coming days, they will decide whether the government's failures on these issues amount to a breach of legal obligations and should be referred to the judiciary.

The economy has been battered by the return of US sanctions following President Donald Trump's decision to withdraw from the landmark nuclear deal between Iran and world powers.

Rouhani trod a difficult line, seeking to acknowledge the problems facing ordinary Iranians without admitting to a full-blown crisis.

"It should not be said we are facing a crisis. There is no crisis. If we say there is, it will become a problem for society and then a threat," he told parliament.

- 'Afraid of our disagreements' -

As usual, Rouhani offered no concrete policy proposals, instead saying the answer lay in showing a united front.

"You may talk about employment, foreign currency, recession, smuggling... I think the problem is in people's view of the future," he said.

"The people are not afraid of the United States, they are afraid of our disagreements. If the people see we are united, they will realise the problems will be resolved."

But Rouhani's government -- which staked everything on its bid to attract foreign investment through a more "moderate" approach to relations with the West -- has been badly weakened by the return of sanctions.

Most foreign firms have abandoned investment projects in Iran, and the next phase of renewed US sanctions in November will hit the crucial oil sector.

"We will not allow a bunch of anti-Iranians who have gathered in the White House to conspire against us," Rouhani vowed.

- 'Palace of wishes' -

But most Iranians blame the government for failing to capitalise on the nuclear deal.

"You created a palace of wishes called the JCPOA," said Mojtaba Zolnour, an MP for the religious centre of Qom, using the technical name for the nuclear deal.

"With one kick from Trump, this palace was demolished, and you didn't have an alternative," he said.

Despite the impeachment of two of his ministers, Rouhani himself is protected by supreme leader Ayatollah Ali Khamenei, who said recently that removing the president would "play into the hands of the enemy".

That may explain the soft line taken by several speakers, with one conservative MP, Hossein Naghavi-Hosseini, emphasising: "We will stand by your government for the sake of protecting the system of the Islamic republic."

But when it came to the votes, lawmakers accepted only one of Rouhani's answers -- related to international banking sanctions, which they agreed were beyond his government's control.

Rouhani has even lost support among reformists who had backed him as the best option after their own leaders were either locked up or barred from standing for office.

Leading reformist Mostafa Tajzadeh, who has spent several years in jail for criticising the system, said Rouhani's parliament appearance was a missed opportunity.

"By explaining the reasons for the country's problems, Rouhani could have taken a big step towards increasing public awareness," he wrote on Twitter.

"Parliament's negative votes shows that failing to disclose the facts will only embolden our rivals and disappoint the people."

The only previous time a president has been questioned was in 2012 when parliament summoned Rouhani's controversial predecessor Mahmoud Ahmadinejad, whose erratic, populist style had alienated him from the establishment and further damaged Iran's international standing.

It was after that session that MPs decided they should vote on the president's answers, deputy speaker Ali Motahari explained to ISNA news agency this week, because Ahmadinejad's responses were so "strange" and unconvincing.

The problem with Iran comes from the culture itself-society has lost its gheyrat.

The biggest success the West have had against Iran was destroying Iran’s society and its people. For once you corrupt a society, the damage lasts generations.

Men, woman, etc have descended into sin and immoral behavior.

Just look at the government institutions, instead of spending time and resources to FIX the problems they are too busy sitting around trying to see who they can place the blame on.

In reality they are all to blame.

He got 50.7% of the votes thanks to his lies and his large support from reformists.

Now he has proved his all-out corruption and lack of management. He cannot even rule a town let alone a country.

His brother is a robber, his vice president and brother of vice president are robbers, many of his ministers and their families are robbers and his own daughter is having fun in parties in Vienna.

At best he deserves to work in a circus not be president of a country.

Foreign culture worshippism (Islamic republic), lack of nationalism/love for the country, parallel institutions who take decisions, communist policies in economy, corruption and lack of reponsibility and supervision.

Problem is it's a whole system (Islamic republic). Situation of the country will not change by just changing some puppets/names (rouhani, khatami, ghalibaf, ahmadonejad etc.) The cancer is spread over the whole body.

Whole system should disappear or be reformed to such degree that it no longer is recognized as islamic republic, starting with the removal of Guardian council. Till then election has no meaning and Iranians will be following the reformist-conservative theatre/puppetry like in the past 40 years.

Before the last election I said same words and islamists here banned me by reporting my posts. Now their own mothers inside Iran complain about doubling and tripling of prices.

15 years ago I came to the conclusion that things will only get worse because of arrogant and unjustly proud figures like khamenei who don't allow change. He will die, but because he wants to save face he will not allow any change. Change means his policies were wrong. His personal egoism is more important than 80 million people.

Old clerics/revolutionaries from 1979 will do their best to keep the situation like this for the coming 20 years till they die. Till the last drop of oil they will go on to fund their gaps, failures and corruption, as long as the failed ideology remains alive. Only the people can prevent 20 years prolonged suffering.

Why islamic republics stubborn policies continue? because they know Islam (including islamic governing) is at its peak inside Iran. Economy is not really an issue for them. Their problem is really much bigger and deeper. They know if they soften or allow change, they will loose their ideological jihad. They know if they lose power, clerics and Islam will receive a hard blow inside Iran because after the peak there is a valley. For them Iran is France and the date is 5 may 1789.

Just name one instance you go there and they won't empty your pocket .

Nothing's gonna happen, Parliament is filled with Reformists.
In politics anything is not perment u may agree.

If he want to run country like in municipality tthen im going someplace else.

Yup I agree but from raessi and ghalibaf I think later is better.

I would vote for him. At least he can get government's act together.

I disagree with you. During his time, the municipality turned from a passive organization to Iran's biggest construction client. Number of highways, bridges and tunnels that were built during his time are out of this world. He was the one who pushed the contractors to respect the project schedule by putting those reverse timers next to their projects. All municipalities rub people off their money. Just for your information, I personally pay $6000 per year to municipality and in return, they remove the garbage only once a week, Right! once a week and we are responsible for keeping the sidewalk and street in front of our house clean ourselves. I have not see it being cleaned by the City even once. The paving quality compared to what we had in Tehran is like comparing a dirt road to a paved one.
What you say about dastfroosh was the right thing to do. If everyone was supposed to do whatever he wanted in a 17 million city like Tehran it would cause absolute chaos. Strong leadership means strong rule of law (whether the law is right or wrong is another argument)
