ISLAMABAD: An internal inquiry conducted by the Pakistan Tehreek-e-Insaf (PTI) has confirmed that the party’s Central Punjab president Mansoor Sarwar and his companions misappropriated Rs2.2 million party funds generated for March 23, 2013 rally at Minar-e-Pakistan.



A 10-page inquiry report prepared by a three-member inquiry committee comprising Dr Semee Bukhari, central vice president PTI, Junaid Razzaq, secretary legal affairs Central Punjab, and Mahmood Joya, general secretary lawyers wing Punjab, recommended stern action against Sarwar.



However, according to sources, no action has been taken against the influential accused despite the lapse of two months and according to fresh reports Sarwar has convinced the party leadership to re-conduct the inquiry.



“Thus, for the reasons stated as above, this inquiry committee is unanimously of the opinion that Mr Mansoor Sarwar in league with his companions have misappropriated an amount of Rs2.2 million by way of forgery and criminal breach of trust,” read the report. “This inquiry committee strongly recommends that stern, exemplary and deterrent disciplinary as well as legal (i.e. civil and criminal) action should be taken against Mansoor Sarwar and his companions because PTI stands for Pakistan Tehreek-e-Insaf and its principal goal is to cleanse corruption from Pakistan,” the report adds.



When contacted by The News, Mansoor Sarwar denied the allegation, saying the inquiry report was one sided as he was not given a chance to explain his position. He admitted that he received an email from the inquiry committee, saying that he responded to the same through an email.



The party has set-aside that report and a new committee has been constituted under the supervision of Air Marshal (R) Zulfiqar Shahid. He said the inquiry committee was biased against him as it represented a group that contested party elections against him.



However, PTI’s central secretary information Shireen Mazari confirmed that the inquiry will be re-conducted. “There was a conflict between Sarwar and Ejaz Chaudhry with accusation exchanged. Ejaz Chaudhry set up a committee which Sarwar did not accept,” she said.



She said the case has now gone before the party’s newly created Committee on Accountability and Discipline (CAD) which will send report to the core committee and action if needed will be taken. “So there is no valid inquiry report yet and it is the CAD that will investigate and decide,” she said.



When asked why the PTI was not accepting the recommendations of a committee duly set up by party’s provincial chief, she said: “We now have a functional CAD and everyone is bound to accept so the decision will be binding and justice will be done.”



However, according to the signed documents, the inquiry report titled “Muhammad Usman Basra versus Mansoor Sarwar” was finalised on January 4, 2014, but despite lapse of about two months no action has been initiated against the influential PTI leader.The situation created serious reservations among the office bearers as well as supporters of the PTI familiar with the matter.



Talking to The News, member of the committee, Dr Semee Bukhari said the inquiry committee interviewed various party leaders and compiled its findings honestly to the best of its ability. “Yes it’s true that no action has been taken so far against Mansoor Sarwar as he is associated with the PTI since a very a long time.



The party want further probe into the matter.”The 10-page inquiry report begins with the statement that it will decide the instant complaint of misappropriation of Rs2.4 million filed by Usman Saeed Basra and others against Mansoor Sarwar.Upon receiving the complaint, Ijaz Chaudhry constituted one inquiry committee on December 23, 2013.



“The inquiry committee commenced its proceedings on December 24, 2013 and after perusing record i.e. complaint and money receipts, it transpired that Mr Mansoor Sarwar received Rs3 million from the PTI senior office bearers for the purpose of conveyance expenses of districts of central Punjab for historical rally of March 23, 2013 at Minar-e-Pakistan, but that amount was not properly and carefully distributed among the presidents or responsible office bearers of concerned districts of central Punjab PTI,” says the report.



Mansoor Sarwar was asked to appear before the committee in person on December 26, 2013 at 2:00 pm. In addition to that a well elaborated notice was issued to him via e-mail which reads: “Mr Mansoor Sarwar, president Central Punjab PTI, is noticed that in order to probe into complaint filed by Mr Usman Saeed Basra etc. against you, president of Punjab PTI directed the committee to finalise its report within a week.



“The complaint pertains to the allegation of misappropriation of amount about Rs2.4 million out of Rs3 million given to you by party for the conveyance (transportation) expenses of districts of central Punjab for the historical rally of Minar-e-Pakistan held on March 23, 2013.



“Initially, you deliberately avoided to provide any detail of expenses. Later on, the receipts of distribution of amount of Rs3 million provided by you have been found to be fake and false being not verifiable.”



On January 3, 2014, Muhammad Usman Saeed Basra appeared before the committee and supporting his complaint tendered his further submission that his complaint should be decided on merit keeping in view the ideological credibility of the PTI and its leadership.



“That after deep perusal of the record, the inquiry committee has found glaring discrepancies suffice to establish the indictment of misappropriation. In addition to that, there are certain facts which militate against the defence version on the one hand and establish the guilty conduct of Mansoor Sarwar and his companions in misappropriation of party funds,” the report says.



“The distribution of Rs3 million has been shown in forged receipts fraudulently and the signatures of the recipients of different amounts at receipts do not match with the signatures of Shahzad Ahmed, Abdul Qayum, Taimour Shabir, Imran Farooq and Chaudhry Ehsan Elahi Naro on their statements annexed as D-1,D-2, D-3, D-4, D-5, respectively,” the report further reads.

After all he is the son of "Baba-e-Muslim League" , Chaudhry Muhammad Sarwar Khan (died 2003) ,the longest serving Parliamentarian in the history of Pakistan. Nothing less should be expected from him ;) . Also his family has always been notorious (in areas near Rupochak , their home town , in Narowal district)

And Mansoor Sarwar is party’s "Central Punjab" president only (10 districts of Lahore and Gujranwala Division) , The title is a bit misleading
