Punjab earmarks record Rs345bn for development

LAHORE: The Punjab government has set aside a record sum of Rs345 billion for the Annual Development Programme (ADP), an increase of 35 per cent over the outgoing year’s revised ADP of Rs224bn.

The ADP for 2014-15 includes Rs290bn for regular development, Rs40bn for ‘other development initiatives’ and Rs15bn for special initiatives.

The budget document states the main objectives of the ADP as: to overcome energy shortage, export-oriented growth, development of human capital, equitable regional development and encouraging public private partnership.

Sector-wise, infrastructure development got the major share with an allocation of Rs148.5bn, while social services fetched Rs119.4bn.

The emphasis is on completion of ongoing schemes, evident from an allocation of Rs155bn for the purpose.

In order to create regional balance, extra weightage (36 per cent) has been given to 11 districts in southern Punjab by earmarking Rs119 billion for various projects there. In the previous ADP, 32 per cent of funds had been apportioned for the southern belt.

Out of Rs119.4 billion for the social sector, education will get Rs48bn — almost twice the Rs25 billion earmarked the previous year. Provision of missing facilities, upgradation of schools, establishment of 136 new colleges, and provision of 100,000 laptops to students are the major initiatives set for the sector.

A sum of over Rs31 billion has been earmarked for health against Rs18.3 billion last year. The main projects include the establishment of a kidney and liver transplant institute and a cancer hospital.

The ADP addresses the problem of malnutrition among children, pregnant and lactating women. It proposes provision of emergency obstetrics & newborn care services in all the 36 districts of the province.

Water supply & sanitation will get Rs17 billion, social protection Rs1.8 billion, while local governments will be receiving Rs3.48 billion.

An amount of Rs31.5 billion is being allocated for building of new roads and improvement of the existing ones. Construction of farm-to-market roads .

The irrigation department will receive Rs35.5 billion for improvement of canal system and construction of New Khanki barrage, rehabilitation of Trimmu barrage and Punjnad headworks, construction of small dams in Potohar and management of hill ******** in Dera Ghazi Khan.

ENERGY SECTOR: An allocation of Rs31 billion has been made for the energy sector. Among the major initiatives are a 100-MW solar facility at Bahawalpur and a 1,200-MW thermal plant at Sahiwal.

Urban development will get Rs42.4 billion for implementation of 75 schemes. Some of the prominent ones are dual carriageways, flyovers, metro bus services and metro train.

Treatment of waste water of entire Lahore city will also be undertaken.

A new initiative of inland waterways transport is proposed to be launched for Lahore.

In the production sector, agriculture and livestock will be given Rs13.1 billion against Rs7.97 billion last year. New initiatives include mechanisation of farm operations, development of hybrid oil seeds, establishment of Punjab bio-energy institute and a veterinary university.

Why SS have that much love with laptops? It would be far better to spend same amount on scholarships or providing computer labs to school than wasting on this useless scheme.

Why SS have that much love with laptops? It would be far better to spend same amount on scholarships or providing computer labs to school than wasting on this useless scheme.

I agree, the money for laptops could have been spent better on lots of other things. But personal laptops aren't that bad either. There was a news item few weeks back that these laptops will be made (assembled?) in Pakistan. Secondly, it will help to increase computer literacy very quickly, which in turn will support e-commerce, telco/IT industries in the long run.

Not necessarily. Revenues and expenses increase every year. If you have some source to back up your statement, please do share.

I agree, the money for laptops could have been spent better on lots of other things. But personal laptops aren't that bad either. There was a news item few weeks back that these laptops will be made (assembled?) in Pakistan. Secondly, it will help to increase computer literacy very quickly, which in turn will support e-commerce, telco/IT industries in the long run.

IF this laptops are being given to the students who can't effort to buy computer than it would have made some sense but that's not the case. Refurbished computers are available in market on very affordable prices. It would be better to spend same amount on either scholarship for poor students or revising stone aged curriculum of primary and secondary education and making it as per 21st century requirement.
 
How to win votes in Pakistan:

1. Give out free laptops, taxis and rickshaws etc. from Government's money.
2. Develop a certain City and ignore rest of the province as rural areas can be bought by buying feudal lords and chaudhris.
3. Lie to the teeth.
4. Deny corruption
5. Take kick backs/commission from major projects.
6. Buy out some media outlets and journalists to sing your praise.
7. Repeat step 4 over and over until the foolish public starts believing you.
8. Make alliance with terrorists organisations to secure votes in conservative areas.
9. Launder as much money as possible over seas in case of a rainy day.
10. Election time, repeat promises, make emotional speeches. Repeat step 1 if comes back in power.

  5. Take politics personally
  6. Actively campaign and advocate for terrorists. Call them innocents and label Pakistan army for fighting these monsters as fighting America's war. Create confusion about the enemy on a mass scale
  7. Give tickets to same old corrupt people that were rejected by other parties
  8. First cry about big ticket projects in other provinces, and then copy them at a higher cost

AFAIK, these laptops are being given on merit and I can't recall any case of foul play. Like I said earlier, there could have been tons of better ways to spend this money, but something is better than nothing.

Separate. Each province has its own budget for development. Federal development budget can be used all over the country to assist provincial projects (based on approvals etc) or can be used to find federal projects like dams, educations, healthcare etc.

"Noora" is the Prime Minister of Pakistan, I hope you understand that people of Pakistan have elected him.

And I am not a delusional fanboy of any political party. If you read my earlier replies on this thread, you'll notice that I do not agree with all policies of SS. But praise must be given when its due, and same goes for criticism.

Bijli tou free mein nai bantri ...free laptops kay saath kiya kerna hai if the electricity is either unavailable or too expensive?
