Was wondering , what measures should Pakistan take to help develop a mutually beneficial relation with Afghanistan , considering we housed 14 million refugees for 40 years

Their must be a mechanism by which we can rest the ties , move some or all refugees back and perhaps work on a visa basis between Afghanistan-Pakistan

Border security is tense but for , people who have been properly vetted , and paperwork checked as valid traders I think we can move towards a mutually beneficial trade relation

Events like bombing inside Pakistan from Afghan military of course would not be tolerated and is a very negative scenario and Pakistan has already established that fact.

Presently in Pakistan , the damage from Terrorism from Afghanistan has changed public perception, about open border but Pakistan still houses alot of Afghan migrants who call Pakistan home

So I am sure their must a middle ground

Good will gesture from Pakistan to Afghanistan

Start bribing Afghan government and parliamentary officials, it's the only way to guarantee that the Afghan government will become docile towards Pakistan.

Personally, I've always advocated breaking Afghanistan apart. The time of Ahmed Shah Durrani is over, and there has been no single figure since his time that could truly unify the different tribes and people's of Afghanistan. Tribal conflicts have been rife, as have been religious conflicts within Afghanistan.

Our Enemy will give them more money and afghan will happily take that , 1 because it is more 2nd afghan hate us to bottom of their heart (1000s of years old history unfortunately Islam didn't change much)..

This is only way forward . If we want peace in Pakistan and stability in Afghanistan …

That's an assumption. Even if India bribes some members, Pakistan can bribe other members that are either on the fence, or Pakistan has dirt on.

.
Considering that the border fence has helped stop Terrorism arrival from outside , due to better security I say that proper trade avenue would be great to revive with Afghanistan

We are playing this game from some time ….. Do you think it helped? Sir G , afghan are one of their kind , I have some real life experience … Better way is your 2nd option..
Edit: Sir g , War suits afghan the most ,, Best business for them is war(1000s of year old history) , just look at right now , China putting money , Russia , Iran , GCC , USA , NATO , Pakistan , India and God knows who else , will afghan get all this in peace ? No they wont ….. So their will be no peace until breakup of Afghanistan..

Kabul media and politicians are too anti-Pakistan. Regime change in Kabul is needed before there can be reconciliation between Pakistan and Afghanistan. From a logical prospective, soft union between the two is the only path for peace and prosperity in my opinion. Won't happen as long as the USA keeps backing the status quo.

Do you mean to have the headline as ‘Resting’ or ‘Re-setting’?

Promote trade and education for now. The ties will improve over time.

Any government indulging in such arrangements directly is asking for trouble. Case in point, MQM in Lodon whose links with RAW were exposed and had to suffer the fallout.

The prefered method for such arrangements is through businessmen, traders and wheeler dealers who are close to the government and can act more freely. Ergo, the first step in improving our ties with the government of Afghanistan is increasing the trade between the two nations. The second step is promoting Pakistan as the prefered destination for students seeking advance degrees in Afghanistan. While the wheeler dealers work the politicians, it is the educated lot with advance degrees that ends up writing the policies.

Step 1 - no more softly softly approach. We should be outright aggressive against anyone who harms Pakistan from Afghanistan. When people know challenging Pakistan will cost you your life, be it a knife in a dark alley or a missile strike, thier willingness to do so will drop.

Step 2 - install a Taliban government. They're the least worse option for us. We should work closely with them, support them, guide them and help them get thier grip all over the country.

Step 3 - Refugees and regeneration. Send back refugees but use them as contact points in Afghanistan alongside the Taliban government. If UN wants to give aid to a village, use the refugees we send back to distribute it. If we want to dig a well, train the refugees who go back to dig the next one. Give then basic tools, seeds. We don't have to fund it, we just have to be seen to be facilitating it.

Step 4 - economic and cultural exchange. Train thier armed forces, train thier police, civil service, help fledgling businesses. Before you know it people will be making money and wont have time for hate.

Step 5 - Brand Pakistan. Everything we build, everything we donate, should have a Pakistani flag on it. Let people visibly know the role Pakistan plays.

Yes it should have been Re-Setting

I think it would be beneficial to have a train between Afghanistan-Quetta border
Freight Train for promotion of Direct Afghanistan/Quetta

Train is easier to for freight as unlike Trucks you don't need 1000 truck crossing hourly Train can carry lot of material quickly over into Afghanistan where local distribution channel can do their thing without entering Pakistan

Pakistan can/must do two things to end the longlasting hate between the two countries.

1. Bring an end to the war in Afghanistan (I know that Pakistan is not dictating the war, but you have significant influence over the armed resistance). A future Afghan government must be inclusive of all groups (including the conservative people who support the Taliban).

2. Afghans have been bombarded with propaganda regarding Greater Afghanistan for the last century-ish, in order to divert the people's attention from domestic issues. Reversing the state of mind will be difficult and will take several generations. Thus, if Pakistan wishes to have a friendly Afghanistan, you must fulfil this dream. Give the Afghans a Greater Afghanistan, but in a smart way without conceding land which rightfully belongs to Pakistan. Design a Confederate Union which encompasses Afghanistan and Pakistan and which ensures the free movement of people, capital and goods as well as a single foreign policy and military. With such a union, the Afghan would not only have a "Greater Afghanistan", but would also be in union with their Muslim brothers against an increasingly Hindu-extremist India. Pakistan would secure its back, get strategic depth and have millions of Pashtuns ready to fight your existential enemy.

Over time as the bond of friendship increases, the union will grow even closer and encompass other fields within politics, economics and foreign affairs.

And you think the warlords who get their payment from India and US will agree with such idea and wont resist. They will accept democratic Afghanistan instead of their piece of pie in govt. its just wet dream.

on your first Part, Pakistan is doing as much as it can do to bring Taliban on Table even at the cost of ruining ties with them, the thing is Your American allies and Govt is not able to exert enough pressure on them.

Both have been tried, neither has worked. Pakistan was, for the longest time, Afghanistan's single largest trade partner (it still is, if you include the black economy), it still remains Afghanistan's second largest trade partner, after Iran.

Pakistan also takes in literally thousands of Afghan students into Pakistani colleges and universities.

Everyone knows that most Afghan politicians are corrupt and take bribes, it's an open secret. In fact, former president Karzai was known to get weekly briefcases from the CIA, full of cash.

Bribing has bought loyalty within Afghanistan for literally hundreds of years; Pakistan should considering it lobbying, if bribing is too harsh a term to say.
