In Pakistan, the people who did not have authority have ruled the country. Also in the same country, criminal act like NRO was signed by rulers who did not have authority to sign off pardons.

The NRO was the single biggest criminal act that gave free pass to Zardari. Did Musharraf have authority to pardon Benazir or Zaradari? An accommodation is always found for personal interest. That is why in Pakistan institutions are weak and individuals are strong.

So the fear is that some accommodation could be found like our history tells us. But Imran has categorically denied any such arrangement which is a good thing and with such acts, the institutions will become stronger.

The problem is with this dysfunctional system. IK plays by the book and he can't do much with very little majority. The nation should have IK 2/3rds majority so he could do everything. Right now, the rules do not permit such arrangements though I would say, IK should get creative and exploit every bit possibility and use all the resources.
