The Government has taken up steps for installation of Radiological Detection Equipments (RDE) at the entry/exit points of five Integrated Check Posts (ICPs) at Attari, Agartala, Petrapole, Jogbani and Raxaul. The Government has also issued a Global Tender Enquiry (GTE) for procurement of Full Body Truck Scanners (FBTS) for five locations at Attari, Poonch-Chakkanda-bagh and Uri-Salamabad on Indo-Pakistan border, Petrapole on India-Bangladesh border and Raxaul on India-Nepal border.

This was stated by the Minister of State for Home Affairs, Shri Kiren Rijiju in a written reply to question by Shri Rajendra Agrawal in the Lok Sabha today.

“Once operational, the full-body truck scanner system can detect misdeclaration of goods, grades and even concealment of contraband goods, including arms, drugs and fake Indian currency notes. The hi-tech system can also detect contraband items hidden inside cavities or specially created spaces in the carrier or consignments,”

Sources said the team led by Deputy Secretary, Ministry of Home Affairs Ms Sulekha, assisted by D Chakravarty – Dy Director (Technical) MHA, Kavita P Dixit and G K Panda- both Scientific Officers from Atomic Energy and Defence Research & Development Orgnisation (DRDO) and Anant Kumar from Ministry of Finance had detailed discussions with the District Officers concerned at Poonch and then proceeded to the Cross LoC Trade Centre at Chakkan-da-Bagh.

The team along with Deputy Commissioner Poonch, M H Malik, Additional SP Amit Gupta, Executive Engineer PWD (R&B) Poonch, Kabir Hussain Shah and Trade Facilitation Officer, Mohd Ashraf Choudhary (Custodian) reached LoC point and discussed the issues related to the installation of scanning machine at the safer zone as the harmful radiations are involved in the scanning process.

Indian companies do produce mail and small parcel scanners, table top scanners, small and large baggage scanners, portable and vehicle fitted x ray scanners and cargo scanners etc and are being certified by Atomic Energy Regulatory Board of India (AERB).

Full body truck scanners

The Government is procuring five numbers of Full Body Truck Scanners (FBTS) for location at Attari (Indo-Pak Border), Petrapole (Indo-Bangladesh Border), Raxual (Indo-Nepal Border), Poonch-Chakkanda-bagh (Indo-Pak Border) and Uri-Salamabad (Indo-Pak Border) in accordance with the laid down procedure. The Govt. has issued a Global Tender Enquiry for procurement of five Nos. of FBTS. It is also obtaining various clearances from the respective State Governments and other nodal agencies.

This was stated by the Minister of State for Home Affairs, Shri Kiren Rijiju in a written reply to question by Dr. R.Lakshmanan in the Rajya Sabha today.

Driver, a resident of south Kashmir, detained; ammunition was hidden in a ‘well-camouflaged cavity’
The police have recovered arms and ammunition from a truck returning from Azad Kashmir (Azad Kashmir) in the Uri area of Baramulla district on Tuesday.

On a tip-off, a truck coming from Chakoti in the Azad Kashmir was intercepted at a barricade in Uri on Tuesday, a police spokesman said.

“During the search, a Chinese pistol, two pistol magazines, 14 rounds, four AK magazines, 120 AK rounds and two Chinese grenades were recovered from the truck,” the police said.

The arms were hidden in a “well-camouflaged cavity” in the truck.

The driver, identified as Irshad Ahmad Mantoo, a resident of Kulgam in south Kashmir, has been detained.

Case lodged

A case under Section 7/25 of the Arms Act and Section 13 of the Unlawful Activities Prevention Act was lodged at the Uri police station. “An investigation has begun,” the police said.

Former Chief Minister and National Conference (NC) working president Omar Abdullah called for full-body scanners for trucks coming from the Azad Kashmir into Jammu and Kashmir.

“During every single meeting, this issue was flagged and followed up. Thus, far, there has been little or no progress … Full truck scanners flagged for acquisition since Chidambaram was HM (Union Home Minister),” Mr. Abdullah posted on Twitter.

A cross-LoC bus service was started in 2005 and was followed by trade in 2008.

Full Body Truck Scanners at ICP, Attari

The Government is procuring five numbers Full Body Truck Scanners (FBTS) for five locations including Integrated Check Post at Attari, Amristar in accordance with the laid down procedure. The other four locations are Petrapole (Indo-Bangladesh Border), Raxaul (Indo-Nepal Border), Poonch-Chakkanda-bagh (Indo-Pak Border) and Uri-Salamabad (Indo-Pak Border). The Government has issued a Global Tender Enquiry for procurement of five numbers of FBTS. It is also obtaining various clearances from the respective State Governments and other nodal agencies. The other details cannot be revealed in view of the national security and commercial confidence.

Union Minister of State for Home Kiren Rijiju Saturday avoided commenting on the ongoing tension between India and Pakistan while he was at the Integrated Check Post at Attari (ICP) on Wagha border. “I am here to inspect our trade relations with Pakistan and the security arrangements that have to be done,” Said Rijiju.

When asked about reports on propaganda against India by terrorist groups in Pakistan, he said, “There are agencies like ISI and some other groups in Pakistan who are doing their propaganda against India. We will take required actions. But there is no use of talking about it in the media.”

About anger over killing of Indian soldiers and firing at LOC, Rijiju said, “The anger is justified. But you should also understand the situation. You all have been watching the actions being taken by our security forces at the border. I do not want to damage the environment any more.”

Meanwhile, Land Ports Authority of India Chairman, YS Sherawat, said, “Our export to Pakistan has massively reduced in the past few months. It has reduced from hundreds of trucks to just a few trucks. Earlier, we had a bigger share in export. Now, the situation has reversed. It is a matter of concern.”

“We have ICPs where there are more possibilities of trade. Work on 13 more ICPs on north- eastern boder and west Pakistan is on,” Rijiju said.

Scanners at LOC trade facilitation centres

Full Body Truck Scanners (FBTS) involve high end technology which require extensive technical evaluation for finalization of Qualitative Requirements (QRs) as well for examining bids by various specialist agencies. The infrastructure for installation of FBTS also involves elaborate civil work including clearance of soil reports etc. Also, No Objection Certificate (NOC) from Atomic Energy Regulatory Board (AERB) and Bhaba Atomic Research Centre (BARC) is required in view of the technology that involves radiations. Hence, though the global tender was floated on 26th February, 2015, price bid could only be opened on 26th July, 2016. Contract would be awarded on completion of all requisite formalities. Hence, it cannot be said that delay has occurred in this matter.

Standard Operating Procedure (SoP) and Guidelines have been issued from time to time to regulate and mitigate the security concerns in the Cross LoC Trade.

Setting Up of New ICPs

The Government has already setup and operationalised five Integrated Check Posts (ICPs) at Attari (Punjab), Agartala (Tripura), Petrapole (West Bengal), Raxaul (Bihar) and Jogbani (Bihar). Government has also approved setting up of ICPs at Moreh (Manipur) and Dawki (Meghalaya).

Decision to put up more ICPs is taken based on volume of trade, number of passengers, potential for future growth of passengers and cargo traffic, etc. Such decisions are taken by Government after extensive inter-ministerial consultations and analysis with the aim to improve bilateral trade, relations and enhance security.

The Government has established the Land Ports Authority of India under the LPAI Act, 2010 with the objective to put in place systems which address security imperatives and for the development and management of facilities for cross border movement of passengers and goods at designated points along the International Borders of the Country.
