Pakistan Vocational Training Center- QAAP
Chief Minister-Punjab approved the master plan of QAAP project as designed by the CNTEX and further desired that the design of VTI-QAAP should be done by the CNTEX as well. Accordingly CNTEX submitted the TORs of VTI in which they recommended to be designed as “International Apparel University”. The TORs is hereby reproduced as under,
Pakistan side require to set up ability training as a guide, and gradually to the transition to the education of academic qualifications of international apparel university. Regarding of the demand of the development of apparel and textile industry, the Mainly cultivate the worker has the senior skills in apparel manufacturing and fashion design. Likewise, training the senior manager who could manage the apparel plant in the future. The school will be develop to the apparel and textile comprehensive university in future, to cultivate the professional talents of textile for the further development of community and the country. After graduation, student could directly work in the clothing companies in the QAAP Park .
Area
The university is set in 20-30 acres of land (about 120~180 mu of land)，The first phase could set up building with 4-5 floors to meet the basic requirements. The further development could build separate parts for deeply development.
Road Network
The road network of QAAP has been designed to maximize the ease of access to all locations within the park. The network has a total length of 32.2 KM and comprises roads of three different categories complete with all furniture, drainage, lighting, walkways and landscaping. The roads have been divided into three main categories namely, Primary (60m ROW), Secondary (40m ROW) and Tertiary (25m ROW). The total length of the Primary roads is 7.7 Km, Secondary roads is 10.1 km and that of the tertiary roads is 10.4 km. Maximum effort has been made to avoid opening of industries directly onto the Primary roads and an auxiliary lane has been provided on either sides of the Primary roads for truck movement. The road network has been designed so that it ensures smooth movement of all vehicle types within the park at all locations.
• Four lane primary roads with pedestrian walkways, service corridors, parking bays and bus stops (61 meter ROW).
• Two lane secondary roads with pedestrian walkways, service corridors parking bays and bus stops (37 meter ROW)
• Outer-ring (perimeter) service roads (25 meter ROW).
• All roads will have street lighting and landscaping along with avenue plantation.
Electrical Works
The QAAP will be provided with 11kV Underground Electrification Network throughout the Apparel Park for the supply of power. Direct Burial method will be used for the laying of cables across the road. 500mm2 Aluminum conductor, 3way and 4way switches RMUs will be used as per the requirement of 11kV distribution Network in accordance with applicable standards and project specifications. Interconnection of Grid Station will be established on the voltage level of 11kV using 500mm2 aluminum conductor cables.
All the roads of the park will also be provided with Street Lights conforming to the applicable standards and specifications. Street lighting LED luminaires will be used for the lighting of public thoroughfares and roadways contributing to road safety as well as public safety. Single arm pole as well as double arm pole of 12 meter height will be used across the road of 60 meters, 40 meters and 25 meters as per the requirements.
•240 MW dedicated power sub-station.
•The substation will step down power to 33 KV prior to distribution.
•Power will be drawn from different sources (220KV, 132KV, & 33KV) to minimize interruptions
Water Supply
The total average water demand of the QAAP is expected to be 43 Cusecs. There would be nineteen (19 No.) tube wells with a capacity of 4 Cusec each and fifteen (15 No.) overhead water tanks with a capacity of 150,000 gallons each.
Waste Water Management
The total wastewater flow is estimated to be 3.11 m3/s (110 Cusecs). Combined sewerage system is proposed for the collection of total wastewater through RCC sewers. Four (04) trunk sewers of varying diameters from 18 inches to 66 inches have been proposed for QAAP. An intermediate pumping station (IPS) have be provided at the end of waste water collection network in order to convey the collected wastewater to Combined Effluent Treatment Plant for requisite treatment prior to final disposal of the treated effluent into the identified water body in the vicinity of the project area.
Gas Network
QAAP will provide high pressure gas lines. The total designed capacity of Sui Gas is 65 MMCFD.
Labour Colony
•QAAP will provide separate labour colony spreading 204 acres of land.
•More than 100,000 worker capacity in both family and bachelor accommodation.
•Independent amenities buildings such as hospital, banks, parking areas, Rescue Stations etc.
Accessibility
Port
QAAP is only 48 KM from the Lahore port, one of Pakistan’s largest which has been rated one of the top ports in the country.
Airport
QAAP is only 55 KM away from the Allama Iqbal International Airport Lahore.
Road Connectivity
Well located (40 kilometers away from Lahore city and 15 kilometers from District Sheikhupura).
