non-military products.
Both Elbit and IAI have separate organisations for civilian products.
It would probably not been acceptable to cooperate with the Military parts of those companies.

The Head of the Norwegian-Israeli Chamber of Commerce, Dag Abrahamsen, confirms that Norwegian companies are looking to cooperate with their Israeli counterparts in the civil sector, but that increased defense ties are problematic due to Norway's stance of the Palestinian-Israeli Conflict.

However, Abrahamsen also says Norway isn't look at Israel as a civil sector partner only, saying they have beneficial technologies that could help Norwegian defense too. It's just that a defense partnership would be "problematic".

The article also notes that Norway can not legally export weapons or ammo to Israeli, but that the converse isn't necessarily true, it's just politically sensitive. The Israeli's see an opportunity to sell UAVs to Norway for either military or police work, but unlike their Norwegian counterparts, wont comment on what type of discussions are taking place.

No. A surveillance UAV is exactly what's needed to patrol out vast waters, including near Svalbard and Jan Mayen Island, both of which house military facilities.

What we don't need is an armed UAV.

Our border region is rather quite and there's little threat of heavy armor or artillery being move across or near it due to the terrain.

An airborne or naval inclusion is a greater risk, and having a platform for surveillance is more prudent.

I favor American options though. Less politically sensitive and more realistic given our strong ties to the Americans.
