When I was in Pakistan (Mirpur AJK) this year in October, I used Western Union to exchange currency.
Western Union offering 10rs more than the official market rate when I was there. I got curious and asked the staff where do all the British Pounds go at end of the day. He said from Mirpur to Karachi then Dubai. I was shocked. I asked why the notes were not kept in Pakistan and to build up reserves which will benefit Pakistan. I cannot remember his answer.
The other reason why I used Western Union as I thought by using legal channels I am helping Pakistan. But seems like this was not the case? I must have exchanged about £2500 in the 3 weeks I was there.
