RANCHI: The frequent incidence of rape in India has created an adverse image of India abroad. US ambassador to India, Nancy Powell, on her maiden visit toJharkhand, on Tuesday highlighted this saying how this was possibly a factor in American students not coming to India.

She said: "The concern for personal security and perceived increased danger towomen as a result of the rape cases was perhaps a factor in US students' decision regarding study in India." Powell said this in response to a question - "Why aren't American students coming to India for studies?" - asked in the course of a chat with students' at the Xavier Institute of Social Science (XISS) in Ranchi.

The students at XISS agreed in the presence of Powell that they too face sexual harassment on the streets. "Even we Indian girls face a lot of cat-calls and are subject to teasing outside the college campus almost everyday," said a student, who was part of the interaction session but did not want to be named.

When asked to elaborate, Powell said : "What I said was one of the factors for US students decision regarding study in India." Last year, a female student from Chicago University, who was on a study trip to India, in an account posted on CNN iReport said that India was full of adventures and beauty, but also relentless sexual harassment, groping and worse.

At the interaction with students at XISS, Powell focused on education and people-to-people connection. Following through on the most recent US-India Higher Education Dialogue in New Delhi in June this year, her remarks to the students emphasized: "There is no sector that better illustrates the mutual benefit of our relationship than education, a priority sector for both the US and India. Education has become one of the main pillars in our bilateral strategic partnership."

The US diplomat also made courtesy calls on governor Syed Ahmad and CMHemant Soren and also met with a varied group of civil society leaders who are alumni of US state department-funded leadership programmes.

The U.S. ambassador to India, Nancy Powell, has suggested that the numerous rape cases reported in the country this year are deterring U.S. students from choosing to study here.

Ms. Powell made the comments while speaking to Indian students about relations between the two countries on Tuesday in Jharkhand, a state in eastern India, according to a transcript of the session sent to The Wall Street Journal by the embassy.

Asked by one of the students why many Americans didn’t come to India to study, Ms. Powell said that “the concern for personal security and perceived increase danger to women as a result of the rape cases was perhaps a factor in US students’ decision regarding study in India.”

Ms. Powell added: “What I said was one of the factors for U.S. students’ decision regarding study in India.”

While more than 100,000 Indian students are currently studying for higher education degrees in American institutions, the traffic the other way is much lighter, at under 5,000 students.

According to a report published this month by the Institute of International Education, a Washington D.C.-based nonprofit, the number of American students taking courses at Indian institutions increased by 6% to 4,593 in the academic year spanning 2011 and 2012, compared to 4,345 in the previous year.

In August, after a series of attacks on women travelers in India, CNN published the account of an American student who said her three months in India as part of her university course were marked by near-daily sexual harassment.

In a subsequent interview with The Wall Street Journal, the student, Michaela Cross, said that she still “loved India” but that “it’s a dangerous country” and “you have to accept this.”

Both countries have introduced a number of scholarships and programs to encourage American students to study in India in recent years, including the Connect India Program announced in June 2012 and designed to place 200 U.S. students in Indian educational institutions for a semester of study.

The issue of women’s safety has never been more prominent in the public discourse in India than in the months since the gang rape and murder of a student in New Delhi in December, which horrified the country and triggered an international outcry at the way India treats its women.

Since then, the Indian media has devoted increased coverage to new incidents of sexual violence, while at the same time women have reported attacks with greater frequency to the police than previously, at least in India’s capital.

The heinous acts took place specially in Delhi and Madhya Pradesh in December last year impacted the tourism industry not only in NCR region but also in other major cities like Chennai, Bangalore, Mumbai, Hyderabad, Pune, Ahemdabad, Lucknow, Jaipur, Dehradun, Agra etc. ASSOCHAM surveyed 1,200 tour operators from different cities and reveals that there is a fall in tourism business to the extent of 25%. The reasons attributed are falling levels of safety & security and continuous global economic slowdown.

Releasing the ASSOCHAM survey on “Trends in Tourists inflow in the last three months”, the ASSOCHAM Secretary General, Mr. D S Rawat said, the industry has primarily been impacted due to deteriorating standards of safety and security. The in-bound foreign tourists have opted other Asian countries like Malaysia, Indonesia, Thailand, Philippines, Vietnam etc. The situation has been further aggravated by the advisory issued by various countries to their citizens visiting India to be cautious and avoid India.

The survey further highlights that from December 2012 onwards the inflows of women foreign tourists to the country have gone down by 35% and the overall tourism being affected by 25%. There has been adverse impact on tourism industry, reveals the ASSOCHAM. The reflection of Delhi gang rape is now visible and more pronounced in other metros and large townships, said Mr. Rawat.

Mr. Rawat pointed out that last year over six lakh tourists had visited various tourists destinations such as Agra, Jaipur, Udaipur, Kashmir valley, Goa, Mysore and Trivantapuram in the month of winter seasons. But this season, there is substantial fall of tourist arrival in India compared to last year. It has seriously impacted the inflow of foreign tourist to the “Maha Khumbh”.

“During last winter season, Goa, Jaipur, Agra, Kerala happened to be highly congested tourist spot but due to recent incidents in India, there has been substantial fall in the tourist traffic”, as reported by tourist companies and tour operators. The ASSOCHAM survey reveals that safety and security which has frightened the female tourists the most.

The survey found that tourism industry has suffered the most in Delhi-NCR followed by other tier-II & tier-III cities like Goa, Agra, Jaipur etc. The reflection of Delhi gang rape is now visible and more pronounced in other metros and large townships, said Mr. Rawat.

“India attempts to enhance its image in the eyes of foreign tourists, a brutal rape case in Delhi and recent incident of Swiss woman in Madhya Pradesh, or to the young British woman who had jump out of the window in Agra to avoid a sexual attack has raised concerns about the safety of female travelers to the country. The crime and the woman’s subsequent death generated international attention”, said Mr. Rawat

The government is making tourism as a lead industry because of its immense potential for higher revenue realization and a foreign exchange earner in view of the difficult current account deficit facing the country, said Mr. Rawat while releasing the survey.

Nearly 72% of the tour operators said that there has number of cancellation of booking taken place especially from women tourist in the last three months from the countries mainly from UK, USA, Canada, Australia etc according to tour operators.

Majority of the tour operators said, “some tourists have e-mailed in asking whether it would be safe to travel and some have changed their mind about traveling to India this year. Those who are determined to visit India are taking extra precautions and avoiding affected areas”, said the majority of tour operators.

However, travel agencies routinely recommend specific safety measures for female tourists in India and tour operators always recommend that female travelers exercise vigilance and visit tourist spots within certain hours.

According to Tourism Ministry data, in 2012 about 6.6 million international tourist visited India and the country earned $17.74 billion. The ministry has set the goal of increasing foreign tourist arrivals by 12% a year so as to double foreign exchange earnings by 2016.

Mr. Rawat also said that the recent crimes against women could impact inbound tourism in long term. So, security needs to be further strengthened at major tourist places and a programme to sensitize the importance of tourism and respect for tourist be continuously held across the country.

That's real good advise. No real surprise then that the number of rapes reported in India is low when women in India are just as likely to be raped by the very men sworn to serve and protect.
