Province should be created, there is no dual opinion about it, but on what basis and for what ?? ... Pakistan is a multi-ethnic and multi-sectarian country, so if we start created provinces on the basis of past history, ethnicity, caste & language.... then obviously it will start a "never ending debate" all over Pakistan. So thats why in my opinion, provinces should be created and must be created, but only to facilitate the people, for the easy-ness of the people and of course for the more enhanced distribution of the spending for the infrastructure development.
Currently if we see Punjab as a whole, it is to be noticed, that the districts of Northern Punjab (Pothohar) & Central Punjab has much better HDI as compared to the South Punjab. The districts having LOW HDI & MEDIUM HDI in Punjab should be merged together to form a separate province.
Districts having VERY HIGH HDI are Lahore, Rawalpindi, Sialkot & Jhelum ................Districts having HIGH HDI are Gujrat, Chakwal, Attock, Faisalabad, Gujrawnwala, Toba Tek Singh, Narowal, Nankana Sahib, Sheikhupura, Sargodha,
MULTAN, Mandi Bahaudding, Kasur, Sahiwal, Khushab, Okara & Hafizabad...........
Districts having
LOWEST & MEDIUM HDI in Punjab are Rajanpur, DG Khan, Muzaffargarh, Rahim Yar Khan, Bhakkar, Bhawalnagar, Mianwali, Bhawalpur, Vehari, Lodhran, Pakpattan, Jhang & Khanwewal......
So the new province should be made on the districts wich are behind in HDI, capital should be decided where ever the geographically easy for the new province people. I think Muzafargarh or Bhawalpur should be made capital, not Multan, as Multan already has HIGH HDI.
