• MIRV, SLCM etc.: neutralizing the remnants of strategic imbalance.

• Civil-military cohesion: military takeover related internal divisions may not be possible.

They hold no more ground in Pakistan
They have lost the numbers and ability to attack state or military installations

So they go for soft targets like schools, shrines, populated areas
