RMG makes $ 50m inroad into Indian market

Dhaka, Dec 28: Bangladeshi garments manufacturers are now sniffing at opportunities in the $ 35 billion apparel market next door, in India.

After toppling India as the favoured garments sourcing destination for US and European buyers, Bangladeshi RMG players have made a small, but significant inroad into the highly regulated, but lucrative apparel market in the neighbouring country, overcoming tariff barriers by sheer price competitiveness and attention to quality. Six Bangladeshi exporters have sent ready-made garments worth USD 50 million to India, in the last couple of months, after paying an average 15 per cent duty.

“Our price competitiveness, along with proven quality, helped gain a toehold in the USD 35 billion Indian market,” said Abu Bakar Siddique, managing director of Star Link Garment Ltd.

The trend emerged after the Indian government allowed Bangladesh to export 8 million pieces of apparel under a Tariff Rate Quota (TRQ) duty-free programme since 2008, he added.

Besides Star Link, Radiant Group, Envoy Group, Kashem Apprel and Zara Fashionwear have also exported garments to India. “Apart from the union government, different state governments in India also impose between 15 to 25 per cent tax on Bangladeshi products, which hinder the growth of our exports,” said SM Shahed, director of Radiant group.

Indian importers have to pay 8 per cent countervailing duty, 4 per cent special additional duty and other duties for Bangladeshi apparel, Shahed said. He added that if these para-tariffs are lifted, Bangladeshi products, especially denim trousers, men's shirts and high-value knitwear products, can grab a big portion of the market in India.
India has put 158 apparel products on its sensitive list under the South Asian Free Trade Agreement (SAFTA), which hinders Bangladesh apparel exports to India.

When asked, Bangladesh Readymade Garments Manufacturers and Exporters Association (BGMEA) president Abdus Salam Murshedy said his Envoy group has exported 2 lakh pieces of garments to India this year.

He said that the Bangladesh government should negotiate with its Indian counterpart to seek relaxation of the apparel quota system and reduction in taxes, to decrease the trade gap.

“Bangladeshi products in certain apparel categories, where India has lesser competitiveness, could easily gain popularity due to their price and quality. If India reduces restrictions and tariffs for these products, Bangladesh will get a chance to reduce the huge bilateral trade gap,” Murshedy added.

Kashem Apparel owner Md Abul Kashem said he got a big order for knitwear products from India's Andhra Pradesh, where importers are forking out 20 per cent tax on Bangladeshi imports.

It may be noted that Bangladeshi exporters were able fulfil the TRQ in 2009 and 2010, backed by strong demand. TRQ is a trade policy tool used by a country to protect domestic producers from competitive imports. The quota allows a limited quantity of a specified merchandise to be imported into a country.

India’s specific duties on garments appear to have prevented any substantial penetration of its domestic market by garments producers based in developing countries like Bangladesh, Moazzem Hossain, a senior research fellow of the CPD said.

India has roughly 11 million garment retailing outlets, with the size of the market pegged at INR 20,000 crore, or $ 35 billion.

Bangladesh's exports to India was $ 276 million in fiscal year 2008-09 ended in June 2009, against USD 358 million a year ago in FY 2007-08, $ 289 million in FY 2006-07, $ 242.2 million in FY 2005-06 and $143.7 million in FY 2004-05.

Regarding india .... we have got a good news which is positive for bangladesh after a long time.... as this articles has pointed out bangladesh has toppled india in exporting to USA and EU and has also made an inroad to india... does any one think the recent unrest in the garments sector is associated with it to destabilize this vital sector??? I have seen recently barrage of propaganda in the western media regarding garments sector of bangladesh.... anyway lets hope for the best...

India is using both duty and non-duty prohibitions against the Bangladesh-made garments. Still, we have finally gotten a foothold there. BD govt should work hard so that the GoI reduces or abolishes all kinds of duties.

