RAW's ARC to be shut down; Air & Electronic Assets to be split between NTRO & IAF

Obviously that factor will be taken care of in any such planning. Shouldn't really matter. The aircrafts are flown by pilots on deputation, should not make that much of a difference especially when a merger of this sort is planned where the AF is taking over assets of another agency. There is, of course, a chance that you might be right in your suspicions but one cannot operate with only that in mind. This needs to get a fair chance at working.

AF pilots in deputation don't need permission from MoD to fly covert operation. AF assets are already streched to provide air support to BSF, ITBP, NSG, IB, Army(heavy lift) CRPF. now they needs to support R&AWtoo!!
i don't understand what Mr. doval is thinking by shuting down the aviation wing of R&AW.

As I said, when a merger of this type happens, there will be adequate provisions made for the use of the said assets by the agency giving them up. The AF gets additional assets & men who are not necessarily in continuous operation. Shouldn't hurt.

R&AW is the main external intelligence agency of india. so you think that our external intelligence agency didn't deserve its own dedicated air wing?? if the ARC is shut down then our tier 1 unit SG and our covert operation unit SFF will have to depend on AF. air force is not good at providing air support(rotatory wing). that is why army demanded its own air wing. ARC give enough space for R&AW for conducting covert operation, while any operation with AF will need clearance from MoD. as it is known that the coordination b/w different intel agencies are poor. so if R&AW needs to depend on NTRO for its covert operations then that will affect the efficiency of R&AW.

You've misread it.
1) It is alok Joshi, ex veteran of RAW who now heads NTRO. The man is well versed with needs of RAW. I'm sure Ajith Doval is the best man to handle such things since hes conversant with RAW's issues, and if he took intiative to disband ARC then it must have come after enough cogitation.
2) NTRO-ARC tiff has been going on since last 11 years, so there was enough time for the agencies to weigh the options they had.
3) It was due to lack of coordination from ARC's side that Army had demanded its own separate air wing.

The viewpoints expressed by @special and @Bang Galore @levina are two sides of the same coin.
Yes the concern remains for covert ops of paratroopers or off the books missions but than tactical details of deployments and assets used would be surely guaranteed by full blind support from both IAF and NTRO.and always availability of resources for RAW

On top Alok joshi choice is approved by Doval.. he knows abt RAW and now NTRO much better

Our secret services needs to be well funded and expanded to carry out our foriegn policy. Its about time that this part of our defence be given equal priority as other three services.

ARC-DGS created delays of weeks and months during Kargil.
NTRO is far more organised to collect TECHINT. In 2004, when it was created it was proposed that not all the equipment now available with the different agencies necessarily be centralised under the control of this new organisation; it was to happen slowly, just that it took 10 yrs.

I'm sure they will still have the necessary aircrafts, just not the ones used for intelligence gathering. In any case, there will always be much more happening than what is known in the public domain. If the coordination between different intel agencies are poor, the solution can hardly be to duplicate everything & work in their own silos. There has to be an attempt made to get better coordination. This is a good step in that direction.

The Research and Analysis Wing (RAW), India’s external intelligence agency, will not allow the government to wind up its aviation and satellite imaging asset, the Aviation Research Centre, The Quint has learnt.

Highly-placed sources in India’s intelligence community revealed that reports which suggested that the government had taken a decision to shut down ARC are “not true”.

A source said to The Quint,

There has been no decision so far and the RAW leadership is going to put forth its arguments before the government, that it would be unwise to wind up the ARC which has proved to be of immense value to intelligence gathering even as the use of TECHINT [technical intelligence] has grown in recent years and will most certainly expand in the years to come.

Media reports indicated that National Security Advisor (NSA) Ajit Doval’s plan involves doing away with the ARC and transferring its aircraft and electronic assets to the National Technical Research Organisation and the Indian Air Force.

A former RAW secretary said,

Given his special operations background, the NSA must know the worth of ARC. Giving away the electronics and aviation assets to other organisations which have no proven track record will mean reconfiguring the needs and requirements of the NTRO and the IAF with the aircraft and electronics equipment that will go to them.

As a likely turf war looms large, a miffed RAW management has shouldered arms and sought the advice of former senior officers to draw up a plan to forbid the government from hiving away an integral part of the agency’s intelligence gathering apparatus which, according to some retired operatives, has done a “remarkable job”, especially in clandestinely capturing photographs of high value targets in Pakistan and China.

Sources recalled the 2004 “tooth and nail” contest between the RAW and the government of the day on transferring ARC assets to the NTRO which was formed that year. Files containing arguments by both sides – those in government who favoured such a transfer and the RAW leadership that fought hard to retain ARC – flew thick and fast.

That contest 11 years ago was won by the RAW which holds administrative and operational responsibility over the ARC. But Doval’s latest move, which could potentially prove debilitating for the country’s external intelligence agency, given the wrangling that is likely to follow, must aim at broader intelligence reforms and not piecemeal tinkering.

Doval served in RAW? No official record though! He has been associated with IB only right from the beginning?

Good news. With the advent of the tech all spy agency NRTO airborne ISTAR assets in the hands of R&AW seemed redundant and a duplication of services.



+ the point about the SFF not having air transport as a result of this move is moot. The GoI is only taking away the ISTAR remit from R&AW, they can and will continue to operate transport a/c for their various operations. In fact the ARC is looking very seriously at the V-22 for just this role.

Chill bro. What do you think the NRTO are going to do with the ARC's transport a/c? They have no interest in such assets, they are purely pushing for the ARC's special mission assets which is a legitimate demand. R&AW will retain their transport a/c (both rotary and fixed wing).


What is out in the public domain is but a sliver of reality , under Doval the intelligence agencies are in GREAT hands.
