Not really, Qatar interests have not been endangered, at least up until now.

The thing with Qatar is that they have all these natural resources and they like to gamble a lot, some of their attempts work and some don't. The reason for Qatar's "proactive" foreign policy is that they want to play in the pro league but the don't have quite the resources (their population is low, they don't have the talent, etc) for that, so they outsource it to terrorists to do that for them. If they learned one thing from Iran is that having as many proxy as possible is where the real power lies, not the shiny weapons that you couldn't probably use.

Qatari support for these elements caused a huge blowback for Qatari-GCC relations where the Saudi Navy was deployed around Qatar in case it didn't stop its backing, and wouldn't you know it, a few weeks later they caved in.

Whatever internet fanboys say, USA is the sole superpower today. 9/11 is peanuts as compared to the death and destruction caused by USA throughout the world. Many analysts still believe USA was intentionally behind the current crisis in mid-east. There foreign policy is far from being ...."bad" as you called in your post.
