PTI’s rich but poor millionaire faces election tribunal

ISLAMABAD: An election tribunal will today (Wednesday) hear a classic case of alleged tax evasion by a rich candidate of PTI who declared a meager income by stashing his millions in an undeclared foreign bank account, which was interestingly traced by his own party colleague.

Shahid Pervez Gillani, who owns Rawalpindi Commerce College, declared an annual income of Rs600,880 for 2012 and paid Rs44,088 tax but has two brand new cars and seven children studying in expensive schools and colleges.

Gillani, PTI’s candidate from NA-54, has been dragged into a legal battle by his party colleague Aizaz Asif, who is competing for the party ticket for the same constituency and the leadership is still undecided, waiting for the tribunal’s decision.

Aizaz’s petition will be heard today by a two-member tribunal comprising Justice Rauf Ahmed Sheikh and Justice Mamoonur Rashid who have already declared former premier Raja Pervez Ashraf ineligible to contest the election for not meeting the criteria of ‘Sadiq’ and ‘Ameen’.

Aizaz alleged Gillani for hiding Rs13.45 million in Barclays Bank where he operates an account in his own name but didn’t declare it in his nomination papers.

An owner of Commerce College that has five campuses running, Gillani declared in his nomination papers an annual income of Rs600,880, Rs557,250 and Rs499,250 for the last three years, paying Rs44,088, Rs41,536 and Rs39,500 tax respectively.

The three-year annual incomes come to around Rs46,038 per month. No other source of income is declared. In addition, he has declared one house in Rawalpindi’s posh locality, Lalazar, valuing only five million rupees and 300 kanals of land in Chakri valuing Rs1.5 million. The net worth of assets declared is Rs10.1 million.

In the same papers, Gillani has acknowledged the ownership of 2013-model Honda and Toyota cars taken on lease. In addition, he has seven children enrolled in private schools and colleges. “How does the candidate budget the cost of living, children’s education, monthly leases of two cars and politics in his Rs50,000 monthly income,” questions the petitioner. Gillani is also a declared defaulter of the Punjab’s Social Security Department of Rs400, 133 for the last three years, reads the petition.

When The News contacted Gillani for comments, he admitted to having an account at the Barclays Bank; however, he insisted that it was his business account. Asked how he was managing personal and political finances in Rs600,880, he could not explain but said this was all he owned. However, he confirmed he was the owner of Rawalpindi Commerce College. Gillani said he now owned only one campus and the others were run by different owners.

Earlier, PTI’s former secretary general Dr. Arif Alvi’s taxes had come under critical scrutiny. Although the FBR showed his zero tax declaration, Alvi later clarified that the returns were manually filed and sent his Alvi Dental Hospital’s tax details where he has 90 percent shares. Instead of sharing information about his personal taxes, Dr Alvi showed the taxes paid by his hospital. Again, it was a negligible amount (Rs478,063) of 2012 tax coming from a hospital where root canal treatment costs Rs10,000 to Rs12,000. The tax paid by his hospital in the last three years is Rs1.2 million only, according to the details Dr Alvi posted on the social media and sent to the FBR.

In contrast, another aspirant of PTI ticket in NA-250 is Najeeb Haroon, Central Vice President and the highest taxpayer in the party whose three-year tax is Rs74.43 million including the 2012’s tax of Rs39.5 million. While the PTI’s district chapter has unanimously recommended Najeeb for the party’s ticket, the parliamentary board seems to have ignored their demand; however, the final decision is awaited.

An accomplished architect, Samar Ali Khan, husband of Attiqa Odho, has paired with Dr. Alvi for PS-113 (Karachi) as NA-250 caters this. Although he travels on BWM 3 series and is the most expensive architect, his 2012 tax is only Rs273,976 against an income of Rs4.17 million. Although the PTI has held intra-party elections setting a new precedent in the country’s political history, the recommendations being made for candidates by the local chapters are being ignored.

This contradiction has not been challenged by any candidate yet.

True he pointed out discrepancies. But lets see what happens next. We can't be sure if he stays or leaves. Realistically, his colleague would want him out
 
Anyone involved in tax evasion should be severely punished no matter how powerful or influential the said person may be. PTI is following a policy of ruthless merit and total accountability therefore these people are being caught and punished. We should do everything to ensure accountability in Pakistan.
