Well there are pros and cons to both open and private bidding processes, in fact India has pointed out to open tender potential for Ahmedabad-Mumbai , LT Hyderbad, Chennai-Madurai , Nagpur Metro Railway, Ludhiana Metro Railway project(s). So there's definitely ample room for open competition and China should take advantage of this potential.

Its actually an impressive HSR system, and runs from top to bottom of the entire island. There are plenty of opportunities for expansion, too.