What ever makes you think 50m export in a 20b market would threaten the Indians so much to destabilize your industry. Don't worry. We are not so insecure :wave:

India has been a protectionist economy always. It won't change over night. But is welcoming to know that BD products are sold in India.

You forgot or deliberately skipped the main point.... India lost its competitiveness against bangladesh in exporting to USA and EU... now bangladesh is also making a foothold in India... Politically and in public india can not deny it as they have signed agreement... but in secret nothing has stopped india to destabilizing bangladeshi garment sector as this is already a multibillion dollar industry and every gain of bangladesh in EU, USA or India is going to cost india billions of dollar.... do you think still it is unwise for india to destabilize this sector??? Saying India is not insecure .... does it help you or the indian to escape the reality... now the diversification of china's garments sector has started which worth 200 billion dollar of export.... and bangladesh is obviously a favorite destination of this diversification... if it can be shown to the world that this sector in bangladesh is not in a stable condition then obviously a big chunk of it will go to india.... So, there are many issues which even catch the eyes... n there is almost no doubt majority of the unrest are created by the indians raw agent by bribing some union leader...

Bangladesh has the best garment industry in the world. Indian garment is incompetent. SO WHAT? I am just surprised how even the most positive news for BD in BD-India trade could be twisted into an India bashing .I sincerely wish BD becomes a prosperous nation. But I can't really take the hatred you guys have for us.

I wish Bangladesh well but you don't understand the exact nature of competitiveness here. Garments are a price sensitive commodity & one can only be competitive as long as abundant cheap labour is available. Currency movement is another factor that has a bearing on this. China has an advantage because their currency is artificially kept at a low level & does not reflect the actual strength of their economy. I come from Bangalore where one of India's largest garment clusters is located. Garment industries have seen their wages rise continuously as the demand for manpower increases in a booming economy. In the long run a labour intensive industry like garments cannot but become uncompetitive for Indian manufacturers in the face of economic growth & stronger economy. Bangladesh has a great advantage at this moment but even you will see that as the growth in BD increases, the wage bill will creep up as aspirations change. That is reflected in the unrest in garment factories in BD. People everywhere wish to move up in life & how well Bangladesh manages that with remaining competitive will decide how big the industry would become. As for India, there is still a long way to go but garment factories will increasingly have to go to the smaller cities to remain competitive. In my state, there is an enormous shortage of manpower for industries(would you believe that?) especially in Bangalore. Even rural areas find it difficult to get people to stay back in agriculture. The famed Coffee plantations of Coorg now have to get plantation workers from tribal belts of Orrisa or see their entire produce rot. A garment industry directed at exports would certainly not be competitive here in face of such pressure on human resources.

People who are too quick to say "inroad" dont realize india by tariff and other barrier will never let them compete. And 50 million is not even an amount to be mentioned let alone any "inroad".

Well actually Bangladesh enjoys GSP+ status in EU and US. India doesn't. There is a significant tariff we pay in those markets. Lets wait until EU-India FTA next year and we'll see.

Also Textile Industry is not the only industry in India unlike Bangladesh. So don't worry we'll be okay.

But anyways good achievement Bangladesh. Way to go. Enough with the conspiracy theories.

India does not care about its neighbours and only looks out for their own. Any foreign company seeking to enter indian markets would find it extremely hard to do so without taking an incompetent indian trader under your wings.

I would prefer to buy Made in India rather than Made in Bangladesh. I have had enough 'made in BD' clothes when I was staying in the US. :)

The BD companies have to get a majority Indian shareholder if they really want to tap the Indian market, otherwise it will be a hard sell. This is the model followed by most mass market international players in India who are successful. If you don't want to collaborate with Indian partners, then go for the super high end range of exclusive brands. The volume will be low, but the margins will be sky high.

This is most absurd statement and laughable. By your logic india owe Bangladesh stake in many indian companies.

Your statement does not make any sense... please rephrase. I said that most of the international brands in the mass market have a local Indian company as its partner or as its distributor.
